| L.4.1.1 Subfactor 1 – Technical Solution: The Technical Solution subfactor assessment provides a validation of the Offeror’s proposed technical solution for meeting the Government’s technical requirements as described in the SOW. (a) Statement of Work: This part shall contain the Offeror's responses to the Statement of Work and attachments. Document the methodology and procedures to be followed in accomplishing the task and discharging responsibility to address each SOW requirement in the order it appears. The Offeror shall provide specific emphasis on meeting each requirement cited in the SOW task area paragraphs 3.5.1, 3.5.3, 3.5.4 and 3.5.5. Mere parroting of the SOW or unqualified acknowledgments will be considered an inadequate response. | M.7.1.1. Subfactor 1.1 - Technical/Management Solution. This subfactor evaluates the Offeror’s proposed technical/management solution for the five-year IDIQ ordering period. |
(a) Statement of Work: The Government will evaluate the evidence and support provided that the Offeror thoroughly understands the magnitude and range of activity required by the ATS-3 SOW and the effectiveness of the proposed technical approach to ensure that the Offeror has the capabilities and facilities to perform each requirement of the SOW. Significant emphasis will be placed upon evaluation of the Offeror’s technical capability and level of experience to build and modify targets, target systems, and to provide services/support to the Government to meet the requirements of the SOW Paragraphs 3.5.1, 3.5.3, 3.5.4 and 3.5.5.
(i) SOW Paragraph 3.5.1 Research, Development Test and Evaluation (RDT&E) - Develop, Design and Prototype. The Offeror shall document their expertise and experience to:
• Develop, design, test and deliver prototype aerial target systems/subsystems hardware and software.
• Provide systems engineering and technical support to target system users.
• Conduct formal software development, integration, and testing.
• Develop, design, architect, acquire, integrate, install, and provide support for advanced threat wireless networks and communication technologies.
(i) SOW Paragraph 3.5.1 Research, Development Test and Evaluation (RDT&E) - Develop, Design and Prototype. The Government will evaluate the Offeror’s technical / management approach in terms of expertise and experience to:
• Develop, design, test and deliver prototype aerial target systems/subsystems hardware and software.
• Provide systems engineering and technical support to target system users.
• Conduct formal software development, integration, and testing.
• Develop, design, architect, acquire, integrate, install, and provide support for advanced threat wireless networks and communication technologies.

| (iii) SOW Paragraph 3.5.4 Technical Flight, Engineering and Field Services Support. The Offeror shall document their expertise and experience to: |
• Provide support to users in Continental United States (CONUS) and Outside the Continental United States (OCONUS).
• Provide experience and expertise support for troubleshooting, analysis, and repair of aerial target systems, subsystems, and related equipment.
• Provide onsite technical support personnel to support aerial target operations, initial and refresher training courses, and weapon system certifications for aerial target systems managed by the TSMO.
• Provide Towed target support by providing Lear 35/Lear 36 manned aircraft (with RM-30 tow reel capability) or equivalent, for tracking, towing, and chase aircraft support using Government Furnished Towed Targets.
• Provide evidence of any prior knowledge and experience with existing Aerial Target and Tow Target Systems. (iii) SOW Paragraph 3.5.4 Technical Flight, Engineering and Field Services Support. The Government will evaluate the Offeror’s technical / management approach in terms of expertise and experience to:

