SECTION 01 00 00

GENERAL REQUIREMENTS

PART 1 - GENERAL

1.1 DEFINITION OF INSTALLATION

1.1.1 Installation is defined as the property and facilities located within the jurisdiction of the particular base, post, air station, or compound where work is being accomplished. Work performed under this contract shall be bound by rules, laws, and regulations of each particular installation as well as local, state, federal, and Air Force regulations. This contract covers Air Force construction efforts at Dover AFB. Dover AFB is located in Dover, DE 19902, Kent County.

1.2 PRECEDENCE

Individual installation specific requirements shall take precedence over the requirements in this section. Requirements included in the SABER Contract Statement of Work (SOW) shall take precedence over specifications, drawings, sketches, and other information provided with each Task Order (TO). For conflicts between requirements included in the SOW, the most stringent requirements shall apply, unless specifically requested in writing by the Government. Likewise, for conflicts between requirements outside the SOW, the most stringent requirement shall apply, unless specifically requested in writing by the Government.

1.3 PROJECT DESCRIPTION

1.3.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, including design and engineering services incidental to construction. The work to be performed will require the use of multiple trades including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, asbestos abatement, lead paint removal, security hardware installation, and demolition.

1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS

1.4.1 The following documents are part of the solicitation and resultant contract. The

Contractor shall utilize the referenced documents in the accomplishment of task prescribed in TOs. The standards and publications listed in each section of the specifications, form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of all standards or publications.

1.4.1.1 SABER Master Specifications

a. UFGS standard specifications can be obtained from the Whole Building Design Guide website: http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs. The

Unified Facilities Guide Specifications (UFGS) and the following documents are hereby incorporated into the solicitation and any resultant contract.

b. This SABER Master Specification are numbered and organized in accordance with the Construction Specification Institute’s (CSI) Master Format.

1.4.1.2 Unit Price Book

a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by the awarded Contractor.

1.4.1.3 Unified Facilities Criteria (UFC)

a. The UFC shall be used as the standard building code for all construction under this contract (http://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc). Any and all latest changes to the UFC, prior to each TO award, will immediately become requirements of this contract. The UFC references the International Building Code (IBC) and the International Existing Building Code (IEBC) as the basic requirement. However, the current adopted version of the IBC and IEBC shall be used as the minimum standard.

The UFC modifies those basic requirements in UFC 01-200-01.

1.4.1.4 Building Codes

a. As a minimum, Federal, State, and Local Building Codes shall be used for all construction under this contract as supplemented by the use of the International Building Code (IBC) and the International Existing Building Code (IEBC). The most current editions and supplements of these standards shall apply. The Contractor shall have a copy of each of these documents available for use during the term of this contract. If there is a conflict between these codes and regulations, the most stringent requirements always apply.

1.4.1.5 Installation Design Standards

a. The most current and latest Installation Facility Standards (IFS) for Dover AFB shall be adhered to on all construction projects. The IFS can be found at the Whole Building Design Guide site (CONUS - Dover AFB IFS | WBDG - Whole Building Design Guide):

1.4.1.6 Explosive Safety

a. Facilities that involve DoD Ammunition and Explosives (AE) storage, handling, maintenance, manufacture, or disposal, as well as facilities within the explosives safety quantity distance (ESQD) arcs of AE facilities, must comply with the requirements found in DoDM 6055.09, as well as DESR6055.09_AFMAN91-201.

1.4.1.7 Antiterrorism

a. Antiterrorism is defined as defensive measures used to reduce the vulnerability of individuals and property to terrorist acts. UFC 4-010-01 sets the minimum requirements for DoD buildings.

1.4.1.8 Physical Security.

a. Physical security is defined as that part of security concerned with physical measures designed and placed to safe guard personnel; to prevent unauthorized access to installations, equipment, material, and documents, and to safeguard them against espionage, sabotage, damage, and theft. Many buildings require some level of physical security. When required, integrate physical measures into the site, building, room, or area as applicable. DoD requirements for physical security related to specific assets are documented in DoD publications, directives, manuals, and instructions. The Services have related documents that implement the DoD policy for the Services. The main DoD documents that contain the physical security requirements for the protection of specific DoD assets are shown in Table 1-1.

