About this file

This is a Performance Work Statement (PWS) attachment providing supporting technical documentation for elevator and escalator maintenance services at Bonneville Lock & Dam.

The contract (W9127N26QA066) covers maintenance of 22 active elevators and escalators across Oregon and Washington locations at the facility. Oregon elevators include 8 units consisting of geared passenger elevators, freight elevators, hydraulic passenger elevators, and a rack & pinion auditorium elevator, ranging from 2 to 6 landings. Washington elevators comprise 8 geared and hydraulic passenger and freight units with 2 to 7 landings, plus 9 escalators (48-inch J-type and HDB type) located in various powerhouse and visitor building areas. As of October 2020, three items are out of service and excluded from maintenance requirements: the Navlock2 hydraulic elevator (item 7), one PH2 escalator (item 23), and another PH2 escalator (item 25). The contractor must provide monthly pricing for each individual unit across a base year plus four optional years. Deliverables required include emergency response procedures, periodic inspection reports, state inspection results, maintenance schedules, monthly maintenance check sheets, defect notifications, quality control program documentation, employee identification and background checks, multiple mandatory training certifications (AT Level 1, suspicious activity reporting, OPSEC, CUI, NERC-CIP), and accident prevention planning. Most deliverables must be submitted to the Contracting Officer's Representative in both hard copy and electronic PDF format within specified timeframes, typically 7 to 14 days prior to or after relevant contract milestones.
