SCOPE

This Statement of Work (SOW) defines the efforts required to integrate, test, certify, and install a Commercial-Off-the-Shelf (COTS) upgrade of the existing Telemetry Relay System (TMRS) into the E-9A aircraft. The TMRS upgrade will need to replace the current TMRS components and adhere to the requirements identified in the E-9A TMRS Requirements Document (SRD).

A technical data package will be required for updating the associated technical data and to support the operations and maintenance of TMRS in the air vehicle.

This contract/agreement will cover the program from design through testing and includes all certifications needed to field a production program. It also includes all data and information required to accomplish mission crew and maintenance training required to operate and maintain the TMRS technical solution.

Background The proposed TMRS will allow the E-9A to complete one of its primary missions, as well as address the Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues with this system. TMRS provides the instrumentation necessary to support over-the-horizon testing over the entire Gulf Range at any altitude. The system supports air-to-air/ground missile firings against targets above and on the Gulf waters for Weapon System Evaluations. The TMRS carries an externally mounted passive multi-beam phased array antenna capable of tracking five spatially separated signals that will be multi streams of data. The Airborne Platform (AP) relay records the data on-board and re-transmits the data to a ground based antenna located along the Coast. The current TMRS has become obsolete and unreliable. The modification will support the tracking of a minimum of five spatially separated signals that will be multi- streams of data.

Availability of Other Government Documents, Drawings, and Publications Requests for copies of any documents not listed or provided should be submitted to the E-9A Program Office and include the reason the document is needed and how long the document will be needed. The Government will review all request and provide written notification of approval or disapproval.

1 REQUIREMENTS

1.1 General

The Contractor shall plan, manage, and integrate all program activities to ensure compliance with the contract requirements for the procurement, qualification testing, Federal Aviation Administration (FAA) certification, military airworthiness certification, and installation to modify the TMRS existing capabilities into the E-9A aircraft. The Contractor shall coordinate with the E-9A program office to perform and document the efforts detailed in the SOW.

1.2 Systems Engineering

The Contractor shall define and implement a rigorous systems engineering approach to ensure that the design criteria, design data, and supportability approach are traceable to the technical requirements for design, development, test, integration, and certification. The Contractor shall deliver an E-9A TMRS System Engineering Management Plan (SEMP) or qualifying document in accordance with (IAW) Contract Data Requirements List (CDRL) A012.

1.2.1 Requirements Traceability and Verification

The Contractor shall establish flow-down requirements from the E-9A TMRS Capability Systems Requirement Document (SRD). The Contractor shall develop, deliver and maintain a Requirements Traceability and Verification Matrix (RTVM) IAW CDRL A008. The RTVM shall ensure that all TMRS performance requirements are met by the Contractor developed design documentation. The RTVM shall demonstrate traceability between these requirements, the associated design documentation, and system functional qualification test documentation. The RTVM shall list the method of verification that will be used to demonstrate that the system requirements in all TMRS performance specifications and this SOW have been achieved. Once developed, the RTVM shall be managed in preparation for the TMRS Functional Configuration Audit (FCA) to verify compliance with all TMRS performance specifications derived from the SRD.

1.2.2 Installation and Airworthiness Approval

1.2.2.1 Federal Aviation Administration Certification

The Contractor shall obtain from the FAA a Supplemental Type Certificate (STC) per FAA Order 8110.101A. The Contractor shall develop and submit all appropriate data to the FAA and obtain, sustain and retain ownership of the STC for the modification. The certification shall conform to FAA Federal Aviation Regulation (FAR) Part 23.

1.2.2.2 Military Airworthiness Certification

For the TMRS modification, the Contractor shall update and maintain the Certification Basis document provided by the USG IAW MIL- HDBK-516C. The Contractor shall coordinate changes to the Certification Basis Worksheet, IAW 14 CFR Part 23 with the USG Project Engineer prior to changing any airworthiness elements from “applicable” to “not applicable.” The contactor shall populate column G “substantiating data references” of the Certification Basis for all criterion marked as applicable. This action will document compliance with the Certification Basis. The Government shall have final approval authority over the compliance means identified in the Certification Basis. The Contractor shall provide the USG all substantiating data and verification artifacts required to support the determination of airworthiness (CDRL A018, FAA Airworthiness Substantiation Data).

