About this file
This is a Statement of Work (SOW) for the complete replacement of Mitsubishi mini-split HVAC systems at Chickamauga/Chattanooga National Military Park, issued by the National Park Service. The project (PMIS 314962A) is structured as a Firm-Fixed-Price contract requiring the contractor to procure, install, and commission 18 new Mitsubishi outdoor units and 18 new Mitsubishi high-wall indoor units (or approved equivalent models) of appropriate sizing and capacity to match or exceed the performance of existing units being replaced. The contractor must also remove and properly dispose of 18 existing outdoor units and 18 existing indoor units in compliance with EPA refrigerant handling regulations, with disposal costs included in the fixed price. All equipment must be new, currently manufactured, and registered for full manufacturer warranty upon installation.
Installation work includes retrofitting refrigerant line sets with UV-resistant covers, installing low-voltage control wiring in raceways, installing digital remote thermostats for each zone, and installing properly sloped condensate drain lines compliant with local codes. The contractor must perform comprehensive system startup and commissioning with verification of electrical parameters and full operational testing of all 18 zones in heating and cooling modes. Deliverables required before final payment include signed start-up and commissioning reports for all eight outdoor units, warranties and O&M manuals in hard copy and digital format, minimum one-hour training for NPS personnel on system operation and troubleshooting, final project record drawings showing component locations and line set routing, and proof of proper refrigerant disposal. Work shall be performed during normal park administrative hours (7:00 AM–4:00 PM, Monday–Friday) unless otherwise approved by the Contracting Officer's Representative to minimize disruption. The contractor must exercise extreme caution near historic structures and comply with the Secretary of the Interior's Standards for Historic Preservation, with any damage repaired at the contractor's expense.
