PART 1 GENERAL
0.1 WORK COVERED BY CONTRACT DOCUMENTS
0.1.1 Project Description
The Work includes, but is not limited to, the following:
DEMOLITION: Demolition work consists of providing all materials, labor and ancillary work required to complete the demolition of existing electrical distribution and light systems in the CH&PP prior to and/or in conjunction with the construction of new systems as specified, and as indicated on the project drawings. Demolition includes but is not limited too:
a. Removal and disposal of light fixtures;
b. Removal of unused junction boxes, conduit, and wiring devices associated with the light fixtures;
c. Removal of all lighting circuit conductors;
d. Removal and disposal of hazardous materials that may be present in the electrical equipment, or other existing hazardous materials that may be disturbed during the performance of the work;
e. Separation, storage and disposal of hazardous and non-hazardous materials;
f. All required coordination;
g. All required temporary systems or lighting as may be required to maintain CH&PP operations;
h. Related electrical work;
i. Other work noted on the drawings;
j. Demolition requires the indicated light fixtures, conduits, wiring and associated equipment be removed. No equipment scheduled for demolition may be abandoned in place or left to remain;
POWER DISTRIBUTION: Power Distribution work consists of providing all materials, labor and ancillary work to construct new and fully functional power distribution systems in the CH&PP to support new lighting systems, as indicated on the project drawings. Power Distribution work includes but is not limited too furnishing and installing:
a. Panelboard;
b. Associated feeders and conduits;
c. e. Required coordination;
d. Related electrical work;
e. Other work as noted on the drawings.
LIGHTING SYSTEMS: Lighting System work consists of providing all materials, labor, and ancillary work required to construct new and fully functional lighting systems in the CH&PP as indicated on the project drawings. Lighting System work includes but is not limited too:
a. Furnishing and installing light fixtures;
b. New fixture field engineering for locating and mounting fixtures;
c. Lighting circuits;

d. All required coordination;

0.1.2 Location
The work is located at the Eielson AFB Central Heating Plant. Eielson AFB is located 23 road miles southeast of Fairbanks, Alaska.

0.1.2.1 Site Physical Conditions
a. Elevation: MSL +542 feet.
c. Interior Temperature: Varies between 50 degree F and 115 degree F.
0.2 REFERENCES AND CODES
a. Comply with all applicable laws, building and construction codes and applicable requirements of any governmental agency under whose jurisdiction this Work is being performed.
b. Federal, state and local codes and ordinances take precedence over these specifications and drawings where conflicts occur, unless the drawings or specifications call for more stringent requirements. Notify the Contracting Officer in writing of conflicts.
c. Obtain a copy of standards referenced in the various specification sections. Maintain a copy at the jobsite during execution of portion of the work to which the standard applies.
0.3 EXISTING WORK
In addition to FAR 52.236-9 Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements:
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing building or existing installed equipment to remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
0.4 FIELD ENGINEERING
0.4.1 Provide field engineering as required:
a. Field engineering required to field locate new equipment and fixtures.
b. Structural design for equipment supports as required by Section 26 05

SALVAGE MATERIAL AND EQUIPMENT

SECTION 01 14 00
WORK RESTRICTIONS
PART 1 GENERAL
1.1 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. Submit the following in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

1.2 SPECIAL SCHEDULING REQUIREMENTS
a. The CH&PP will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.
b. Permission to interrupt any plant operations or utility service must be requested in writing a minimum of 7 calendar days prior to the desired date of interruption.
1.3 CONTRACTOR ACCESS AND USE OF PREMISES
1.3.1 Occupancy of Premises
Building(s) will be occupied by the Owner during performance of work under this Contract.
a. Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
b. The Contractor shall perform the work under this contract in such a manner that adjacent Air Force and Powerhouse activities may proceed unhindered. Prior to beginning on-site work the Contractor shall meet with the Contracting Officer and technical representatives from Base Civil Engineering to schedule the work of this contract.
c. The Contractor shall not interfere with, nor prevent in any manner, access to or exiting from any room or area without prior approval from the Contracting Officer.
d. Maintain IBC complying access to and through corridors, stairways, and building exits at all times.
e. Cooperate with Government to minimize conflict and to facilitate its operations. In case of conflict accept Contracting Officer's direction as final and adjust use of premises accordingly.
f. The Contractor shall clean and have ready for use all areas of work that will be used by the Government between work periods.
g. Lighting and panel work shall be conducted such that no area will be without lighting during construction. New lighting panels shall be provided before removing existing lighting; new lighting shall be provided before removing old lighting, or suitable temporary lighting may be provided subject to approval of the Government.

