The National Park Service (NPS) contracting officer will oversee this Firm-Fixed-Price contract requiring the procurement, installation, and testing of eighteen (8) new Mitsubishi 230V, 25 amp outdoor condenser units and eighteen (18) new Mitsubishi WR series high-wall indoor units with approved equivalent models of appropriate sizing to match or exceed existing unit performance. The contractor must be NATE (North American Technician Excellence) certified with a minimum of two years of field experience, recertifying every two years; non-NATE certified contractors will be automatically disqualified. Specific equipment models are identified: five condensers (5-MXZ4A30, 2-MUZ-A17NA, 1-MXZ-4A36NA) and mini-splits (7-MSZ-A09NA, 6-MSZ-A17NA, 5-MSZ-A12NA).
The contractor shall execute removal of existing units with EPA-compliant refrigerant evacuation, safe disconnection of refrigerant line sets and wiring, and off-site disposal of all removed equipment at an approved facility with costs included in the fixed price. Installation requires new refrigerant line sets with UV-resistant covers, low-voltage control wiring, digital remote thermostats, and properly sloped condensate drain lines. System start-up and commissioning must verify refrigerant charge, system pressures, and full operational testing of all eighteen zones in heating and cooling modes. Required deliverables include signed start-up and commissioning reports, manufacturer warranties and O&M manuals in hard copy and digital formats, minimum one-hour training for NPS personnel on thermostat operation and troubleshooting, final project record drawings with redlines, and proof of proper refrigerant disposal. The work shall be completed within a specified number of calendar days from the Notice to Proceed during normal park administrative hours (7:00 AM–4:00 PM, Monday–Friday) unless otherwise approved by the NPS Contracting Officer's Representative. A detailed Accident Prevention Plan and Construction Schedule must be submitted for approval prior to work commencement.
