About this file
This document is a Quality Assurance Surveillance Plan (QASP) for U.S. Coast Guard Base Miami Beach Grounds Maintenance contract (Solicitation Number 70Z08425QAA752700). The QASP outlines the government's systematic method for evaluating contractor performance across multiple maintenance locations, including BMB, Richmond Heights, Civil Engineering Unit, Communication Station, and Card Sound Warehouse Facility. The plan establishes performance standards with specific Acceptable Quality Levels (AQLs), such as allowing fewer than 3 discrepancies per month for grounds maintenance and no discrepancies for on-site supervision and regulatory compliance.
The surveillance methodology includes direct observation, periodic inspections, and validated customer complaints, with potential invoice reductions of 2% for failing to meet performance standards. The government will conduct annual performance assessment meetings, and contractors will be rated on a scale from Exceptional to Unsatisfactory. Key government personnel include Contracting Officer Luis J. Torres, Contracting Officer's Representative Boris Abello, and Contract Specialist Brandy L. Moneymaker. The plan is designed as a "living document" that can be periodically reviewed and revised, with the ultimate goal of ensuring high-quality grounds maintenance services at the U.S. Coast Guard Base Miami Beach.

This QASP is a “living document” and the Government may review and revise it on a regular basis. However, the Government shall coordinate changes with the contractor. Updates shall ensure that the QASP remains a valid, useful, and enforceable document. Copies of the original QASP and revisions shall be provided to the contractor and Government officials implementing surveillance activities.