1.3.2 Contractors Use of Premises
a. Limit use of premises for Work and for construction operations only.
b. Limit on site storage of materials to government authorized staging areas. Contractor is responsible for security of stored materials and equipment.
c. Contractor shall take reasonable and adequate precautions to protect government property from damage during demolition, construction, clean-up, and exposure to the elements. Protect systems susceptible to freezing. Protect existing utility and communication systems while working in utilidors. Damaged items shall be repaired or replaced prior to final inspection.
d. Smoking is prohibited in all base facilities.
e. Limit construction access to the areas where work is indicated on the drawings.
f. Move owner tools, equipment, shelving, stored materials, etc., as required to accomplish Work. Return to original location as soon as possible.
g. Protect Owner's tools, equipment, shelving, stored materials, and equipment, etc.
1.3.3 Activity Regulations
Ensure that Contractor personnel employed on the Activity become familiar with and obey Activity regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Wear hard hats in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry. Mark Contractor equipment for identification.
1.3.3.1 Subcontractors and Personnel Contacts
Provide a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.3.3.2 No Smoking Policy
Smoking is prohibited within and outside of all buildings on installation, except in designated smoking areas. This applies to existing buildings, buildings under construction and buildings under renovation. Discarding tobacco materials other than into designated tobacco receptacles is considered littering and is subject to fines. The Contracting Officer will identify designated smoking areas.
1.3.4 Working Hours
Regular working hours must consist of an 8 to 12 hour period established by the Contracting Officer, between 6 a.m. and 6 p.m. Monday through Sunday, excluding Government holidays. Coordinate with plant personnel for work hours in the upper bunker area (tripper room), where access is limited by plant operations.
1.3.5 Work Outside Regular Hours
Work outside regular working hours requires Contracting Officer approval.
Make application 5 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving
Work Restrictions Page 2 SECTION 01 14 00 the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer.
1.3.6 Occupied Buildings
The Contractor shall be working in existing buildings which are occupied.
The existing buildings and their contents must be kept secure at all times. Provide temporary closures as required to maintain security as directed by the Contracting Officer.
Relocate movable equipment, material, or cabinets approximately 6 feet away from the Contractor's working area as required to perform the work, protect the items and replace the them in their original locations upon completion of the work. Leave attached equipment in place, and protect it against damage, or temporarily disconnect, relocate, protect, and reinstall it at the completion of the work.
1.3.7 Utility Cutovers and Interruptions
a. Coordinate utility cutovers and interruptions with plant personnel.
Notify Plant Personnel 7 days in advance of required utility interruptions. See section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS for additional utility outage requirements.

