About this file

This is a Request for Information (RFI) Government Response document for Solicitation Number 36C26026R0011, Mann-Grandstaff VA Medical Center, dated March 26, 2026. The document contains 111 contractor questions and corresponding government answers regarding a window replacement project at a VA medical facility.

The project involves replacement of existing windows throughout Building 1 with new assemblies meeting specific performance criteria. Key technical requirements include: 3,000 psi reinforced concrete wall substrates (field verification required); glazing assemblies meeting ballistic (UL 752 Level 3), forced entry (ASTM F1233), and blast requirements per the VA Physical Security & Resiliency Design Manual; mini-blinds and access glazing panels for ballistic windows; and anti-ligature hardware for psychiatric unit windows. New windows must achieve U-value maximum 0.21 BTU/hr/ft²/F, SHGC between 0.2 and 0.65, and visible light transmittance minimum 0.32. Window removal and installation phasing will be developed by the contractor subject to Contracting Officer Representative (COR) approval, with requirements for removal and installation phasing plans, ICRA containment barriers (primarily Level II with some Level III areas), and coordination with occupied hospital operations. Interior sealant and backer rod installation is not required where interior access is inaccessible. The project includes potential asbestos-containing materials on concrete walls (nonfriable, currently exempt from abatement unless disturbance renders greater than 160 square feet friable) and lead paint that contractors must address per OSHA procedures. The government's estimated project magnitude is $5 million to $10 million. Badging requirements apply to key personnel (Superintendents, Safety Officers, Quality Control Officers), with processing potentially requiring up to two months. The service elevator capacity is 4,500 pounds, and the M&O loading dock is the only approved delivery point. Personnel dual-hatting is permitted with restrictions: Project Manager and Site Superintendent cannot be the same individual, and Quality Control or Site Safety and Health Officer cannot also serve as Project Manager or Site Superintendent. Wage rates are published on SAM.gov and will be incorporated at contract award.

Request for Information – Government Response

668-24-102 Solicitation Number: 36C26026R0011 Mann-Grandstaff VA Medical Center

3/26/2026

Below are questions that were submitted by potential Contractors for the above referenced project along with the Government’s answers to the Request for Information.

Contractor Questions Government Response

1 What is the composition and strength of the substrate material that we would be anchoring the window to? The load transferred to the substrate will be significant and we are not sure the walls are sufficient to carry the load. The openings may require hardening.

3,000 psi reinforced concrete is the typical wall substrate.

However, existing substrate in all instances shall be field verified by the contractor. The PSRDM requirements for window replacement only projects on existing buildings do not include hardening of the supporting structural elements around the window openings.

2 With the loads imposed, we also have concerns regarding the ballistic and human impact ratings added to the window. These requirements would make these windows more rigid and impart even more energy to the substrate. Are these two requirements for the entire window unit including the frame, or strictly required for the glass within the frame?

The glazing must meet the specified requirements. For the windows with glazing lay-up governed by non-blast requirements, such as forced entry and ballistic, mullions/frames are to be designed for the capacity of the glazing that would be required to meet the blast requirements only. See response above regarding the substrate.

3 Aside from the blast, how is the phasing of the window installation to be decided or completed? We can see that they are to be done separately, but what does that mean? Is it the contractor’s discretion while putting together the schedule to do it how they see it to be the most efficient?

The Contractor shall develop a removal and installation phasing plan subject to approval by the COR.

Refer to general phasing notes on GI002.

4 There is reference in the drawings to the differing requirements for the Ballistic Glass, this question also references to the VA Resiliency Manual, which has been reviewed, but is not included in the provided specifications. Please confirm the following for ballistic glass window assemblies:

1. Are mini-blinds required to be included within the assembly?

2. Are access glazing panels required to be included?

1. Mini-blinds are required.

2. Access glazing panels to the blinds pockets are required.

3. The PSRDM is publicly available on the VA TIL website.

The blast requirements are provided in the specifications.

Means to obtain official use only Data definitions are also provided in the specifications.

3. Will the VA provide specific blast pressures and impulses for us to provide the appropriate Insert Glass?

5 Security screens, are they needed, and if so, what windows get them

Refer to Glazing Groups G2A and G2B on sheet AE603, and as noted at window types 7B, 10 and 11 on sheet

AE601.

6 Blast requirement listed as required by the criteria defined in the specification and VA physical resiliency manual. We need this definition and or a copy of the manual

The PSRDM is publicly available on the VA TIL website.

Means to obtain official use only Data definitions are also provided in the specifications.

7 Need a set of window elevations with glazing types shown for each window

All window elevations, with glazing types are shown on sheet AE601.

8 What is the intended scope of the UL 752 Level 3 ballistic rating requirement? This rating can apply either to whole-system testing or infill-only testing. Would Level 3 infill-only compliance be acceptable to the Architect/VA?

