About this file

The document is an Antiterrorism Awareness briefing for contractors at Andersen Air Force Base (AAFB), providing comprehensive guidance on recognizing and reporting potential terrorist threats. The briefing outlines key security vigilance practices, including identifying suspicious activities such as unauthorized surveillance, elicitation of sensitive information, security tests, supply acquisitions, and unusual personnel movements. It details Force Protection Condition (FPCON) levels from Normal to Delta, explaining specific security measures and response protocols for each threat level.

The accompanying federal contract opportunity (Solicitation FA524025B0002) is a HUBZone small business set-aside for electrical infrastructure repair at AAFB, Guam. The project involves reconfiguring 15 kilovolt airfield circuit feeders P-84 and P-85, including rerouting connections to avoid runway crossings, providing redundant circuit connections, and installing new feeder connections. The contract is valued between $10-25 million, has a 548-calendar day performance period, and will be awarded as a Firm-Fixed Price contract. Key dates include a site visit on 25 March 2025 and a Request for Information deadline of 2 April 2025, with electronic bid submissions required through the Procurement Integrated Enterprise Environment.
