About this file

This file is a specifications document containing general requirements and detailed specifications for an EHRM Infrastructure Upgrades construction project at the James E. Van Zandt VA Medical Center in Altoona, PA. The document outlines comprehensive requirements for construction including safety protocols, security procedures, warranty management, temporary facilities usage, and project documentation requirements.

Key specifications include requirements for security plans, construction site access control, document control procedures, warranty management plans with defined response times for different priority levels, temporary use protocols for mechanical/electrical equipment and elevators, photographic documentation requirements, and project website specifications. The contractor must provide cloud-based construction management software accessible to all project participants. The work involves multiple buildings and systems including mechanical, electrical, plumbing, telecommunications, fire protection and security systems. The document includes detailed lists of architectural drawings, floor plans, and system diagrams covering all impacted buildings and infrastructure components. The specifications emphasize minimal disruption to hospital operations, with certain areas like Urgent Care, Pharmacy, and Radiology requiring 24/7 access during construction.
