DOVER AFB GENERAL REQUIREMENTS
1.1 SUMMARY OF WORK: Furnish all plant, equipment, supervision, labor, supplies, services, and materials required to accomplish the work indicated in these specifications, the related drawings and as otherwise set forth in the contract.
1.2 WORK SCHEDULE: Work shall be performed between 7:30 A.M. and 4:30 P.M. daily, Monday through Friday, excluding federal legal holidays as outlined by Public Law Number 98-144 (or days not worked on Dover Air Force Base due to the observance of such holidays). Unless otherwise specifically authorized herein or in writing by the Contracting Officer, the scheduling of work for times other than as set forth above, is not permitted.
1.3 ADVANCE NOTIFICATION: It is required that the Contractor provide at least a 24 hour advance notification to establish when on-site work will start initially, and prior to restarting on-site work following any discontinuances lasting longer than five normal workdays. Notification may be provided by phone, in person, or in writing, and shall be given directly to the designated Government Inspector.

1.4 CONTRACTOR COORDINATION AND COMMUNICATION: The Contractor shall keep the Government abreast of all work activities on a daily basis. The Contractor’s primary point of contact is the designated Government Inspector for the contract. In the event the Government Inspector is unavailable, the Contractor will provide notifications and/or coordinate work activities with the designated alternate or Project Engineer.
1.4.1 At the beginning of each work day, the Contractor shall email the designated Government Inspector or alternate a brief description of all work expected to be accomplished that day. Likewise the Contractor will notify the Government Inspector when there is no work in-progress (i.e. due to adverse weather conditions). The Contractor will continue to report the status of a project until Final Inspection and until all inspection punch list items are completed.
1.4.2 In addition to the required notifications to the Government Inspector, the contractor shall also notify the designated Using Agency Facility Manager of any activities which may disrupt Using Agency operations (i.e. blocked parking lot or driveway, etc.).
1.5 MANDATORY VERIFICATIONS: The Government may require that work progress in stages when verification of the quantity, adequacy and/or accuracy of underlying work is necessary before follow-on work is allowed to start. When required by these specifications, such verifications shall be mandatory, and an allowance for these verifications shall be made in the Contractor's Contract Progress Schedule. The Contractor shall provide notification that work is ready for verification in accordance with the requirements outlined on the Mandatory Verification Schedule.
1.6 COORDINATION OF WORK: The Contractor shall coordinate the work of subcontractors and shall ensure the coordination of the work between the various trades. In many instances the contract drawings indicate only the general location and arrangement of equipment, fixtures, piping, conduit, or outlets and may not in all cases show, identify or detail all materials or components that are necessary, usual and customary for proper installation, connection or attachment. The Contractor shall study, examine and evaluate the contract drawings to establish the work, coordination, or materials required and necessary to provide a product complete in the usual and customary manner, and shall provide for all such requirements as though expressly detailed herein or on the drawings.

1.7 SUBMITTALS:
1.7.1 Site Layout Plan
Submit for approval a detailed scaled plan drawing showing the layout of the construction site prior to starting work. As a minimum the drawing shall include the locations of office and storage trailers, required utility connection points, equipment storage and material staging areas, construction entrance(s) including temporary stabilized construction entrance where required, contractor employee parking areas, temporary construction fence including placement of safety signs (i.e. hard hat area, etc.), and trash dumpsters and containers. The submittal shall also include photographs of the site prior to disturbance by the start of work.
1.7.2 Dust Control Plan
Submit a plan for controlling the accumulation of dirt, debris, and dust on roadways and other surfaces adjacent to the construction site. As a minimum the plan shall include the name of the contractor including a designated point of contact, equipment to be used for cleaning the streets of this material, and the measures to be taken to reduce transportation of mud onto adjacent roadways (i.e. rotating or replacing the stones in the temporary stabilized construction entrance to clean the truck tires).
1.8 SITE MANGEMENT:
1.8.1 The appearance of construction sites at Dover Air Force Base is of paramount importance to the Commander of Dover Air Force Base. A clean and well-kept construction site will help ensure proper compliance with the safety and environmental requirements of the contract. The management element of the Contractor’s performance rating will be affected by the compliance with this specification. The Contractor shall comply with all of the requirements specified herein and associated specification sections.
