TECHNICAL SPECIFICATIONS FOR ROAD MAINTENANCE

Roads which may be designated to receive maintenance under this contract are limited to: (1) Roads under Forest Service jurisdiction and (2) Roads under other local jurisdiction that are designated for Forest Service maintenance under a cooperative agreement. Work to be performed under this contract is comprised Grading Aggregate Surfaced Roads, Spot Surface Repair, Cleaning and Reshaping Ditches, Cleaning Cattleguards, Mowing, Seeding and Fertilizing, and Machine Placing Riprap.

ACTIVITY CODE: 109- BLADING AGGREGATE SURFACED ROADS

Blading operations shall be conducted over the entire riding surface in order to remove, by cutting out, all ruts, potholes, corrugations and berms. All suitable dislodged aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown. Road structural terms are illustrated on the Typical Section drawing. The road center line shall be the high point of the road bed and have a crown sloping down at 2% to the road shoulder or ditch.

Aggregate surfacing which has been worked onto road shoulders by traffic or maintenance activities shall be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths shall be perpetuated as existing. Dips and swales designed to control surface drainage shall be maintained. No undercutting of road surface nor material berms will be allowed. Assure proper surface drainage after all operations.

Usual amounts of grass, leaf litter or pine straw shall be smoothly spread within the riding surface after movement sufficient to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the Contracting Officer, this material will be piled in spots along the road shoulder and left to decay. Care shall be taken that this material does not interfere with surface drainage. Any such material shall be reclaimed in subsequent blading and smoothly spread within the riding surface.

Blading operations shall be conducted as required to remove surface material and accumulated debris from concrete bridge decks. Care shall be taken not to damage any part of the bridge. All suitable material shall be smoothly redistributed over the riding surface at bridge approaches.

Care will be taken to avoid blading any surface material into cattle guards.

Any material deposited in cattle guards as a result of the Contractor’s operation shall be cleaned out at the expense of the Contractor.

Loose rocks protruding three inches or more above the graded surface shall be removed. It is permissible to waste these rocks off the riding surface away from drainage ditches.

Soil Moisture Conditions Suitable moisture conditions for surface blading shall be from 10 to 20 percent by weight. Unless authorized by the Contracting Officer, no surface blading shall be performed while moisture content is outside this range.

Method of Measurement. Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile.

Basis of Payment

Payment shall be made for all work of this activity, inspected and accepted in accordance with the following pay item and the bid unit price.

ACTIVITY CODE: 113- SPOT SURFACE REPAIR, AGGREGATE SURFACED ROADS

This activity consists of replacement of surface aggregate lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing surface, furnishing, loading, hauling and spreading specified aggregate material, compacting and finish blading.

Remove, by cutting out, all damaged areas of surface, and work new material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material. New aggregate shall be deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the Contracting Officer. No material shall be allowed to remain in ditch lines. Aggregate surface material shall be compacted by operating spreading and hauling equipment over the full width of each layer of aggregate. The entire area being worked shall be finish bladed in accordance with Activity Code 109.

Description

212.01 This work consists of constructing roadbeds within the specified alignment and grade tolerances.

Construction Requirements

212.02 Roadway Preparation. Clear the area of vegetation and obstructions according to Sections 201 and 203.

212.03 Roadway Excavation and Embankment. Construct the roadbeds according to the applicable requirements of Section 204, except as modified herein.

Adjust the moisture content of embankment material to a moisture content suitable for compaction. Place embankment material in 12-inch (300-millimeter) layers and compact each layer according to Subsection 204.11(a). Where compacting with rollers is not practical, use approved mechanical or vibratory compaction equipment.

Construct approach connections to existing roads, parking areas, and trails. Construct new approaches.

Pine straw and leaf removal to be used during the fall and winter months of the year when heavier debris is on the road. The “raking” technique is to be used just ahead of the grader to rake the roadway clean of leaves, litter, and straw while placing the debris on the fore slope of the road.
