Questions: RFP 382436

1. Is there a time limit within which this exact experience must have been gained? If they have the experience that is all they need. No time limit.

2. How do you define similar work? Would incurred cost audits that include labor cost and cost principles would qualify as similar work? Similar work as Accounting System

Review. Incurred cost would be part of it, but it needs to be the full accounting system.

3. Has this been set-aside for small business? Contract is not set-aside for small business.

4. Is this an existing contract? If so, can you provide the name of the incumbent? Yes, it is an existing contract, however HMIS cannot share the name of the incumbent.

5. Attachment 2 requests Total Proposed Price including hours. However, the Request for

Proposal states specific staffing requirements will be listed in each task order released under the master agreement. If the scope and complexity of each task order differs, would HMIS consider changing the pricing structure for Offerors to labor categories and hourly rates and estimate hours and total price at each task order? HMIS establishes the price for each specific staffing requirement from the proposal and on each release under the master the CPA firm provides the number of hours proposed from each specific staff professional to perform the accounting system review.

6. Are we to use our GSA rates for the price build out? If GSA contract is utilized then GSA rate will be applicable.

7. Is travel to subcontractor sites required? It is not required. Work is done at CPA firm working remotely with each assigned company we request an Accounting System review.

8. Can HMIS please confirm the work will be performed at the subcontractor work location? I confirm the work will be performed at the Subcontractor (CPA firms’ location).

9. Can HMIS provide an estimated LOE for each year (i.e., number of proposal audits and accounting system audits)? We estimate around 5 ASR and 1 Proposals each year.

10. Please confirm whether Attachment 2 is provided as a sample, and if offerors are expected to complete and submit a copy with their proposed pricing. Attachment 02 is included as a sample document.

11. On page 12 and page 13 of the “Request for Proposal” PDF, the associated hyperlinks for

Exhibit 001 did not work. Will HMIS please provide Exhibit 001 in excel format? Exhibit

01 is attachment 02—included as a sample.

12. Will HMIS please confirm if page 52 of the “Request for Proposal” PDF should be included as an attachment to the Volume I Technical Proposal? Page 52 does not need to be included in the Technical Proposal.

13. Will HMIS please confirm if Exhibit 001 should be included as a separate Volume or should it be included in Volume II? If including exhibit 001, it should be with Volume II.

14. Will HMIS please confirm the page limit and any other formatting requirements for

Volume I Technical Proposal? There is no page limit.

15. Will HMIS please confirm if resumes, evidence of current certifications, peer review, and additional attachments/exhibits count towards the page limit? There is no page limit.

16. Will HMIS please confirm how many proposal audits and accounting systems audits will be performed during the given period of performance? We estimate around 5 ASR and 1

Proposals each year.

17. Will HMIS please confirm if there is an incumbent contractor, if so, can the name be disclosed? HMIS cannot share this information.

18. Will HMIS please confirm the annual ceiling price for this Statement of Work? That information is private and confidential.

19. On page 8 of “Request for Proposal” PDF, it states that the subcontractor personnel should include a minimum of two individuals who must be approved by HMIS prior to award. Will HMIS review and approve the personnel submitted as part of the proposal, or is approval required prior to proposal submission? If approval is required before submission, could you please clarify the process for requesting and obtaining HMIS approval?