SECTION 01 19 30
SPECIAL ITEMS FOR EIELSON AFB PROJECTS
PART 1 GENERAL
1.1 SUBMITTALS

1.2 FIRE SAFETY
Comply with all fire safety and protection requirements in effect on Eielson AFB. The government shall brief the contractor on these requirements at the preconstruction conference.
1.2.1 Hot Work Permit
Prior to beginning any welding, use of open flame device, or any activity that produces sparks, obtain a "hot work permit" (AF Form 592, Hot Work Permit) from base Fire Department. The permit shall be renewed each day welding or open flame devices shall be used
a. Comply with all fire safety and protection requirements in effect on Eielson AFB. The government shall brief the contractor on these requirements at the preconstruction conference.
b. Prior to beginning any welding, use of open flame device, or any activity that produces sparks, obtain a "hot work permit" (AF Form 592, Hot Work Permit) from base Fire Department. The permit shall be renewed each day welding or open flame devices shall be used.
1. If the contract work requires numerous days of hot work, the contractor may elect to have one of his on-site personnel designated as a Permit Authorizing Individual (PAI). The contractor's PAI may issue hot work permits at the work site, thus avoiding the requirement for daily permits issued by the Fire Department.
2. The contractor's PAI shall be the on-site superintendent, a
Special Items for Eielson AFB Page 1 SECTION 01 19 30 foreman, the contractor's safety manager, or other individual with sufficient knowledge and experience to recognize unsafe work practices or conditions and having authority to stop work immediately if such unsafe practices or conditions are observed.
To be designated as a PAI, a person must schedule and successfully complete PAI certification training offered by the base Fire Department. The PAI certification training is estimated to last 60 to 90 minutes and will be valid for the duration of the contract.
3. Fire Department personnel may periodically visit the site to ensure the contractor is complying with fire safety requirements.
A PAIs certification may be revoked if the PAI has failed to issue permits on days when hot work is performed, or if unsafe practices or conditions are observed.
4. Questions concerning these requirements may be directed to Fire Prevention Office, 354 CES/CEFT, Eielson AFB, 377-1293.
1.2.2 Fire Department Notification
The contractor shall notify the Fire Department at 377-4156 and Fire Prevention Section at 377-1293 a minimum of 72 hours before, and again immediately prior to, temporarily closing any street or building access, interrupting water service to any fire hydrant or interrupting the operation of any fire detection, alarm or suppression system. The fire department shall be immediately notified upon reopening closed areas, restoration of water service to any fire hydrant, or reactivation of any detection, alarm or suppression system. Additionally, any out of service hydrants will be covered and secured with a black bag to easily identify it is "out of service". This notification requirement is in addition to other contract requirements.
1.2.3 Fire Extinguisher Requirement
Provide a 10 lb, ABC fire extinguisher at all work areas.
1.3 LICENSES AND PERMITS
A. The contractor shall obtain and maintain current for the duration of this contract, all required federal, state, and local licenses and permits. All associated fees and taxes shall be paid by the contractor without additional cost to the government.
B. The contractor shall obtain any additional Eielson AFB required permits. Current base permit requirements shall be provided to the contractor at the preconstruction conference.
1.4 IDENTIFICATION OF EMPLOYEES
The Contractor shall be responsible for furnishing to each employee, and for requiring each employee engaged on the work to display, identification as approved and directed by the Contracting Officer. Prescribed identification shall immediately be delivered to the Contracting Officer for cancellation upon release of any employee. When required, the Contractor shall obtain and provide fingerprints of persons employed on the project. Contractor and subcontractor personnel shall wear identifying markings on hard hats clearly identifying the company for whom the employee works.

1.5 COORDINATION OF WORK
a. The Contractor must abide by Eielson AFB Force Protection Requirements.
These requirements are subject to frequent updates. The Government does not guarantee unrestricted availability of the jobsite due to unforeseen Force Protection Levels that may arise during construction as the war against terrorism is on going.
b. The Contractor shall coordinate and obtain approval for work activities with the Base Fire Department and the Contracting Officer at least 30 days in advance of work. The Contractor shall provide emergency vehicle access through construction areas where required by the Base Fire Department or the Contracting Officer.
c. The Contractor and its workers/employees may park their privately owned vehicles (POV) only during their working hours at designated areas which is predetermined by the Contracting Officer prior to start of construction activities.
d. The Contractor shall coordinate his work including but not limited to site operations, construction, fences, access, scheduling, material, security etc. with his subcontractors and that of other contractors for the ongoing projects taking place in adjacent work sites, to minimize interruption and conflicts. The Contractor is responsible and liable for any delays or disruptions caused by scheduling conflicts between his subcontractors and/or other contractors working on adjacent sites.
1.6 WORK CLEARANCE AND UTILITY OUTAGES
1.6.1 Clearance Request
The Contractor shall have a properly executed AF Form 103, Base Civil Engineering Work Clearance Request (copy attached to this section), coordinated through the Contracting Officer and signed by the Base Civil Engineer prior to any work at the project site.
1.6.2 Utility Outages
Comply with Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS
1.7 DISPOSITION OF MATERIALS
Waste material shall be disposed of off-base at an authorized solid waste disposal facility. No burning will be permitted. The Contractor shall comply with all Federal, State and local regulations. Covered vehicles shall be used for hauling to prevent spillage. Any asbestos shall be disposed by by the Contractor. Contractor shall dispose of asbestos materials, off-base, at a site legally authorized for asbestos disposal.
The Contractor shall include a plan covering waste disposal and project site operations as part of the Demolition Plan specified in SECTION 02 41 00 DEMOLITION AND DECONSTRUCTION. Demolition plan shall also comply with disposal requirements of section 01 57 19, TEMPORARY ENVIRONMENTAL
CONTROLS.
1.8 TESTS
The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 00.00 10
QUALITY CONTROL.