Communications Systems Controlled Inventory Items

1.5 EXECUTION

1.5.1 Pre-Construction Meeting

a. Before work begins on this contract, the government will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, performance requirements, submittal procedures, approval and payment schedule, quality control expectations, Request for Proposal (RFP) or Fair-Opportunity Proposal Request (FOPR) and TO procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings. The Contracting Officer may issue a letter to the Contractor in-lieu of holding a face-to-face Pre-Construction Meeting for individual TOs.

1.5.2 Business Telephone

a. At the beginning of this contract, the Contractor shall provide the government with a contractor personnel telephone number, e-mail, and website for regular working hours.

The Contractor shall also provide after hours (emergency) telephone numbers for Contractor’s Program Manager and Project Manager(s) as a minimum. The Contractor shall provide the government with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for Contractor’s Program Manager, Project Manager(s), Superintendent, Quality Control Officer, and their respective Alternates for the life of the contract. Communications equipment, to include but not limited to landline telephones and land mobile radios, will require special coordination and clearance with installation communications authorities.

1.5.3 Work Hours

a. The Contractor shall complete work Monday through Friday, excluding Saturdays, Sundays, Federal Holidays as outlined by Public Law Number 98-144 (or days not worked on Dover AFB due to the observance of such holidays), and Family Days.

Working hours will be specified in each Task Order (TO). Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours, and if there is a need to work during non-standard hours it requires CO’s approval.

The Contractor may not work during non-standard hours unless the request and justification is approved by the CO. The contractor must submit a request and justification for working non-standard hours to the CO at least three (3) working days prior to working non-standard hours. In addition, unless required by the CO in writing or by the Statement of Work (SOW) of each TO, the government will not pay additional costs for non- standard hours. Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the CO. Inclement weather, operational delays and security related delays might affect the Contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.

1.5.4 Federal Holidays

1.5.4.1 Any of the legal holidays falling on Saturday will be observed on the preceding Friday;

legal holidays falling on Sunday will be observed on the following Monday. In addition, the government may dictate the workday before or the workday after an observed holiday as a “Family Day.”

1.5.4.2 The Contractor should not perform work on observed legal holidays or Family Days unless authorized by the CO. In the event work is authorized on observed legal holidays, the Contractor shall pay all applicable overtime and/or holiday pay rates required by law.

1.5.5 Work Interruptions and Delays

1.5.5.1 The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. The Contractor must make allowances for these events and resulting lost time will not be reimbursable. Notification to the Contractor shall be provided by the government.

1.5.6 Construction Wage Rate Requirements Statute

1.5.6.1 The most current Construction Wage Rate Requirements Statute wage determination will be incorporated into the contract at the time of award. This wage determination will be effective for all TOs issued during the base contract period. Concurrent with the exercise of each, the current wage determination at the time of modification will be incorporated and shall be effective for all TOs issued during the option. If a FOPR is issued prior to the exercise of an option, but not awarded until after the option is exercised, the Contractor will be given the opportunity to update its proposal to incorporate any changes caused by the update to the wage determination.

1.5.7 PERFORMANCE AND PAYMENT BONDS – APPLICABLE TO INDIVIUAL TO’s

1.5.7.1 Contractors shall furnish Performance and Payment Bonds (Standard Form 25/25A) with good and sufficient surety or sureties, acceptable to the Government on all TO’s regardless of dollar value. The bonds shall be equal 100% of the contract price for each TO. If the TO price increases after initial award, the Contractor shall provide additional bonding protection by increasing the penal sum of the existing bond or obtaining an additional bond. Bonds shall be submitted within 7 calendar days of receipt of the TO.

1.5.8 Safety Requirements

1.5.8.1 See Section 01 35 29

1.5.9 Fire Protection

1.5.9.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with the latest and most current UFCs and National Fire Protection Agency (NFPA) Standards. See Section 01 35 29, Safety and Occupational Health Requirements.