1.8.2 The Contractor is responsible for the collection and disposal of all debris, rubble, residue and waste material generated in the performance of work under this contract. All such materials shall be removed from Dover Air Force Base by the Contractor and disposed of in a State approved permitted landfill. The contractor shall recycle concrete, untreated wood and other demolition debris as required by Executive Order 13101 and other sections of this specification. The Contractor is not permitted to deposit any such materials in Base trash collection containers or at any on-Base location without prior approval of the Contracting Officer. The Contractor is responsible for remediating and/or reimbursing the Base for any spills caused by him, his personnel and/or his equipment.
2.1 DUMPSTERS
Dumpsters shall be free of graffiti, and be equipped with a securable cover. The cover shall be in place at all times except when trash is being deposited or removed.
2.2 TRASH CONTAINERS
Trash containers shall consist of 55 gallon drums, free of graffiti, and have "TRASH" printed in 10 inch high white lettering on the side of the container at two locations opposite each other. The Contractor shall provide a minimum of one trash container for each 10,000 square feet of construction area.
2.3 OFFICE/STORAGE TRAILERS/SITES
2.3.1 Contractor's office and storage trailers shall be in new or like new condition and be painted ICI Devoe/Glidden color Pastel tintbase: Formula #BLK 1P32 YOX 1P39 OXR19 “DAFB Eagle Feather

Tan” or approved equal on the exterior. Each trailer shall have an emergency notification card (5 x 7 or 3 x 5) in a weatherproof holder affixed on the outside of the trailer near the entry door. The card shall indicate the name of the Contractor, and the name and telephone number of the point of contact for emergency notification. Provide trailer foundation skirting of either lattice or metal panel design.
Storage of materials and debris under the trailers is prohibited. The trailer shall be securely fastened to the ground with appropriate fastening devices to adequately brace the structure against hurricane force winds.
2.3.2 The contractor will be provided with storage sites as deemed necessary to support the construction.
The primary site is the construction site. The supplemental site, if needed, may not be in close proximity to the construction site, but will be on Dover Air Force Base.
2.4 TEMPORARY CONSTRUCTION FENCE
2.4.1 As a minimum the temporary construction fence shall be a 6’ high chain link fence constructed of a welded galvanized steel pipe frame and attached woven steel wire mesh attached with wire ties. The fence shall be adequately supported and held securely in place by the use of precast concrete post blocks, stand-off post braces, embedded posts or a combination thereof, as necessary for the particular location and conditions. Stand-off post braces, when used, shall only be installed on the inside of the temporary construction fence. Where temporary construction fence is required to have vision screening, additional support posts at each panel shall be provided and embedded in both turf and paved areas.
2.4.2 The temporary construction fence shall also be provided with vision screening which shall consist of either fabric or slats. Screening fabric shall have the following minimum material characteristics:
Color Black Shading 70% Weight 6.20 oz./sq. yd.
Burst Strength 475 psi
Screening fabric shall be provided with hemmed reinforced edges and mid-spans with grommets for attachment to chain link fabric at 24 inch intervals. (Note to Specifier: Most projects will not require the use of vision screening unless they are in a highly sensitive location. The requirement for vision screening will be determined on an individual project basis and approved by the Chief of Engineering.)
2.5 ELECTRICAL SERVICE
Where electrical service is desired at the contractor’s facilities, connection shall be made in accordance with specification 01 11 10 Dover AFB General Requirements.
2.6 SANITATION FACILITIES
The contractor shall provide portable sanitation facilities. Portable sanitation facilities shall be self-contained units with both urinals and stool capabilities. Units shall be adequately ventilated, cleaned and emptied at least once a week or more if determined necessary and directed by the Contracting Officer.
The doors shall be self-closing and securable. The exterior of the unit shall match “Eagle Feather Tan”.
Locate these facilities out of the view of the public, within the construction fence area.
2.7 CONSTRUCTION ACCESS ROUTE SIGNS
Any construction access route signs which the contractor may wish to erect in order to facilitate location of the site by suppliers or subcontractors must receive prior approval by the Contracting Officer.

