Statement of Work (SOW) for HVAC System Replacement-PMIS 314962A

Project Title: Mitsubishi Mini-Split HVAC System Replacement Location:

Chickamauga/Chattanooga National Military Park (CHCH) Contracting Agency: National Park Service (NPS)

1.0 Introduction and Background

This Statement of Work (SOW) defines the requirements for a contractor to provide all necessary labor, materials, equipment, and supervision to remove and replace existing Mitsubishi mini-split HVAC systems with new, comparable, and energy-efficient units within designated facilities at the Chickamauga/Chattanooga National Military Park.

2.0 Scope of Work

The contractor shall be NATE (North American Technician Excellence) certified which entails at least 2 years field experience, that they recertify every 2 years to stay knowledgeable on new, efficient refrigerant technologies.

More information about NATE under 2.1. The Contractor shall perform a complete, turnkey replacement of the existing HVAC equipment as detailed in Section 3.0. This is a Firm-Fixed-Price contract, and the Contractor is solely responsible for ensuring the new systems are installed, tested, and operational in compliance with all applicable federal, state, and local codes, and the Secretary of the Interior's Standards for Historic Preservation where applicable.

2.1 NATE Certified Technicians are required because many manufacturers only validate warranties if the tech is NATE, Installation results in better energy efficiency and lower utility bills, they follow precise specifications for less callbacks, and they are certified to handle specific chemicals (refrigerants) safely and in compliance with EPA. NATE certified techs ensure the highest quality of work.

2.2 The contractor must be certified NATE by reasons above and disqualified by same reasons above. Non-NATE certified will be automatic disqualification.

2.3 Best Value Analysis will be used for this contract.

3.0 Specific Tasks and Technical Requirements

The Contractor shall execute the following tasks:

3.1 Equipment Procurement and Mobilization

• Procure eighteen (18) new Mitsubishi 230V, 25 amp, condensers outdoor units and eighteen (18) new Mitsubishi WR series mini-splits high-wall indoor units (or approved equivalent models) of appropriate sizing and capacity to match or exceed the performance of the units being replaced.

• Although not mandatory, it is highly recommended that contractors attend the site visit as this is a Historical Building and to better comprehend the project.

• Confirm all equipment is new, currently manufactured, and registered for the full manufacturer’s warranty upon installation.

• Develop and submit a detailed Accident Prevention Plan (APP) and Construction Schedule to the NPS Contracting Officer's Representative (COR) for approval prior to the start of work.

• A site visit is a must.

3.2 Removal and Disposal of Existing Units

• Safely decommission and evacuate refrigerant from eighteen (18) existing outdoor units and eighteen (18) existing indoor units in compliance with EPA regulations, including proper handling of refrigerants.

• Carefully disconnect and remove all associated refrigerant line sets, wiring, and condensate lines.

• Dispose of all removed equipment, components, and construction debris off-site at an approved recycling or disposal facility. The disposal cost shall be included in the fixed price.

3.3 New System Installation

• Install eighteen (18) new Mitsubishi outdoor units in the same general locations as the units being replaced, ensuring proper mounting and vibration isolation.

• Install eighteen (18) new Mitsubishi high-wall indoor units in the exact same interior locations as the units being replaced.

• Install new refrigerant line sets for all new systems. All line sets shall be insulated and protected using new UV-resistant line set covers/raceways to match the aesthetic of the building exterior.

• Install new low-voltage control wiring between all indoor and outdoor units, routed discreetly and protected in raceways.

• Install new digital remote thermostats for each zone, programmed and calibrated for optimal performance.

• Install new, properly sloped condensate drain lines for all indoor units, ensuring compliance with local drainage codes and park aesthetics.

3.4 System Start-up and Testing

• Charge the new systems with the appropriate refrigerant type and quantity.

• Perform a comprehensive system startup and commissioning, including verification of proper electrical power, voltage, and amperage draw.

• Conduct a full operational test of all eighteen (18) zones in both heating and cooling modes to ensure the systems meet manufacturer specifications and are fully functional.

4.0 Deliverables

The Contractor shall provide the following to the COR before final payment:

• A. Final signed Start-up and Commissioning Reports for all eight outdoor units, including refrigerant charge, system pressures, and test results.

• B. Warranties and Manufacturer Documentation (hard copy and digital format), including Operation and Maintenance (O&M) manuals, for all new equipment.

• C. Training for NPS personnel (minimum one hour) on the operation, programming, and basic troubleshooting of the new digital remote thermostats and indoor units.

• D. Final Project Record Drawings (Redlines) showing the final location of all major components and line set routing.

• E. Proof of proper refrigerant disposal.

5.0 Government Furnished Property (GFP)

The Government (NPS) will provide access to the work areas and existing electrical power at the building service panels. No other equipment or materials will be provided by the Government.

6.0 Schedule and Place of Performance

• Place of Performance: Chickamauga/Chattanooga National Military Park, various designated facilities. The specific addresses will be provided in the Notice to Proceed (NTP).

• Period of Performance: The work shall be completed within [Insert Number] calendar days from the issuance of the Notice to Proceed

(NTP).

• Work Hours: Work shall generally be performed during normal park administrative hours (e.g., 7:00 AM – 4:00 PM, Monday through Friday) unless other times are approved in advance by the COR to minimize disruption to park operations and visitors.

7.0 Special Conditions and Requirements

• Historic Site Preservation: The Contractor must exercise extreme caution when working near historic structures, artifacts, and landscape features. Any damage to historic property or cultural resources caused by the Contractor shall be repaired or restored to the original condition at the Contractor’s expense and to the satisfaction of the COR.

• Safety and Security: All Contractor personnel shall adhere to all NPS safety and security guidelines and wear appropriate identification at all times while on park property.

• Cleanliness: The work area shall be cleaned and all debris removed at the end of each workday. The site must be left in a safe, neat, and orderly condition upon completion of the project.
