Email Question
Bidder Comment: On the government furnished culverts it is one line item for all sizes 607(01) 5.6.1 in the narrative it states (5.8.1) Is there any way possible to provide this price based on government furnished culverts by size? There is more excavation, fill, clearing etc. (or less) depending on the pipe size.
Resolution: See amendment 0001; remove-replace page xx of xx in the solicitation package
Email Question

Resolution: See amendment 0001; removed. See new schedule b
Email Question
Bidder Comment: Line item #19: routine mowing/brushing........is this a duplicate of routine mowing 401(01) routine mowing and heavy brushing 401(03)? when you look on down bid sheet you see the line item 20 (5.7.2) which is reclamation mowing. I cannot find any specification in the bid packet for anything other than the pay items 401)01) through 401(05).
· 5.7.1 Routine mowing is 5’ each side of road 2” plant vegetation and smaller.
· Heavy brushing is combination of mowing hand or machine cutting of brush and trees up to 10” measured at breast height.
Email Question
Bidder Comment: In the event there would possibly be an order for larger amounts of rock would it be moved to a construction item subject to (DBA)?
· Quantity of rock materials ordered will not change from service to construction.
· Rock under the construction portion is just for the culvert purposes. Anything other than that would be done under the road maintenance side.
Email Question
Bidder Comment: Item 29(6.2) Ditch Reconstruction on Schedule B, there are no specifications however, 301(01) is clean and reshape ditches which actually performs ditch reconstruction. is the item 29 possibly duplicated with different wording?
· Under the road maintenance portion, it is called clean and reshape as to maintain an existing ditch.
· Under the construction portion it would be reconstruction if we are reconstructing a road.
Email Question
Bidder Comment: Under activity code 301 clean and reshape ditches; in the specifications it states that any material you reclaim and utilize back on the riding surface will be graded this is the way the FP-14 describes it also. The grading is inclusive to pulling/reshape ditches. The way part of this specification reads is the grading portion will now be billed under the grading line item 109(01) and only be where you had suitable material to place back into the riding service when in fact to correctly perform the work the complete road needs to be graded where the ditch work was performed.
Resolution: Yes, ditching includes a final grading of the riding surface pulling only suitable material back into the roadway.
Email Question
Bidder Comment: When removing the cattle guards what happens in the event it does not hold together or gets damaged? We have two on our district and they are in bad shape.
Resolution: If removing a cattle guard, it is not a requirement for it to remain intact, but the contractor must dispose of it.
Email Question
Bidder Comment: What type of material is considered a wattle on this schedule? FP-14 shows several variations, and the price will vary a bit depending on which method is requested.
Resolution: FP-14 713.12 (B) 713.12 Fiber Rolls and Socks.
(a) Excelsior fiber rolls. Furnish fiber rolls of curled excelsior fiber rolled into a cylindrical shape and encased in a tubular netting.
(b) Straw fiber rolls. Furnish straw fiber rolls that are manufactured from certified weed free straw and wrapped in a tubular mesh.
Email Question
Bidder Comment: Can you please clarify the following for me? The project is a MATOC, however, the solicitation requires unit pricing to be submitted for all service and construction items of work to be performed throughout the life of the IDIQ.
How are the Task Orders evaluated if the prices are set at the time of award?
Resolution: This contract is not a MATOC but a multiple award IDIQ. All prices are set at bid for base and option years. Task orders are issued per the price of fuel at the time of ordering.
Call Question
Bidder Comment: Will all the questions be answered before the bid?
Resolution: All questions will be answered and posted by 12 May 23.
Call Question
Bidder Comment: Are there any historical averages on what was spent on the line items?
Resolution: See email question number 2.
Email Question
Bidder Comment: On the slide/slump repair, it is bidding as one line item and the slide repair will not result in having to purchase product as the slump repair will. I guess I’m just looking at the cost to the district if it is only slide repair. If it remains as worded, we would have to bid as if we were going to have to purchase product for the repair and it will be much higher. Just food for thought!
Resolution: Slide slump repair should be bid as slump even if it slides. More than likely, we are going to want material anyway and we really don’t do much if any repairs of this nature.
Email Question
Bidder Comment: In regards to the USDA Forest Service - LOUISIANA Road Maintenance and Construction IDIQ #12445123R0022, could you tell me if the Telephonic Conference was mandatory for GC's to place bid?
Resolution: No. The conference was not mandatory.