Approved signs shall not exceed 12” x 18” in size, shall consist of white letters on a dark brown background (back of sign and post shall be dark brown also), and be mounted at locations approved by the Contracting Officer.
PART 3 EXECUTION
3.1 CONSTRUCTION SITE LAYOUT
The contractor shall arrange the office trailers, storage trailers, construction entrance, temporary construction fence, sanitation facilities, and trash dumpsters to effectively use the area designated on the plans. The contractor shall indicate at least one construction entrance for the project.
3.2 TEMPORARY STABILIZED CONSTRUCTION ENTRANCE
The nature of the project may also require a temporary stabilized construction entrance at non-paved areas when exiting to paved areas. The entrance shall be constructed as required by the Sediment and Stormwater Management Plan permit drawings. The contractor shall maintain the temporary stabilized construction entrance such that it functions adequately in the removal of sediment from construction vehicle tires. Stones in the entrance shall be periodically rotated or changed to ensure construction vehicle tires are clean when leaving the site. (Note to Specifier: The requirement for a temporary stabilized construction entrance should be established in the project design and identified on the Sediment and Stormwater Management Plan obtained for the project.)
3.3 CLEANING ROADWAYS
The contractor shall make special effort to prevent the generation of dirt, debris, or dust as a result of activities related to the work under this contract. All roadways adjacent to the construction site which accumulate construction dirt, debris, dust, or other foreign materials as a result of activities related to this contract shall be cleaned at least daily or more often if determined necessary and directed by the Contracting Officer in order to maintain a neat appearance. The method of cleaning shall remove and not just displace the material.
3.4 TRASH REMOVAL
The 55 gallon trash containers shall be emptied a minimum of once a day or more often if directed by the Contracting Officer. The site dumpsters shall be emptied a minimum of once a week or more often if directed by the Contracting Officer in order to keep the site clean of trash. Dumpsters and containers shall not be allowed to overflow and permit trash to enter the site or adjacent areas.
3.5 EROSION CONTROL AND SAFETY FENCE
Erosion control fence and safety fence shall be maintained in a neat and orderly appearance. As a minimum the Contractor shall perform weekly checks of the condition of the erosion control fence and safety fence. Sagging or falling fences shall be immediately repaired.
3.6 TEMPORARY CONSTRUCTION FENCE
Location of temporary construction fence shall be as shown on the approved site layout plan. The fence shall be constructed around the perimeter of all construction, staging, and storage areas prior to the start of any work. Trailers may be on site prior to completion of the fence. The fence shall be maintained in a neat and orderly appearance. Fence panels shall be maintained to within one (1) foot of plan horizontal alignment and within 3-inches of vertical. As a minimum the Contractor shall perform weekly checks of
01 11 10 - 5 the condition of the fence. Leaning or fallen fences and torn or missing vision screening fabric shall be immediately repaired.
3.7 GRASS CUTTING
Any grass on the construction site shall be cut at least once a week during the growing season. The grass immediately adjacent to both sides of the erosion control fence, safety fence, or construction fence shall also be cut as required above to keep a neat and professional appearance.
3.8 SAFETY SIGNS
Safety signs shall be posted at all entrances to the construction site. The signs shall be ICI Devoe/Glidden color Pastel tintbase: Formula # BLK 1P32 YOX 1P39 OXR 19 “DAFB Eagle Feather Tan” unless safety mandates otherwise.
3.9 RESTORATION
3.9.1 Except as otherwise required by the contract, all disturbed or damaged landscaping, paved areas, curbs or sidewalks shall be restored to the original condition. This condition will be as documented in the photographs of the undisturbed site submitted with the site layout plan.
4 SECURITY
4.1 All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the governmental installation shall abide by all security instructions and directives of Dover AFB. Employees are responsible for safeguarding all government property provided for contractor use.
4.2 At the close for each work period, government facilities, equipment and materials shall be secured, lights, heat and water turned off and all doors and window secured.
4.3 The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Investigation (CBI).
4.4 Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.5 The contractor shall not be entitled to any compensation for delays or expenses associated with complying with these security instructions and directives. Furthermore, nothing in these security instructions and directives shall excuse the contractor from proceeding with the contract as required.
