Enclosure 1 General Instructions for Contract Data Requirements List (CDRL) for the

Reagan Test Site (RTS) Meteorological Support Services (MSS)

1. SCOPE. This contract data requirements list (CDRL) establishes the data to be delivered by the contractor and the submittal, approval and distribution requirements of all the CDRL data items contained herein.

2. GENERAL

a. The Data Item Descriptions (DIDs) specified in the CDRL are available electronically at the Department of Defense Single Stock Point for Military Specifications, Standards and Related Publications (DODSSP) website (http://www.dodssp.daps.mil.com); specifically, the Acquisition Streamlining and Standardization Information System (ASSIST) Quick Search database (http://quicksearch.dla.mil/), or by the Procuring Contracting Officer.

b. DD Form 1664, Preparation Instructions/Requirements. This section contains the only portion of the DID that represents a contractual requirement imposed on the contractor. All other blocks are for Government use and for reference and information only. All references to source documents in preparation instructions/requirements section of the DID are used for reference and information only.

3. DEFINITIONS

a. DD Form 1423-1.

i. Block 4: Tailoring of a DID will be annotated by a “/T” after the DID number in Block 4.

ii. Block 8: When Code “A” is shown in Block 8 of the DD for 1423-1, Army response in letter form is anticipated within 20 calendar days of receipt of the data unless otherwise noted in the CDRL. The data may be submitted in final form unless specified otherwise. If the Army disapproves the data, the contractor shall submit a revised document within 14 calendar days after receipt of the response unless otherwise indicated.

4. DATA PREPARATION. Data submitted by the contractor shall conform to the quality requirements specified on the CDRL for each data item. The contractor shall provide meta-data associated with the data being delivered including submittal date, transmittal letter, document number, document title, revision, document date, and distribution statement. The contractor shall identify any proprietary data, mark it as “Proprietary” and provide justification for the “Proprietary” marking.

5. METHOD OF TRANSMITTAL

a. In addition to DD 250 requirements where applicable, all data submittals shall be accompanied by a letter of transmittal, directed to CCAM-CAA-B, Contracting Officer;

regardless of method of data submission. The letter of transmittal shall include as a minimum, reference to the contract number, program name, document sequence number, title, CDRL sequence number, revision level, contractor’s report and project number assigned to that data reporting period (if applicable) and the method of submittal. The data itself shall contain the above information as well as the transmittal letter number.

b. Unless otherwise specified in Block 16 of the DD Form 1423-1, data submittal date is interpreted as the date of letter of transmittal. If the scheduled delivery date of any data item falls on a weekend (Saturday or Sunday), or legal holiday, the next scheduled delivery date for the data item and tracking record will reflect the next business day after the weekend or legal holiday. Submittal due dates are calculated as calendar days, unless otherwise stated.

c. For each data item in the CDRL, the contractor shall clearly state in the final transmittal letter that this is the last submittal being made and that all contractual requirements concerning that data item have been fulfilled.

6. DATA SUBMITTALS APPROVALS. The following definitions apply to Block 8 of the DD Form 1423-1:

a. The use of an “A” in Block 8 indicates Government approval of the identified document is required to assure that the contractor is sufficiently prepared to proceed to the next phase of the contract in addition to verifying compliance with the DID and CDRL requirements.

b. If there is an “N/A” in Block 8, these data items are considered non-approval, however, this does not relieve the contractor of the responsibility of compliance with applicable regulations, standards, procedures, etc. All data submissions are subject to review and approval by the procuring agency for departure of said compliance.

c. The Government will formally respond to the contractor after receipt of any data that is technically disapproved. Data submittal requirements shall not be considered to have been met until the procuring agency has determined that all contractual requirements have been met regarding the identified data.

7. DOCUMENT REVISIONS. The contractor shall comply with the following requirements in the revision of documents provided in response to the data requirements specified in the CDRL.

a. Revisions shall be in the form of change pages, summary pages, or re-issuance of the complete document dependent upon agreement between the Government and the contractor.

b. A “Revision” page shall be provided in the front of each revision that shall contain:

i. A brief description of the reason for revision, including the applicable authority (i.e., supplemental agreement, Contracting Officer letter).

ii. Revision identification letter or number and revision date.

c. Each revised page shall have the specific changes identified by a vertical line in the right-hand margin and include appropriate identification to the applicable revision by either date, revision number or letter. (Date, document number and revision appear on the upper right hand corner of each page of controlled documents such as specifications.) If a revision is the complete re-issuance of the document, no vertical lines shall be in the margin.

d. Anytime a revision is submitted, the title page of the document shall indicate the number or letter and date of that revision. Latest revision symbol and date shall be visible on the front of the document.

e. The letter of transmittal for each revision or re-issuance shall also reference all previous correspondence specifically relating to the documentation being submitted.

8. DOCUMENTATION MARKING. DoD Instruction 5230.24, Distribution Statements on each CDRL deliverable as annotated in Block 9 of the DD Form 1423-1.

a. All documents that are determined to contain export-controlled technical data shall be marked with a WARNING for dissemination in accordance with provisions of DoDD 5230.25, Withholding of Unclassified Technical Data from Public Disclosure.

b. Appropriate markings are provided below:

i. Distribution Statement D: Distribution authorized to Department of Defense and U.S. DoD contractors only for Administrative or Operational Use; as of 30 November 2016. Other requests shall be referred to:

9. EXPORT CONTROL WARNING LABEL. “WARNING – This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or the Export Administration Act of 1979 (Title 50, U.S.C., App. 2401 et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.”