1.9 WARRANTY OF CONSTRUCTION
Reference contract clause 52.246-21 "Warranty of Construction" for requirements.
Submit letter of Warranty.
1.9.1 Failures
Upon receipt of notice from the Government of failure of any part of warranted items during the warranty period, the affected part or parts shall be promptly replaced. Such replacement shall include furnishing and installing the necessary new part or parts, making all necessary repairs, restoring the affected item to the operating condition specified in this contract and making all such tests as are necessary to ensure that there are no remaining defects. Such tests shall be performed in the presence of representatives of the CES Project Management. Upon final acceptance of the work or transfer of responsibility to the Government for operation and maintenance of the items covered, whichever is earlier, the Contractor shall be responsible to the CES Project Management for the warranty provisions of this contract. A letter stating the applicable warranty provisions shall be furnished to the Contracting Officer.
1.10 CONTRACTOR'S TEMPORARY FACILITIES
1.10.1 Storage Area
The Contracting Officer shall designate a storage area within the existing powerhouse fence for material and equipment storage.
The contractor shall prepare a temporary facilities site plan indicating proposed locations of temporary facilities within the designated area.
1.10.2 Contractors Field Offices
The Contractor shall provide and maintain field office facilities as needed for the contractors use at the designated storage area. Government office and warehouse facilities will not be available to the Contractor's personnel.
1.10.3 Appearance of Trailers
Trailers utilized by the Contractor for administrative or material storage purposes shall present a clean and neat exterior appearance and shall be in a state of good repair. Trailers which, in the opinion of the Contracting Officer, require exterior painting or maintenance will not be allowed on the military property.
1.11 CLEANUP
Construction debris, waste materials, packaging material and the like shall be removed from the work site daily. Materials resulting from demolition activities which are salvageable or are stockpiled for hazardous waste disposal shall be stored within the Contractors designate storage area. Stored material not in trailers, whether new or salvaged, shall be neatly stacked when stored.

1.12 RESTORATION OF STORAGE AREA
Upon completion of the project and the Contractor shall remove trailers, materials, equipment, waste, and debris from the storage area. The grade and surface finish at the storage site shall be returned to the same condition as prior to contractor occupancy. The Contractors shall submit photos of site prior to occupancy to compare to final conditions.
1.13 WEEKLY COORDINATION MEETING
The Contractor shall participate in weekly coordination meetings with the Contracting Officer and other Government representatives, as applicable. The Contractor shall be responsible for preparing the agenda in coordination with the Contracting Officer, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's superintendent and QC System Manager shall attend each meeting. Typical topics shall consist of but not limited to the following: review of the previous week's activities and progress; forecast of the following two week's activities and progress;
upcoming utility outage or street closure; status submittals and reviews;
status of outstanding requests-for-information (RFI); status of pending modifications; anticipated modifications; proposed schedule changes; other concerns/and or issues. The Contractor shall provide a conference call-in number for those needing to call into the meeting; email agendas as necessary to those participants.
1.14 ACCESS REQUIREMENTS
REAL ID ACT of 2005 to enter military installations and federal facilities in Alaska:
As of October 10, 2016, a state issued driver's license from Alaska is no longer an accepted form of ID for a Contractor or a visitor to enter a military installation in Alaska. The REAL ID ACT of 2005 (REAL ID) established federally mandated requirements and standards for the production and issuance of state driver's licenses and identification cards, to include:
- full legal name, date of birth, gender, driver's license or identification card number, front facing digital photograph, address of principle residence, signature, physical security features designed to prevent tampering, counterfeiting, or duplication of the document for fraudulent purposes, and common machine-readable technology.
REAL ID compliant state issued driver's licenses from Alaska became available on January 2, 2019. Contractor personnel should update their personal identification to comply prior to seeking base access. Other REAL ID compliant identification which may be used in lieu of state issued driver's license or identification cards include: U.S. Passport, U.S.
Passport Card, Federally-issued Personal Identification Verification (PIV) card, driver's license issued by the U.S. Department of State, Border Crossing Card, Department of Homeland Security (DHS) Trusted Traveler Cards, U.S. Military ID (including retiree and dependent identification cards), Veterans Health Identification Card, U.S. Permanent Resident Card (Form I-551), U.S. Certificate of Naturalization or Certificate of Citizenship (Form N-550), employment authorization document issued by DHS (Form I-766), U.S. Refugee Travel Document or other travel document issued by DHS containing a photograph and foreign government passport. CACs, dependent and retiree cards still are acceptable for personal entry.