4.6 All contractors and subcontractors when working in a Controlled, Restricted or other sensitive areas must be escorted at all times. The military agency or unit responsible for the project or work is responsible for providing the escorts. The Contractor shall follow existing procedures and instructions for obtaining entrance to restricted or controlled areas.

4.7 Contractor Badge Policies:
4.7.1 All contactor employees requiring unescorted access to the installation are required to consent to a Criminal Background Investigation (CBI) prior to being granted entry to the installation. Continued employment is contingent upon successful completion and favorable reporting of the criminal background check.
4.7.2 All requests for contractor badges will be submitted through the Base Contracting Squadron Office and/or the requesting agencies Base point of contact. The contractor must provide the name, date of birth, Social Security number, driver’s license number and state of issue, for each individual requesting a contractor badge. The Contracting Squadron Office or Base point of contact will then fill out an Operational Risk Management Assessment Form (ORM) for the requesting agency and submit it to the Pass and Registration section for approval IAW DAFBI 31-101. As a minimum the ORM will be submitted 72-hours prior to access being required.
4.7.3 For contractor personnel safety the contractor badge does not need to be physically displayed, however it must be on the contractor’s person (i.e. wallet or pocket) in the event of an emergency or a change in Force Protection and immediate accountability of personnel is required.
4.7.4 Contractor badges will be issued for a maximum period of one year. Prior to reissuing new badges, all old badges must be returned to Pass and Registration for destruction. Also before a new badge will be issued an ORM must be resubmitted to the Pass and Registration section for approval again. In the event a badge is lost or stolen, the badge holder must accomplish the Loss/Theft of Identification Worksheet and provide it to his/her supervisor. The supervisor of the contractor will investigate the loss and report in writing the circumstances in which the badge was lost to the 436th Contracting Squadron and 436th Security Forces Squadron and submit a new request for badge renewal before a new badge can be reissued.
4.7.5 Base Contracting Office or Base point of contact will immediately notify Security Forces, Pass and Registration when a contractor’s employment has been terminated. The Agency Chief or Site Supervisors are responsible for notifying and returning the contractor’s badge to Pass and Registration when this occurs. At no time will a contractor contact Security Forces directly regarding badge denial;
they need to contact the Contracting Squadron. Any person who has been DENIED access to Dover AFB may request a copy of their criminal history report through the State Bureau of Identification. They must include the following: full set of fingerprints, a signed release, pay the fee set by the Superintendent of the Delaware State Police. For individuals who are not residents of Delaware they must contact their home of record State Police for guidance.
4.8 Installation Access:
4.8.1 Contractor employees are not allowed to “escort” any person who does not have a security clearance for installation access. The contractor shall obtain contractor badges for all employees and vehicle passes for all contractor and personal vehicles requiring entry onto Dover AFB from Pass and Registration, for the duration of the contract. Employees are only permitted to enter the installation during the date and time periods indicted on their contractor badge.
4.8.2 Persons operating vehicles on the installation must be able to present a valid driver’s license, vehicle registration and proof of insurance. All vehicles entering the installation or sensitive areas are subject to search. Any refusal or non consent by an employee will result in termination of their Base access and immediate confiscation of this access badge.
4.8.3 Contractor material delivery or service call personnel must be processed through the Dover AFB Commercial (South) Gate. Contractor personnel who do not possess a contractor badge must consent to
01 11 10 - 7 a Criminal Background Investigation (CBI). The items required for the CBI are the same as for contractor badges. The vehicle registration and proof of insurance documentation will also be checked.
Vehicle drivers who pass the background check and possess the required vehicle documentation will be provided with a Day Pass (PAW PASS). If necessary, contractor personnel may meet the delivery vehicle at the Commercial Gate and have the driver follow them to the construction delivery site.
Vehicle drivers who do not pass the background check or do not possess the required vehicle documentation will not be allowed access to Dover AFB. Delivery drivers must provide a printed (not hand written) Bill of Lading which includes a description of materials being delivered, the Dover AFB delivery location (i.e., building number, street address, project name), and name and telephone number of the Dover AFB employee Point of Contact.
4.8.4 During Force Protection Condition (FPCON) Normal and Alpha, personnel without Base issued badges must be sponsored onto the installation.
4.8.5 During FPCON Bravo, Charlie and Delta, personnel without base issued identification shall be physically escorted onto the installation.