1.5.10 Request for Proposal (RFP)

1.5.10.1 For each project or solicitation, the Contractor will be furnished with one (1) copy of the Government’s Statement of Work (SOW)/Statement of Objectives from the CO or his/her designated Contracting Specialist.

1.5.10.2 Minimum Design. Under the SABER program minimum design is defined as a design up to the 35% level. The SABER contractor may be required to provide a design up to 35%. Level of design to be specified on the project requirements documents.

a. Supporting documents are requested from the contractor which may include a SOW, Program Evaluation Review Technique (PER 1) chart, cost estimates, justification for Non-Priced Items (NPis) verified as-built drawings, manufacturer's or technical drawings/schematics for fabrication and assembly of structural elements, form, fit and attachment details for installation of materials/equipment, and design calculations to substantiate proposed layout or sizing of utilities with their structural elements (i.e.

Heating, Ventilation, and Air Conditioning (HVAC) loads, lighting, platform supports, etc.).

1.5.10.3 The design required for this contract is at the level normally expected of a general construction contractor and considered incidental to the accomplishment of the scope of work provided by the Government. Examples of services required from the contractor include sizing and selection of electrical and mechanical equipment and systems; sizing of electrical circuits (i.e., wiring and cable sizing; to include pole mount and pad mount transformers sizing), electrical devices, heating and ventilating air ducts, fluid piping systems and light structural framing members; lighting layout; fire detection systems;

surveying; computer aided drafting, etc. If the design requires the services of a registered architect or professional engineer, it should be considered outside the parameters of the SABER program and the Contractor shall notify the CO immediately.

1.5.11 Project Site Visit

1.5.11.1 After the release of a FOPR, the Government will schedule and conduct a pre-proposal site visit for project. Discussions held during the site visit may include, but are not limited to scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the CO within one (1) business day following the day of the site visit.

The CO or designated Contracting Specialist shall provide consolidated site visit minutes to all Contractors and the Civil Engineer Squadron (CES) SABER Project Manager(s) within two (2) business days following the site visit. The Contractor shall comply with the requirements of the clause at FAR 52.236-3, Site Investigation and Conditions Affecting the Work.

1.5.11.2 As part of meeting the requirement, the Contractor shall research all historical drawings related to the project site or facility. Historical records and drawings (if they are available) are located in the 436th CES, Bldg. 600. Contractors will be required to bring a copy of the FOPR signed by the CO to Bldg. 600 in order to be authorized access. Contractors shall not use access to Bldg.600 to research any building/project for which they do not have a signed FOPR or contract/TO. Contractors found violating this policy may have their access to B600 restricted and/or have further actions taken including but not limited to receiving a lower CPARS rating or the Government not exercising their contract option(s). NOTE: Available historical records or drawings may or may not be accurate, therefore; it is the Contractor’s responsibility to perform diligent site investigation prior to the preparation of their project proposal to the Government.

1.5.11.3 Any questions asked during the site visit or identified after the site visit shall be submitted as a Request for Information (RFI) to the CO and designated Contract Specialist within three (3) calendar days after the site visit.

1.5.12 On-Site Conditions

1.5.12.1 Drawings may not be available or provided. Drawings showing the location of equipment, piping, ducts, and conduit, are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown on the concept drawings. Drawings showing equipment, piping, ducts, conduit, etc. to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work. When this situation occurs, the final placement of permanently installed items shall be subject to approval by the Government. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the TO.

1.5.13 Project Proposal

1.5.13.1 For every FOPR associated with a new TO, the Contractor shall provide a written Firm Fixed-Priced (FFP) proposal describing the Contractor’s approach to the proposed project work described in the Government’s Statement of Objectives (SOO) and project drawings, if any. The proposal shall include at a minimum: a Cover Letter, a Statement of Work narrative describing their approach to the proposed project work as described in the Government’s SOO to include all major components of the project; a detailed cost estimate for all work to be performed and all major components of the project; a Schedule of Material Submittals; a detailed project schedule in Microsoft Project, or equivalent, and Adobe PDF that includes all major components of the project, their associated costs and percentage of effort; an AF Form 3065 detailing the major components and the associated percentage of the construction effort; and any other information as needed to demonstrate a complete and thorough understanding of construction effort. The Contractor shall submit the proposal within 14 calendar days of the site visit.