1.15 AVAILABILITY AND USE OF UTILITY SERVICES
1.15.1 Temporary Utilities
Provide temporary utilities required for construction. Materials may be new or used, must be adequate for the required usage and not create unsafe conditions, and not violate applicable codes and standards.
1.15.2 Payment for Utility Services
a. The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies without charge.
Carefully conserve any utilities furnished.
1.16 CONSTRUCTION ON OR NEAR THE AIRFIELD
Contractor shall submit a completed FAA Form 7460-1, notice of Proposed Construction or Alteration, if his construction or construction equipment will occupy the airfield or will penetrate the airspace or imaginary surfaces defined below. If in doubt, contact the Contracting Officer to determine whether submission of Form 7460-1 is required
Construction projects within the imaginary surfaces and airspaces as defined below require a FAA Form 7460-1 to be filled out:
a. Any construction or alteration that is more than 200 ft. AGL at its site.
b. Any construction or alteration that exceeds an imaginary surface extending outward and upward at any of the following slopes:
1. 100 to 1 for a horizontal distance of 20,000 ft. from the nearest point of the nearest runway of each airport described in paragraph (4) of this section with its longest runway more than 3,200 ft. in actual length, excluding heliports.
2. 50 to 1 for a horizontal distance of 10,000 ft. from the nearest point of the nearest runway of each airport described in paragraph (4) of this section with its longest runway no more than 3,200 ft. in actual length, excluding heliports.
3. 25 to 1 for a horizontal distance of 5,000 ft. from the nearest point of the nearest landing and takeoff area of each heliport described in paragraph (4) of this section.
c. Any highway, railroad, or other traverse way for mobile objects, of a height which, if adjusted upward 17 feet for an Interstate Highway that is part of the National System of Military and Interstate Highways where overcrossings are designed for a minimum of 17 feet vertical distance, 15 feet for any other public roadway, 10 feet or the height of the highest mobile object that would normally traverse the road, whichever is greater, for a private road, 23 feet for a railroad, and for a waterway or any other traverse way not previously mentioned, an amount equal to the height of the highest mobile object that would normally traverse it, would exceed a standard of paragraph (1) or (2)

d. Any construction or alteration on any of the following airports and heliports:
1. A public use airport listed in the Airport/Facility Directory, Alaska Supplement, or Pacific Chart Supplement of the U.S.
Government Flight Information Publications;
2. A military airport under construction, or an airport under construction that will be available for public use;
3. An airport operated by a Federal agency of the DoD.
4. An airport or heliport with at least one FAA-approved instrument approach procedure.
1.16.1 AIRFIELD NOTIFICATION
If required to file notice for construction or alteration requiring notice, a completed FAA Form 7460-1, Notice of Proposed Construction or Alteration.
FAA Form 7460-1 shall be submitted at least 45 days before the start date of the proposed construction or alteration or the date an application for a construction permit is filed, whichever is earliest. If construction or alteration is also subject to the licensing requirements of the Federal Communications Commission (FCC), a notice shall be submitted to the FAA on or before the date that the application is filed with the FCC. If construction or alteration to an existing structure that exceeds 2,000 ft.
in height above ground level (AGL), the FAA presumes it to be a hazard to air navigation that results in an inefficient use of airspace. Details explaining both why the proposal would not constitute a hazard to air navigation and why it would not cause an inefficient use of airspace shall be included. The 45-day advance notice requirement is waived if immediate construction or alteration is required because of an emergency involving essential public services, public health, or public safety. Notice to the FAA shall be by any available, expeditious means. You must file a completed FAA Form 7460-1 within 5 days of the initial notice to the FAA. Outside normal business hours, the nearest flight service station will accept emergency notices