4.8.6 During Higher FPCONs (Charlie and Delta) the Base will curtail non-essential operations/functions; access by Non-Essential Contractors will be suspended at the direction of the Installation Commander.
4.9 DOVER AIR FORCE BASE PERMITS
4.9.1 AF Form 103 “Work Clearance Request”. This form is used to coordinate the required work with key Dover Air Force Base activities. The Work Clearance Request is required for any excavation on the installation, regardless of depth, and is used for any work that may disrupt aircraft or vehicular traffic flow, Base utility services, protection provided by fire and intrusion alarm systems, or routine activities of the installation. The contractor shall follow the procedure as indicated on the form.
4.9.2 Utility Outages and Road Closures. Approval is required to be obtained from the Government prior to initiating any utility outage, road or lane closure, or parking lot closure in accordance with a previously arranged schedule. The Contractor is responsible for notifying the Base Civil Engineer at least 21 days in advance of the intended outage or closure. For road or lane closures submit proposed temporary traffic control design for approval prior to the closure. Temporary traffic control design including signs and devices for road and lane closures shall be provided in accordance with the requirements of the Federal Highway Administration “Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD)”, latest edition.
4.9.3 Crane Permits. Approval is required to be obtained from the Government prior to erecting any crane. The Contractor is responsible for notifying the Base Civil Engineer at least 60 days in advance of the intended dates of crane usage. Notification will include the maximum crane height (i.e., the maximum vertical height above grade that the crane boom tip will be operating in accordance with the proposed lift plan), crane location(s), and proposed starting and ending dates of crane use. Dover AFB will submit and obtain approval from the appropriate approval authorities. The Contractor shall comply with all requirements of the approved crane permit.
4.9.4 Burn Permits. Prior to any soldering, brazing, torch cutting, and welding, the contractor must obtain a signed AF Form 592, USAF Welding, Cutting, or Blazing Permit, from the Dover AFB Fire Department, Technical Services Element. When any of these activities take place in or near a combustible facility or materials, the contractor shall prepare and submit a fire protection plan for approval. The approved plan shall be in place prior to proceeding with the work. If any fire detection or suppression system devices need to be disabled, the contractor shall coordinate with the Government and schedule the disabling of the devices by the Base Civil Engineer (BCE), and shall notify the Government
01 11 10 - 8 upon completion of the work to have the BCE place the system back into service. A fire watch must be present when life safety systems are disabled.
4.9.5 Radioactive material Access Requirements. Contractor use of radioactive material on Dover AFB must be approved in advance. The contractor shall not store radioactive material on Dover AFB. The contractor shall remove radioactive material from Dover AFB each day. The 436 AMDS/SGPB Bioenvironmental Engineering is the Dover AFB Radioactive Material Access Authority. At least 30 days in advance of material being brought onto Dover AFB, the contractor shall submit the following information to the Base Contracting Officer for approval by the Base Radiation Protection Officer.

5 KENT COUNTY SEWER PERMIT
5.1 The sanitary sewer collection and local transmission system on Dover Air Force Base is owned and maintained by Kent County, Delaware. All work, as shown on the contract drawings and required by the contract specifications, associated with the sanitary sewer collection and local transmission system is subject to permitting and inspection by the Kent County Public Works Department (Department) in accordance with Kent County Code, Chapters 128 and 180, as amended, and will be conducted in accordance with the related Department sewer construction permit. The permit and impact fees shall be paid for by the contractor.
5.2 The contractor shall apply for, obtain, and pay the associated fees for a Sewer Connection Permit for all new construction, including a County Impact Fee if applicable, or a Sewer Abandonment Permit for all demolition work associated with the sanitary sewer collection and local transmission system, as applicable, from the Department (302-744-2430). The contractor shall submit to the Department the necessary application documents and make payment of required fees in order to obtain the necessary permits associated with the connection, modification, abandonment, or demolition of the sanitary sewer collection and local transmission system, in accordance with Kent County Code, Chapter 128 and 180, as amended.

5.3 The contractor shall submit copies of the obtained permits to the Contracting Officer for approval.
No construction activities on the sanitary sewer collection and local transmission system shall be performed by the contractor until the necessary permits have been obtained by the contractor and submitted to the Government for approval.