a. Cover Page. The cover page or pages shall include project title, total project cost, list of requirements, performance period, material lead times, and any special considerations such as phasing of construction. A list of assumptions and exemptions are identified separately. The Contractor’s proposals shall be complete and concise.

b. Statement of Work (SOW). The Contractor shall provide, as part of the proposal, a

SOW. The SOW shall provide a written narrative describing the Contractor’s approach and shall document the Contractor’s basic design solution to the subject project. The Contractor shall not simply re-state the goals of the Government SOO, but provide sufficient information to demonstrate to the Government a complete and thorough understanding of the requirement and all applicable codes and regulations.

c. Design Documentation. Design incidental to accomplishing the required tasks outlined in each TO project may be required. The extent of these designs will depend upon the complexity of each TO project. Under the scope of this contract, the complexity will not require the services of a registered architect or engineer.

However, the Contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Design documentation shall provide enough detail to verify line-item quantities in the cost proposal are accurate and enough detail to clearly convey to the Government what the Government will be receiving. All designs shall clearly illustrate compliance with local, state, and federal building and construction codes. After the site validation visit, the Contractor shall begin preparation of design documentation that clearly illustrates the proposed design solution, quantities, dimensions, materials etc. This documentation may include any or all of the following, but is not limited to the following:

(1) Drawings. When required, design drawings submitted by the Contractor shall show the basic layout and planning of work. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form fit, and attachment details) of materials or equipment.

Drawings must have sufficient detail to enable both the Contractor and the Government to understand the work to be accomplished.

i. For the purpose of this requirement, the term drawings includes actual construction drawings, shop drawings, fabrication drawings, erection drawings, diagrams, layouts, schematics, descriptive literature, illustrations, room finish schedules, lighting/panel schedules, lighting level analysis plans, load/distribution schedules/calculations, performance and test data, and similar materials furnished by the Contractor to explain in detail specific portions as may be required by an individual TO.

ii. The Government may indicate minimum drawings that are necessary for each individual TO project. Typical types of drawings required on TOs include the following: Title/Location/Legend/Index Sheets, Site Plans, Grading/Landscaping Plans, Underground Utility Plan and Profiles, Demolition Floor Plans, New Work Floor Plans, Wall Sections, Building Section, Finish Schedules, Window and Door Schedules, Mechanical Plans and Equipment Schedules, Plumbing Plans and HVAC Riser Diagrams, Electrical Plans and Wiring Diagrams, Electrical Equipment and Panel Schedules, Lighting Plans and Schedules, Communications Plans, Fire Protection Plans, Structural Plans, Roofing Plans, Wall and Roof Sections, Reflected Ceiling Plans, Elevations (Interior and Exterior), and Associated details.

(2) Design Calculations. The Contractor shall provide, as part of the proposal, design calculations to substantiate appropriate equipment or material selection/sizing, component assembly, proposed layout and sizing of utilities and structural elements (i.e., HVAC Loads, Lighting, Platform Supports, etc.).

The Contractor shall supply the following calculations per each TO project, as applicable:

i. Mechanical: HVAC load analysis and unit sizing, pipe sizing and duct sizing.

ii. Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.

iii. Structural: Structural system and foundation sizing.

iv. Pavement/Site Work: Area run-off quantities, drainage capacities and grading slopes.

v. Lighting: Lighting level analysis and lumen/foot-candle levels for each room or area.

vi. Energy: Provide energy savings and Return on Investment (ROI).

d. Cost Estimates. All TOs shall be estimated, negotiated, and awarded based upon prices in the Unit Price Book (UPB, see Section 01 04 00). The cost estimate portion of the Contractor’s proposals shall be prepared and produced using the cost estimating software described in Cost Estimating Software Requirements (Section 01 04 00 paragraph 1.1). This applies to all work done on SABER TOs, even if work is done by subcontractors.