The glazing must meet the specified requirements. For the windows with glazing lay-up governed by non-blast requirements, such as forced entry and ballistic, mullions/frames are to be designed for the capacity of the glazing that would be required to meet the blast requirements only.

9 Is the ASTM F1233 Forced Entry Standard intended to apply to the entire window assembly, or is this requirement limited to the glazing type and stainless-steel security mesh? Would a window system incorporating glazing and security mesh that meets ASTM F1233 be considered acceptable?

The glazing must meet the specified requirements. For the windows with glazing lay-up governed by non-blast requirements, such as forced entry and ballistic, mullions/frames are to be designed for the capacity of the glazing that would be required to meet the blast requirements only.

10 With the building being occupied, is it expected that once an existing window is removed, the new one goes in immediately, or can temporary openings (plywood/wood) be put in? With lead paint and asbestos, it is probable that the GC will demo the openings, prepare them, and then the window company installs the new window.

Temporary closures should be included in the phasing plan by the Contractor and are subject to COR approval.

Refer to abatement and safety requirement spec for additional instructions. How the contractor achieves the work is means and methods.

11 Are there as-built drawings available to show the existing window anchorage/install details?

As-built drawings available upon request to the VA.

12 Drawings indicate window replacement work in the kitchen area for Group BA, where a large refrigerator and associated equipment are located.

Please confirm whether existing kitchen equipment will be relocated by the VA or by the Contractor to allow access for window removal and installation.

Floor plan drawings for Group BA indicate a sink station.

Report any discrepancies to the COR.

Removal and reinstallation of kitchen and other equipment in the building is the responsibility of the Contractor and subject to approval by the COR.

13 The ICRA Temporary Wall plan appears to show partial coverage within the kitchen area for Group BE.

Please confirm:

1. Whether the temporary wall coverage shown is complete.

2. If additional barriers are required to isolate kitchen operations during window replacement.

The ICRA barrier locations shown intended to isolate the work from adjacent hospital operations and should be adjusted accordingly. Prior to commencing work, the contractor shall meet with the COR to coordinate and submit for approval phasing of the work and placement of ICRA barriers. Refer to safety requirements specification and ICRA barrier plan general notes on sheets GI002-GI008 for additional requirements.

14 The ICRA plan identifies ICRA Level III containment on the first floor for Rooms A102 and A119A, however these rooms do not appear to have windows scheduled for replacement.

Please confirm whether:

• Window replacement is required in these rooms, or

• The ICRA containment is intended to support adjacent work only.

Window replacement is according to sheet AE101.

ICRA barrier at Level III is only required at the 4 windows shown; 1 of which is in room A102. No window replacement occurs in rooms A119A, A122 nor A122A, thus no ICRA requirements at these locations.

The ICRA barrier locations shown are intended to isolate the work from adjacent hospital operations and should be adjusted accordingly. Prior to commencing work, the contractor shall meet with the COR to coordinate and submit for approval phasing of the work and placement of ICRA barriers. Refer to safety requirements specification and ICRA barrier plan general notes on sheets GI002-GI008 for additional requirements.

15 The attached ICRA documents classify the activity as Category B and the PCRA as Large Scale. Can the Government confirm these classifications are correct or if any areas require higher controls?

The drawings and Statement of Work also indicate that some windows within this building may have been replaced during prior renovations, while others may remain from earlier construction periods.

Removal of the existing windows will require removal of the associated glazing systems.

Glazing compounds or putties installed during earlier construction periods sometimes contain asbestos fibers or lead compounds, while more recent glazing systems typically do not.

After reviewing the drawings, specifications, Statement of Work, and Hazardous Materials Survey, it is not clear whether the glazing compounds associated with the windows scheduled for replacement were specifically tested as part of the hazardous materials investigation.

For purposes of properly planning demolition procedures and worker protection measures, please clarify the following:

1. Were the glazing compounds or glazing putties associated with the windows scheduled for replacement tested as part of the Hazardous Materials Survey?

2. If these glazing materials were tested, please confirm whether the results indicate that asbestos or lead abatement procedures are required for removal of the glazing.

Refer to the ACM Survey, Lead Paint Testing, and Mold Assessment by ECS Southwest dated 3/5/2025 performed for this project. Appendix I Suspect Asbestos-Containing Material Sample Summary lists 14 samples of window caulk and sealant from various locations and levels throughout the building that were tested with no ACM detected. The contractor shall follow OSHA procedures.

3. If glazing materials were not specifically tested, please advise whether the Contractor should:

o Assume glazing materials are non-hazardous, or o Plan removal procedures assuming potential asbestos or lead content in accordance with applicable regulations.

This clarification will assist the Contractor in properly planning removal procedures, containment measures if required, and compliance with applicable VA, OSHA, EPA, and state environmental requirements during the window replacement work.