5.4 The contractor shall make all notifications to the Department as required by the County’s permit regarding required inspections of the work by the Department.
5.5 The Contractor shall notify the Government Inspector a minimum of 24 hours in advance of all work on the sanitary sewer collection and local transmission system, including inspections scheduled with the Department. This is a Mandatory Verification contract requirement as required by the respective contract schedule.
6 TIDEWATER UTILITIES WATER LINE WORK
6.1 The Water Distribution System on Dover Air Force Base (DAFB) is owned and maintained by Tidewater Utilities, Incorporated (TUI). System ownership by TUI includes the water supply wells, storage facilities, distribution piping system, fire hydrants and lateral piping, and potable and fire water service lines to buildings and facilities. TUI ownership terminates at the curb stop for potable water service lines and at the post indicator valve (PIV) for fire water service lines.
6.2 The following steps are required for water distribution system work: 1) the contractor will obtain a Certificate of Approval for Construction from the Office of Drinking Water before construction begins,
2) the contractor will coordinate with the DAFB Representative for the Tidewater contract for the waterline installation to be observed by a TUI inspector, 3) the contactor will ensure that the new water lines remain isolated from the DAFB water distribution system using a resilient seal MJ valve until approval to activate the main has been provided by DAFB, 4) the contractor must inform the DAFB Representative when construction is complete, 5) TUI personnel will collect required samples from the new section of waterline, 6) TUI will obtain the Approval to Operate from the Office of Drinking Water,
7) TUI will activate the new section of waterline.
7 CONSTRUCTION SITE SAFETY: During the performance of on-site construction activities, the contractor shall comply with all requirements of the Army Corps of Engineering Manual (EM), EM 385- 1-1, “Safety and Health Requirements Manual”, NFPA 241 “Safeguarding Construction, Alteration, and Demolition Operations”, NFPA 1 Chapter 16 Safeguards During Building Construction, Alteration, and Demolition Operations, Dover Air Force Base Instruction DAFBI 32-2001, and all Air Force, AMC, OSHA, CFR, regulations and directives.
7.1 Supervisors shall brief all personnel under their direction on fire prevention practices in accordance with the above documents.
7.2 The supervisor shall attend a contractor’s briefing on fire safety prior to any work. This is normally conducted at the pre-construction meeting.
7.3 Post fire reporting procedures and emergency phone numbers in a conspicuous location.
7.4 TEMPORARY UTILITY CONNECTIONS AND CHARGES: As outlined in FAR Clause 52.236- 14 “Availability and Use of Utility Services”, the Government will make all reasonably required amounts of utilities available to the Contractor from existing outlets and supplies. Electric and gas utility service for contractor-furnished office/storage facilities and for actual construction activities will be charged to the contractor at prevailing rates prescribed by the FAR and Air Force regulation. The Contractor, at its expense and in a workmanlike manner satisfactory to the Contracting Officer, shall
01 11 10 - 11 install and maintain all necessary temporary connections and distribution lines, and all meters required to measure the amount of each utility used for the purpose of determining charges. The cost of water utility service will not be charged to the contractor.
(Note to Specifier: Due to the minimal amount of construction water usage on most projects, water metering will not be required. However some projects, such as a large airfield paving project which utilizes a temporary on-site concrete batch plant, will use an extensive amount of water and should therefore be metered. The requirement for metering of construction water usage will be included on those types of projects and the above paragraph edited accordingly.)
7.4.1 For temporary electric service, the contractor shall provide all necessary, cable, transformers, hardware, miscellaneous items and all labor necessary to obtain service from the nearest electric source.
The contractor shall provide a detailed drawing showing all proposed temporary electric construction, obtain approval from the Government, and then schedule a Government inspection of the installed work.
Once the installed work is approved the Government will make the final connection to the electric source.
7.4.2 For temporary water service, the contractor shall not connect to any fire hydrant on Dover Air Force Base without prior authorization from Dover AFB and Tidewater Utilities, Incorporated (TUI).
Tampering with a fire hydrant on Dover Air Force Base is a federal offense per US CODE Title 42, Section 300i-1.