(1) Items not in the UPB, known as Non-Priced Items (NPI), may be proposed in accordance with the policy outlined below. The cost estimate portion of the Contractor’s proposals shall be in CSI format and shall be prepared and produced using the cost estimating software described in Unit Price Book and Software Requirements (UPB, see Section 01 04 00). Cost estimates must be logical, demonstrating a reasonable approach in construction methodology in both line items and quantities proposed. The elements of the cost estimate should correlate to the construction elements identified in the Statement of Work. Only authorized cost adjustment factors identified in Section 01 04 00 and included in the UPB shall be utilized to adjust line-item costs. The Contractor shall not utilize any other cost adjustment factors.

(2) The use of an NPI should be kept to a minimum; use will be determined on a case-by-case basis by the government and SABER Project Manager. For negotiating and determining the price reasonableness for the NPI, the Contractor will submit at least three (3) quotes from suppliers with their proposal for review. The Government (assigned SABER Managers) will then select one of the suppliers from which the Contractor will be authorized to purchase the NPI. The Contractor and the Government will negotiate the labor hours required to install the NPI and any other appropriate mark-ups and the fixed co- efficient. If three

(3) suppliers cannot be found, the Contractor shall submit at least one invoice with their proposal. If the NPI has a commercially available price list, the Contractor shall submit that with the proposal. The CO will conduct market research to determine price reasonableness. Once price reasonableness has been determined, the Contractor and the Government (to include SABER Project Manager) will negotiate the labor hours to install the NPI and any other appropriate mark-ups and the fixed co-efficient. If price reasonableness cannot be determined and the material cost is significant, the Contractor will have to break down each unit of cost the Contractor will pay for the NPI to facilitate the price reasonableness determination. If the NPI is a custom-made item, the manufacturer will have to submit their itemized costs.

e. Schedule of Material Submittals. The Contractor shall prepare and provide as part of the proposal package a Schedule of Material Submittals, or equivalent. The Schedule of Material Submittals shall include all reports, construction materials, and documentation that have a material effect on the construction effort including, but not limited to: large purchase items; long-lead items; required reports; and as-built drawings. Submittal requirements are identified in specification Section 01 33 00.

f. Construction Schedule

(1) The Contractor shall submit the construction schedule in two (2) formats, an AF Form 3064, Progress Schedule, and a critical path Gantt chart schedule. The progress schedule shall be submitted on an AF Form 3064, Progress Schedule, and completed in accordance with the instructions on the reverse side of the form, or as directed by the CO. In addition to the progress schedule, the Contractor shall submit a critical path Gantt chart schedule with milestones in Microsoft Project, or an equivalent format, and Adobe PDF. After TO award, the Contractor shall provide bi-weekly construction updates on an AF Form 3065, Progress Report and Gantt chart accordingly.

(2) The construction schedule shall identify all major tasks of construction effort, their associated cost, and associated percentage of the work effort. The construction schedule should demonstrate a logical progression of the work effort from award to close-out.

1.5.14 Quick Response Requirements

1.5.14.1 The Government at its discretion may classify a requirement as a Quick Response

Requirement. If a project is determined to be a quick response requirement the timelines may be shortened based on the CO’s discretion. The shortened timelines will be identified on the FOPR and the Contractors shall comply with the timelines.

1.6 TASK ORDER SELECTION PROCEDURES

1.6.1 The Government anticipates award of a target of three SABER contracts. TOs issued under the contract award are subject to the requirements of Federal Acquisition Regulation (FAR) 16.505, Orders under Multiple Award Contracts. Contractor will be required to submit proposal for evaluation on every TO.

1.6.2 The selection for TO award will either be based on Lowest Price Technically Acceptable (LPTA), Highest Technically Rated Offer (HTRO) or Best Value (BV) at the discretion of the CO with CONCURRENCE of the CES, Engineering Flight (436th CES/CENMP).

The LPTA method will be the primary selection method with HTRO and BV being used on a by-exception basis. Under LPTA, TO awards will be made to the lowest priced proposal determined technically acceptable. Proposals will be determined technical acceptable when they demonstrate a complete understanding of the TO requirement based upon a review of each of the submitted documents. Inconsistencies and/or a lack of sufficient detail may cause TO proposals to be determined technically unacceptable.