INSTRUCTIONS
The BCE work clearance request is used for any work (contract or in-house) that may disrupt aircraft or vehicular traffic flow, base utility services, protection provided by fire and intrusion alarm system, or routine activities of the installation. This form is used to coordinate the required work with key base activities and keep customer inconvenience to a minimum. It is also used to identify potentially hazardous work conditions in an attempt to prevent accidents. The work clearance request is processed just prior to the start of work. If delays are encountered and the conditions at the job site change (or may have changed) this work clearance request must be reprocessed.

0.2 SINGLE JOB PAYMENT ITEMS
All costs for items of work, which are not specifically mentioned to be included in a particular job or unit price payment item, shall be included in the listed job item most closely associated with the work involved. The job price and payment made for each item listed constitutes full compensation for furnishing all plant, labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.
0.3 CONTRACT COST BREAKDOWN
The Contractor must furnish within 30 days after the date of Notice to Proceed, and prior to the submission of its first partial payment estimate, a breakdown of its single job pay item or items which will be reviewed by the Contracting Officer as to propriety of distribution of the total cost to the various accounts. Any unbalanced items as between early and late payment items or other discrepancies will be revised by the Contracting Officer to agree with a reasonable cost of the work included in the various items. This contract cost breakdown will then be utilized as the basis for progress payments to the Contractor.
0.4 SCHEDULE
Prepare for approval a Project Schedule as specified herein. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required. The scheduling of construction is the responsibility of the Contractor. Contractor management personnel must actively participate in its development. Subcontractors and suppliers working on the project must also contribute in developing and maintaining an accurate Project Schedule. Provide a schedule that is a forward

0.5 SCHEDULE FORM
Contractor shall complete and submit a Progress Schedule (AF Form 3064).
Submit a Progress Report (AF form 3065) with each payment request. The Schedule and the report shall have the same line items and values.
0.6 PROJECT SCHEDULE REQUIREMENTS
0.6.1 Level of Detail Required
Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution. Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
0.6.2 Mandatory Tasks
Include the following activities/tasks in the project schedule.
a. Submission, review and acceptance of SD-01 Preconstruction Submittals.
d. Long procurement activities.
e. Submission and approval of O & M manuals.
f. Submission and approval of as-built drawings.

u. Correction of punch list from Government's pre-final inspection.

0.6.3 Government Activities
Show Government and other agency activities that could impact progress.
These activities include, but are not limited to: environmental permit approvals by State regulators, inspections, utility tie-in, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements.
0.6.4 Contract Milestones
Milestone activities are to be used for significant project events including, but not limited to project start and end activities, or interim completion dates.
0.6.5 As-Built Drawings
Cost load the "Submission and approval of as-built drawings" activity not less than $35,000 or 1 percent of the present contract value, which ever is greater, up to $200,000. Activity will be declared 100 percent complete upon the Government's approval.
0.6.6 O & M Manuals
Cost load the "Submission and approval of O & M manuals" activity not less than $10,000. Activity will be declared 100 percent complete upon the