7.4.3 Water may only be obtained from a fire hydrant for construction or other purposes when specifically authorized by Dover AFB. To obtain water from a fire hydrant the contractor shall provide and install a connection assembly consisting of an ASSE (American Society of Sanitary Engineering) approved Reduced Pressure Principle Backflow (RPPB) assembly and a throttling device. The assembly shall be connected only to the fire hydrant 2-1/2 outlet nozzle. Prior to use, the contractor shall 1) obtain and provide documentation from an accredited testing agency certifying the proper operation of the RPPB assembly “in service” as installed on the specific fire hydrant at the jobsite per ASSE, and 2) the fire hydrant connection assembly must be inspected by Tidewater Utilities Incorporated (TUI) personnel to insure proper identification, installation and function. The RPPB assembly shall be provided with an inspection tag by the testing agency which includes the testing date and identification of the corresponding brass hydrant tag number. This tag will only be good for that particular hydrant and test on that particular date. If the tag is used at another hydrant, the number on the tag will not match the hydrant tag number. Delaware Rural Water Association (phone number 302-424-3790) located in Milford Delaware is a local accredited testing agency. RPPB assemblies must be reinspected every time the backflow preventer is installed on another hydrant. Regardless of the intended use, under no circumstance shall the contractor use a fire hydrant without an attached and approved connection assembly.
7.4.4 Only Tidewater Utilities Incorporated (TUI) or Dover AFB personnel are permitted to open and close the main operating nut of fire hydrants. Only hydrant wrenches specifically designed for the hydrant operating nut will be used. Fire hydrants will be opened completely to prevent weep holes located in the hydrant boot from discharging and undermining the hydrant foundation. Fire hydrant main operating nut shall not be used to throttle the water pressure or volume. When contractor use of a fire hydrant will exceed one hour the hydrant number located on the hydrant barrel shall be forwarded to the DAFB Base Civil Engineer to notify the Base Fire Department of the service status.
7.4.5 Operation of a fire hydrant during freezing temperatures may cause damage to the hydrant.
During freezing temperature conditions the contractor shall make necessary provisions to prevent the hydrant barrel and attached backflow prevention/meter assembly from freezing and causing damage to the hydrant.

7.4.6 Damaged fire hydrants resulting from contractor abuse or failure to comply with these requirements shall be repaired or replaced at the contractor’s expense.
7.4.7 Prior to final connection of temporary utilities the contractor shall provide billing information to the project inspector who will prepare a Contractor Utility Connection Worksheet for the contractor’s signature which will serve as the source document for billing of utility service. At the completion of the use of temporary utilities a Contractor Utility Disconnection Worksheet will be processed in a similar manner to terminate billing for utility service. Before final acceptance of the work by the Government, the Contractor shall remove all the temporary connections, distribution lines, meters, and associated paraphernalia.
7.4.8 Contractor is responsible for all costs associated with telephone service. Telephone service will not be Government furnished.
8 MANUFACTURER'S INSTALLATION INSTRUCTIONS: Manufacturer's instructions pertaining to the use or installation of products, materials, or equipment used or installed in the prosecution of work under this contract, whether furnished as a normal, usual or customary practice of the manufacturer or if furnished in response to a requirement stipulated herein, form a part of these specifications as though specifically set forth herein. In the event of conflict between the specifications or drawings and manufacturers' instructions, the Contractor shall bring such conflict to the attention of the Contracting Officer for resolution before proceeding with the work involved.
9 AS-BUILT UTILITY LOCATIONS: The contractor shall coordinate with the Government Inspector as underground utilities outside of building footprints are being installed to permit the Government to survey the installed locations prior to the contractor’s backfilling operations. A minimum 24 hour advance notification is required. In the event that any unknown existing underground utilities are discovered, the contractor shall immediately notify the Government Inspector to permit Government survey of the discovered utilities.
10 REFERENCED PUBLICATIONS: The document titled "Delaware Erosion and Sediment Control Handbook" (available on-line), hereinafter referred to as the Delaware Handbook, shall govern the work performed as required by this specification or as shown on the drawings, and form a part of this specification or the drawings to the extent indicated by the references thereto. In the event of conflict between this specification or the drawings and the Delaware Handbook, this specification or the drawings shall govern.