Under HTRO, TO awards will be made to the TO proposal which is determined to be the highest technically rated with a reasonable price (reasonable price may not be the lowest price). Under BV, TO awards will be made to the TO proposal which is determined to be the best value to the Government considering price and other factors. The factors used in the Best Value Determination will be identified on the FOPR. The CO may exercise broad discretion in selecting the Contractor.

1.6.3 After considering the above factors, and before or after selection of the contractor, the

CO may require further evaluation or negotiations of the proposal.

1.6.4 The CO using a DD Form 1155 will then issue TOs. Each TO will include the following information:

a. Date of the TO

b. Contract number and TO number

c. Item number and description, quantity, and unit prices for pre-priced and non-pre-priced items and total

d. TO price, delivery, or performance data

e. Accounting and appropriation data

f. Liquidated Damages, if applicable

g. Design, if applicable

h. Sketches/Drawings, if applicable

i. Contractor’s Statement of Work

j. Construction Schedule; period of performance

1.7 WORK CLEARANCE REQUEST

1.7.1 Upon TO award and prior to start of the project the Contractor shall obtain and process an AF Form 103, BCE Work Clearance Request for each project. The Contractor shall go to the 436th CES, Operations Flight, Customer Service Unit (work order service desk) located in Bldg. 600 along Chevron Ave. (CES Complex) in order to start the AF Form 103 process. Government agencies will annotate the form with special instructions or requirements. The AF Form 103 with drawings, floor plans or sketches, shall be submitted a minimum of 10 workdays prior to construction start date. Work shall not begin until the AF Form 103 is fully approved and, if applicable, coordination is received from each of the coordination agencies which noted “Monitor required” on the AF Form 103.

1.7.1.1 Environmental monitors may be required from 436th CES, Environmental Flight.

A minimum of 72 hours advance notice for environmental monitors is required.

Work shall not begin until the monitors are coordinated and present.

1.7.1.2 When any digging is performed in the vicinity of utilities or communication cables, BCE will be present, as required. A minimum of 2 workdays advance notice for CES inspectors on AF Form 103 is required. Work shall not begin until the inspectors are notified and present. No mechanical digging shall be performed within 5 feet of utilities or communication cables until they are physically exposed by hand digging. If a utility or communication cable is damaged, notify the Government immediately. The Contractor shall have a copy of the fully coordinated, approved, and signed AF 103, Base Civil Engineer Work Clearance Request (aka “digging permit) at the project site at all times.

1.7.1.3 Any welding, torching, or spark producing work on Dover AFB requires a welding permit. The Contractor shall obtain a welding permit from the BCE Fire Prevention office. A permit will be issued within five (5) workdays with instructions for welding fire prevention. Refer to Section 01 35 29 Safety and Occupational Health Requirements for additional information.

1.7.1.4 In all cases the Contractor shall have contingency plans for continuing work during utility outages caused by the Contractor or outside forces. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.

1.7.1.5 Contractor shall be responsible for contacting utility owners to coordinate work, identify, locate, and mark all utility lines in the vicinity of the project work site (commercial and military utility lines). The Contractor will be required to mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities.

1.7.1.6 The Contractor shall provide, as attachment to the AF Form 103, drawings showing exact location and description of the work to be accomplished. Should any of the coordination points indicate additional utility lines or structures to those already shown on the drawings, by sketch on the Contractor’s drawing or by field location marking, the Contractor shall be responsible for the protection of each of the indicated items. It is the responsibility of the Contractor to verify the exact location of all indicated utility lines and structures, and for the protection of the same, in the project work area.

Should damage occur to any utility line or structure, the Contractor shall be responsible for the prompt repair of the damage to return the item to its original working condition.

1.7.1.7 At no cost to the Government, special care and coordination shall be taken in any high-visibility area so as not to unnecessarily damage surfaces. The Contractor shall consult with the Civil Engineer Representative before any markings are placed in these areas.

In all locations, the paint used to locate utilities will be fully removed from sidewalks, pavements, and plazas at the end of the project. The Contractor shall be responsible for any damages.