0.6.7 PERIODIC SCHEDULE UPDATES
Update the Project Schedule on a regular basis, monthly at a minimum.
Provide a Periodic Schedule Update at the weekly progress meetings. These updates will enable the Government to assess Contractor's progress.
a. Update information including Actual Start Dates, Actual Finish Dates, Remaining Durations, and Percent Complete is subject to the approval of the Government at the meeting.
0.7 BASIS FOR PAYMENT AND COST LOADING
The schedule is the basis for determining contract earnings during each update period and therefore the amount of each progress payment. The aggregate value of all activities scheduled must equal the contact amount
0.7.1 Activity Cost Loading
Activity cost loading must be reasonable and without front-end loading.
Provide additional documentation to demonstrate reasonableness if requested by the Contracting Officer.
0.7.2 Withholdings / Payment Rejection
Failure to meet the requirements of this specification may result in the disapproval of the schedule updates and subsequent rejection of payment requests until compliance is met.
In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent Project Schedule revisions or updates, the Contracting Officer may withhold 10 percent of pay request amount from each payment period until such revisions to the project schedule have been made.
0.8 WEEKLY PROGRESS MEETINGS
At the weekly project progress meeting with the Contracting Officer's Representative jointly review the actual progress of the project as compared to the as schedule progress and review planned activities for the upcoming two weeks. Use the current approved schedule update for the weekly meeting.
0.9 REQUESTS FOR TIME EXTENSIONS
Provide a justification of delay to the Contracting Officer in accordance with the contract provisions and clauses for approval within 10 days of a delay occurring.
0.9.1 Justification of Delay
Provide a description of the event(s) that caused the delay and/or impact to the work. As part of the description, identify all schedule activities impacted. Indicate the required time extension that demonstrates the effects of the delay or impact on the project completion date or interim completion date(s). Evaluate multiple impacts chronologically; each with
CH&PP Panels/Circuits, Phase B its own justification of delay. With multiple impacts consider any concurrency of delay. A time extension becomes part of the project schedule and all future schedule updates upon approval by the Contracting Officer.
0.9.2 Time Extension
The Contracting Officer must approve the Justification of Delay including the time impact analysis before a time extension will be granted. No time extension will be granted unless the delay extends the projected finish date beyond the Contract Completion Date. The time extension will be in calendar days.
Actual delays that are found to be caused by the Contractor's own actions, which result in a calculated schedule delay will not be a cause for an extension to the performance period, completion date, or any interim milestone date.
0.10 FAILURE TO ACHIEVE PROGRESS
Should the progress fall behind the approved project schedule for reasons other than those that are excusable within the terms of the contract, the Contracting Officer may require provision of a written recovery plan for approval. The plan must detail how progress will be made-up to include which activities will be accelerated by adding additional crews, longer work hours, extra work days, etc.
0.10.1 Failure to Perform
Failure to perform work and maintain progress in accordance with the supplemental recovery plan may result in an interim and final unsatisfactory performance rating and may result in corrective action directed by the Contracting Officer pursuant to FAR 52.236-15 Schedules for Construction Contracts, FAR 52.249-10 Default (Fixed-Price Construction), and other contract provisions.

PART 1 GENERAL
1.1 SUMMARY
1.1.1 Submittal Information
The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.
Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.
1.1.2 Contractors Approval
The Contractor is to check and approve all items before submittion to the Contacting offices. Contractor shall sign, and date the transmittal indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as: Contractor's, manufacturer's, or fabricator's drawings;
descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; O&M manuals (including parts list); certifications; warranties; and other such required submittals.
1.1.3 Submision of Submittals
Schedule and provide submittals requiring Government approval before acquiring the material or equipment covered thereby.
1.2 DEFINITIONS

Report that includes findings of a test required to be performed on an actual portion of the work or prototype prepared for the project before shipment to job site.

Document required of Contractor, or of a manufacturer, supplier, installer or Subcontractor through Contractor. The document purpose is to further promote the orderly progression of a portion of the work by documenting procedures, acceptability of methods, or personnel qualifications.

SD-08 Manufacturer's Instructions
Preprinted material describing installation of a product, system or material, including special notices and (SDS)concerning impedances, hazards and safety precautions.
SD-09 Manufacturer's Field Reports
Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and state the test results; and indicate whether the material, product, or system has passed or failed the test.

SD-10 Operation and Maintenance Data
Data provided by the manufacturer, or the system provider, including manufacturer's help and product line documentation, necessary to maintain and install equipment, for operating and maintenance use by facility personnel.