• Perform inventory management, property accountability, packaging, shipment of aerial target systems, sub-systems, spare and repair parts, and payload hardware.
• Perform graphic design, information assurance, and database management. (iv) SOW Paragraph 3.5.5 Logistical and Technical Support. The Government will evaluate the Offeror’s technical / management approach in terms of expertise and experience to:
• Perform inventory management, property accountability, packaging, shipment of aerial target systems, sub-systems, spare and repair parts, and payload hardware.
• Perform graphic design, information assurance, and database management.
L.4.1.2 Subfactor 1.2: Sample Tasks - The Offeror shall provide their technical approach and identify any relevant historical experience to completing the following hypothetical requirements documented in Sample Tasks A, B, and C, which will be used for evaluation purposes only. The Offeror’s response shall clearly explain the activities to be performed, the number of personnel required, their skill mix, number of hours per category, type and amount of materials required and any potential travel required to accomplish the task. The response shall identify any assumptions and be sufficient to demonstrate the Offeror’s capability, approach, and relevant experience. NOTE: No Price or Cost information shall be provided for the sample tasks. M.7.1.2. Subfactor 1.2 - Sample Tasks: This subfactor will evaluate the evidence that the Offeror can respond to Research, Development, Test and Evaluation tasks and support tasks based upon the hypothetical situations represented by the sample tasks. The sample tasks are considered equally important.
The Government will evaluate the Offeror's technical approach, proposed personnel, skill mix, and hours as well as required materials and potential travel to Sample Tasks A, B, and C, to demonstrate an adequate understanding and feasible technical solution. NOTE: The offerors shall not provide prices and/or costs for the Sample Tasks.
(a) Sample Task A (SOW paragraphs 3.5.2, 3.5.4 and 3.5.7): The Government has requirements to provide Group 1 – 3 unmanned aerial target systems to replicate real world threats in test and training environments. Payloads and command and control networks may be Government furnished or acquired by the Offeror through the commercial marketplace. 1. Acquire twenty (20) target systems and payload hardware. Integrate the payloads onto the targets and verify the functionality of the systems. • Skywalker X8 (or equivalent) targets
• RF900+ modem
• Cube Orange
• Army Combat Training Center – Instrumentation Systems 2. Acquire twenty (20) target systems and payload hardware. Integrate the command, and control network onto the target systems and verify the functionality of the systems. • Inspired Flight Technologies IF750 (or equivalent) targets.
• Army Independent Commercially Compatible Cellular Network System (IC3NS) 3. Identify and acquire spares and support hardware necessary to operate and maintain each target for five flights. 4. Deliver the forty (40) target systems and a spares/support package that provides sufficient hardware to operate and maintain each target for five flights to a warehouse on Redstone Arsenal. 5. Provide Operation/Field Support Services. The contractor will provide on-site pilot, and field support services for a one week mission which includes two travel days and a standard 40-hour workweek. The mission site is NTC, Fort Irwin, California. 6. Describe your approach to providing this support to include assumptions, estimated material, man hours, labor mix needed as well as an estimated delivery schedule. (a) Sample Task A (SOW paragraph 3.5.2, 3.5.4 and 3.5.5): The Government will evaluate the Offeror’s technical approach to provide Group 1 – 3 unmanned aerial target systems to replicate real world threats in test and training environments. The contractor will provide the necessary certified aircraft and personnel to successfully fly, deploy, recover towed targets. Government Furnished Equipment includes an RM-30 Tow-reeling machine, tow line, and towed targets. A notional task is described below. 1. The contractor shall provide a Learjet with RM-30 Tow-reeling machine, Pilots and Tow Operator to provide Tow Target flight services for TSMO. The Tow Reel shall have no less than 3000 meters of Vectran towline. The contractor shall have an Air Worthiness Release, issued by the Army Systems Readiness Directorate, for the Learjet aircraft operated under this contract. The contractor shall ferry the Learjet, equipment and personnel to Pensacola NAS and arrive no later than 0800 CT on Monday. The contractor shall assist TSMO personnel in performing Tow Reel Tension calibration measurements and attachment of the towline to the towed target. Six tow target test flights shall be conducted, approximately 3 hours/flight and 2 flights/day. Flights will be conducted in Warning Area W-155A and in accordance with the TSMO defined flight profile. Flight tests will be conducted during daylight or nighttime hours. 2. Describe your approach to providing this support to include assumptions, estimated resources, man hours, and labor mix needed to provide the support. (b) Sample Task B (SOW 3.5.4, 3.5.5, 3.5.6 and 3.5.7): The Government will evaluate the Offeror’s technical approach to provide manned aircraft, towed target services to US Department of Defense customers for test and evaluation. The contractor will: 1. Design, develop, build, and deliver three prototype position sensors/transmitters, technical drawings, parts lists, and operation instructions. The data recorder has the following minimum requirements:
• Battery Powered
• Operation time = 1 hour minimum
• Weight = less than 4 lbs
• Dimensions = less than 5” x 5” x 4” 2. Develop and deliver a draft test plan to verify the operation and accuracy of the independent position reporting device.
3. Travel to Orogrande, NM to support a one week integration and test series that will complete with ground and flight test events. The contractor will prepare the prototypes for operation, install the prototypes into the targets, retrieve the prototypes after the flight.
4. Describe your approach to providing this support to include assumptions, notional design concept, test methodology, and estimated resources, man hours, and labor mix needed as well as an estimated schedule. | L.4.1.3 Subfactor 1.3: Management - The Offeror shall provide their proposed overall management approach to meeting the ATS-3 programmatic requirements IAW SOW paragraph 3.1 – General Program Management. The Offeror’s response shall demonstrate a clear and complete understanding of all requirements set forth in the SOW. The Offeror shall provide how it intends to meet the staffing requirements of its technical approach to satisfy the requirements listed in the SOW. The approach shall include: |

The Government will evaluate the overall efficacy of the Offeror’s proposed management approach: to recruit and retain qualified technical staff; to meet contractual reporting requirements; to conduct program planning, organization, and control of the technical effort; and to coordinate efforts within the Offeror’s own organization, sub-contractors included. Significant consideration will be given to a flexible and efficient approach that minimizes employee turnover while maintaining successful performance.
| L.4.1.3.1 An Organizational chart for all personnel required to execute the entire SOW. The Organizational chart must identify the structure, qualifications, and certifications for each proposed position to include if the proposed position is exempt or not exempt to the Service Contract Labor Standards. Organizational Charts are not included in the page count. Contractors are encouraged to label the Organizational Charts similar to the SOW sections. | M.7.1.3.1. The Organizational chart will be evaluated based upon the structure, qualifications, and certifications for each proposed position to include if the proposed position is exempt or not exempt to the Service Contract Labor Standards. | L.4.1.3.2 Personnel (chosen by the Offeror). Identify personnel and / or the methods for obtaining personnel who are exempt to the Service Contract Labor Standards (29 CFR 541). | M.7.1.3.2. | L.4.1.3.3 Identification of all subcontractors, teaming partners, committed distributers and joint ventures. Teaming Agreements, Letters of Commitment, Distribution agreements and other legal agreements are required for team members identified. A group of potential subcontractors or vendors can be utilized but an agreement or verifiable proof of an agreement must be submitted. Explain the relationship between the prime and its subcontractors and/or teaming partners. Describe the management of subcontractors and/or teaming partners, and their integration into the overall structure. Identify what services or percentage of a service each subcontractor will perform. All partners will be identified as a large or small business in conjunction with the contractor determined North American Industry Classification System (NAICS) code. | M.7.1.3.3.