1.8 ELECTRICAL SERVICE AND COMMUNICATIONS FACILITIES

1.8.1 The Contractor shall not disturb electrical and/or communications facilities and wiring not discussed in the Statement of Work (SOW) or drawings. Where such facilities require removal for accomplishment of the project work, the Contractor shall notify the Government in writing at least fourteen calendar days in advance of the requirement, for the accomplishment of such removal work by the Government. The Contractor shall allow the utility owner to remove the systems required. If the lines are damaged by the contractor’s construction activities, the Contractor shall restore service within 24-hours with no cost to the Government.

1.9 CONDITIONS OF WORK

1.9.1 Disruptions:

1.9.1.1 The Contractor shall perform his work in a manner that will minimize disruption to normal Dover AFB operations.

1.9.1.2 Disruptions to sprinkler or alarm systems may require either the evacuation of the building or fire watch. This will be coordinated by the Contractor with the 436th CES Fire Prevention office.

1.9.2 Area of work:

1.9.2.1 The Contractor will be allowed a reasonable working area when possible.

1.9.3 Regulations and Policies

1.9.3.1 The Contractor shall comply with all applicable Dover AFB regulations pertaining to safety, health, security, traffic control, fire prevention, and environmental protection. Any controls installed need to meet the specifications in DAGFM 2023- 32-01 to ensure cybersecurity requirements are met. Also, any IT/Network type of installations need to meet the Air Force Risk Management Framework (RMF) as outlines in AFI 17-101.

1.10 RECORD DRAWINGS

1.10.1 During the progress of the contract, the Contractor shall keep a set of red-line drawings on the job site at all times. Red-line drawings shall be based on the shop drawings and/or design drawings provided by the Contractor as part of its proposal package IAW SABER Specifications Section 01 00 00, paragraph 1.4.12.1c.(1). These drawings shall be used to create as-built drawings meeting the requirements of paragraph 1.3.3 of SABER Specifications Section 01 78 00, TO Closeout Requirements. If the Contractor fails to maintain the record drawings as required, the CO will consider that satisfactory progress has not been achieved for the period in question. Final payment may be withheld until as-built Drawings, in PDF and AutoCAD format, are submitted and approved by the Government.

1.10.2 Final As-Built Drawings

1.10.2.1 Prior to final inspection, submit one (1) digital copy of the as-built drawings in

AutoCAD file format (*.dwg) and in Adobe PDF file format (*.pdf) as detailed in subsequent paragraph “As-Built Deliverables” to the Government. As-built drawings will only contain data applicable to the project. All work will conform to the parameters described in this specification. Unless otherwise noted, the latest published version and/or revision shall be used.

1.11 AS-BUILT DELIVERABLES

1.11.1 Delivery Specifications

1.11.1.1 All as-built drawings shall be delivered via DoD SAFE in *.dwg and *.pdf formats.

The *.pdf file shall be condensed into a single file with the multiple pages. The Contractor shall submit electronically to the CO and the Project Manager. The *.dwg file shall be created in the 2024 version of AutoCAD, or as is acceptable by the drawings vault. The *.pdf file shall be created in

Adobe Acrobat. A POC.TXT file shall contain a valid POC for questions about the file and shall be included in the digital submittal. Topographic survey data shall also be submitted electronically to the CO and delivered via DoD SAFE in a *.csv format.

(Preferably PNEZD – comma delimited format). Accuracy level of data provided shall be +/- .02 foot. All projects shall clearly indicate survey site control basis of bearings statement with the control monuments used to establish that control. All plans shall reflect mean combination ground to grid factor, be printed upon any calculation sheets anytime ground (modified) state plane coordinates are used and can be noted in the bearing source statement. Digital media must have an external label listing the name of the project, contract and TO number, the words “As-Built Record Set,” and be labeled Controlled Unclassified Information (CUI). The folder shall contain drawings, indexes and X-REF files related to the as-built. A drawing called BINDED.DWG shall be created. This drawing shall be bound and have no external references.

