About this file
This is a Performance Requirements Summary (PRS) document outlining performance standards and incentives for a custodial services contract at facilities in Parsons and Pittsburg, Kansas. The PRS covers four main performance objectives: identification of contractor employees, restroom services, restroom cleaning, and security check-in/check-out procedures.
Each performance objective requires 100% compliance and includes both incentives (positive CPARS narratives and full payment) and disincentives (corrective action requests, negative CPARS narratives, and potential payment reductions). Key requirements include providing photo ID badges for all contractor personnel, maintaining restroom supplies and cleanliness, and following proper facility check-in/check-out protocols. The contract period is from March 2025 to February 2026, with four 12-month options and a six-month extension option, managed by the Army Materiel Command Mission and Installation Contracting Command at Fort McCoy.
