About this file

This is a Regional REACH Programs attachment document from the Virginia Department of Behavioral Health and Developmental Services (DBHDS) that depicts the geographic boundaries of five Health Planning Regions (HPR) used for service delivery purposes. The document visually represents the territorial divisions designated as Region I, Region II, Region III, Region IV, and Region V, which delineate the areas within which dental service providers must deliver comprehensive care to individuals with developmental disabilities. The RFP #720-5228-115358 specifically seeks qualified dental service providers for HPR 5, with a proposal submission deadline of 3 p.m. on April 15, 2026. An optional pre-proposal conference is scheduled for March 26, 2026, from 10 a.m. to 11:30 a.m. via Microsoft Teams. Qualified offerors must submit signed acknowledgment of the RFP addendum prior to the due date or attached to their proposals. Required services include comprehensive dental care encompassing diagnostic procedures, preventive services, restorative treatments, periodontal therapies, oral surgery, endodontic therapy, prosthodontics, and sedation services, with covered benefits including two full-service dental appointments annually per individual and up to two sedation visits per year subject to approval and funding availability.

The contract operates under a Fixed Rate Service Model with reimbursement rates established according to Virginia's fee schedules and Medicaid guidelines, with fees ranging from $26.99 for basic evaluations to over $1,000 for complex surgical procedures and implant services, plus missed appointment penalties of $50.00 for standard appointments and $250.00 for sedation appointments. Virginia's established small business goal of 42 percent of state purchases requires all offerors to submit a Small Business Subcontracting Plan detailing proposed use of DSBSD-certified small businesses, women-owned businesses, minority-owned businesses, or service-disabled veteran-owned businesses; small business-certified offerors receive maximum evaluation points and face no further subcontracting requirements. All contractors must execute a Business Associate Agreement to comply with HIPAA requirements. Funding is derived from state appropriations and potentially federal Medicaid matching funds designated for developmental services. Interested parties should contact Procurement Officer Fazalhaq Saberi at fazalhaq.saberi@dbhds.virginia.gov or 804-874-6326 for additional information.