1.11.2 Final As-Built Preparation for *.DWG files.

1.11.2.1 The following procedures must be performed before a file is placed on the delivery media:

a. When opened, the drawing shall be seen exactly as it should be plotted. Include all files, both graphic and non-graphic, required for the project.

b. Make sure all files are in the same directory, and that references to those files do not include device or directory specifications.

c. Ensure all reference (external reference) files are attached and without device or directory specifications.

d. Remove all extraneous graphics/text outside the project border area and set the active parameters to a standard setting (or the setting contained in the seed or prototype file).

e. Include any standards sheets (abbreviations, symbols libraries, font libraries, color tables, pen tables, plot configuration files, user command files, etc.) necessary for a complete project.

f. Compress and/or reduce all files using the appropriate utilities. A digital media copy of the decompression utility should be provided with the delivered data.

g. All files shall be purged, and all X refs shall be included.

h. All *.CTB and *.PC3 files shall be supplied if used on the project.

1.11.3 As-Built Specifications

1.11.3.1 As-built shall be designed and delivered in NAD 1983, State Plane Coordinate System

(SPCS). As-built drawings shall conform to the most current Dover AFB CAD Standards. The Dover AFB CAD Standards are available through the 436th CES. The industry standard model file and sheet naming conventions, consisting of a discipline/code designator, drawing type code, sheet type code/designator, and sheet sequence identifier shall be used for all submissions – diagrams of this naming convention can be found in the Dover AFB CAD Standards. Where layers aren’t specified, the A/E/C CAD Standard will be used. All submittals shall include any 6 standards sheets (abbreviations, symbols, fonts, etc.) necessary for a complete project, and document any nonstandard fonts, tables, symbols, etc. that are used. Decimal units will be used for all exterior drawings (site plans, utilities, etc.) Architectural units will be used for all interior drawings (within five (5) foot of the structure). Acceptable drawing scales depend on the type of drawing and the size of area the drawing encompasses – A detailed description of which drawing scale to select can be found in the Dover AFB CAD Standards.

a. Title Blocks

(1) The contract number and the specification number (if available) shall be shown on all sheets. “AS-BUILT” shall be added below the title block on all sheets. All modifications to the contract shall be posted in ascending order. The top line of the revision box shall state “REVISED TO SHOW AS-BUILT CONDITIONS” and dated. All modifications to all plans, sections, or details, shall have a modification number placed in the revision box under column entitled “Symbol”. The statement “GENERAL PROVISIONS” may be used when applicable. The date to be added in the revision box for modifications is found in Block 3 of Form SF-30. Cover Sheet shall have Contract award set changed to as- built with month and year completed.

Month and year completed shall also go in the date box in the title block. There shall be no separate dates.

b. Documentation Layout Tab (Metadata)

(1) A “DOCUMENTATION” layout tab shall be included in every DWG file. The

“DOCUMENTATION” layout tab shall include the following (unless this information is stated on another layout in the same DWG file or is not applicable):

drawing index per discipline, any deviations, special notes, plotting instructions and explanations unique to this drawing. Include a brief description of work performed, name and contact information of the person and company or organization responsible, the date the data was entered and any applicable references (project name and number, work order number and description, etc.).

c. Procedures for Posting Modification Changes to Drawings

(1) Follow directions in the modification for posting descriptive changes. A modification/Revision cloud shall be placed at the location of each change. The highest modification number on the sheet should be shown in the modification cloud in the “DATE” and DRAWING CODE” boxes of the title block. For all new details or sections that are added to a drawing, place a modification/revision cloud by the detail or section title. For changes to a drawing, place a modification cloud by the title of the affected plan, section, or detail titles (each location). For changes to schedules on drawings, a modification cloud shall be placed either by the schedule heading or by the change in the schedule. The modification cloud size shall be ½-inch diameter unless the area where cloud is to be placed is crowded. User smaller size cloud for crowded areas.

d. Word Abbreviations

(1) Abbreviations shown on the abbreviation sheet shall be used to describe all work items. Additional word abbreviations, not found on the abbreviation sheet but necessary to describe the work, shall be properly identified and incorporated with the other standard word abbreviations.

e. Legend Sheets

(1) Symbols, which conflict with those on the original contract legend sheet, shall not…
