The justification supports restricting competition to authorized and certified DAQ Starwatch ICIDS-V vendors under 41 U.S.C. 1901(e)(2) and RFO FAR 12.102(b), citing operational security requirements and the need for specialized technical expertise, certifications, and logistics support. Market research was conducted through a sources sought notice posted on SAM.gov on July 31, 2026, with a closing date of August 10, 2026, to identify prospective sources and foster future competition. The contracting officer determined the anticipated cost or price to be fair and reasonable, and certified cost or pricing data is not required as this acquisition is for a commercial service with adequate price competition anticipated. The justification was signed by Contracting Officer Michelle M. Pleasant on September 1, 2026.