1.2.3 Failure Modes and Criticality Analysis

The Contractor shall create a Failure Mode, Effects, and Criticality Analysis (FMECA) IAW CDRL A010. The Contractor shall include all of TMRS hardware and software delivered under this contract using SAE ARP 4761, RTCA DO-254 and ASME Standard Y14 (as guides) to prepare their FMECA. The Contractor shall update the FMECA as a result of each new Class I Engineering Change Proposal (ECP) and as warranted by changes in specific anomaly probabilities.

1.2.4 Hazardous Materials Management

The Contractor shall comply with all federal, state, and local environmental laws, regulations and policies for all activities defined in this SOW, whether conducted at government or contractor facilities. Upon request, the Contractor shall make available to the government applicable environmental permits and documentation. Class I Ozone Depleting Substances (ODS) shall not be permitted to operate, repair, or maintain the delivered TMRS solution. Class II ODS used under this contract shall be documented in the letter of compliance.

1.3 Program Management

The Contractor shall manage the efforts in this SOW to ensure cost, schedule, and technical performance are met. The Contractor’s efforts shall encompass the overall planning, directing, integrating, and controlling of the modification of the current TMRS solution. The Contractor shall establish and implement a program management office function to manage all technical performance, including reliability, maintainability, logistics, and data delivery requirements of the contract. The Contractor shall prepare and submit Contractor Progress, Status, and Management Reports IAW CDRL A001. The Contractor shall prepare and submit an agenda, briefing slides, minutes and action items for each formal, technical, or programmatic meeting as specified in this SOW IAW CDRL A002.

1.3.1 Program Manager

The Contractor shall appoint a knowledgeable individual who will be the single point of contact for all work related to this contract. The Contractor shall identify the formal organizational responsibility for accomplishing the contractual effort, including an outline of the program authority that exists between all Contractor organizational elements.

1.3.2 Contractor Integrated Performance Management

The Contractor shall establish, maintain, and use an integrated performance management system. The correlation and integration of the Integrated Master Schedule (IMS) based on an Integrated Master Plan (IMP) and Integrated Program Management Report (IPMR) provide for early indication of schedule problems, and their relation to technical achievement IAW CDRL A001, A004.

1.3.2.1 Integrated Master Schedule

The Contractor shall develop and maintain a resource loaded Integrated Master Schedule (IMS) that includes subcontractor’s IMS data based off the Integrated Master Plan (IMP) included as an attachment to this SOW, by logically networking detailed program activities, to include subcontractor activities, critical resources, and manpower. The IMS shall contain the planned events and milestones, accomplishments, exit criterion, and activities, as well as highlight the critical path IAW DODI 5000.88, from contract award to completion of the contract. The Contractor shall quantify risk in hours, days, or weeks of delay and provide optimistic, pessimistic, and most likely duration for each IMS activity and event in the IMS. This IMS shall be updated and included in/with the IPMR updates IAW CDRL A004.

1.3.2.2 Integrated Program Management Report (IPMR)

The Contractor shall prepare and submit IPMR updates IAW CDRL A004 in order to:

a) Integrate development schedule performance data with objective technical measures of performance

b) Identify the magnitude and impact of realized and potential performance problem areas that may cause significant schedule variances

c) Provide valid, timely, and accurate contract status information to the Government’s program manager

1.3.2.3 Contractor Labor Hour Reporting

The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the E-9A TMRS effort via a secure data collection site. The Contractor is required to complete all required data fields using the following web address: https://www.sam.gov. Inputs should reflect the labor executed during the period of performance throughout each Government fiscal year (1 October through 30 September). While inputs may be reported any time during the fiscal year, all data shall be reported no later than 31 October of each calendar year, beginning with 2022. Contractors may direct questions to the help desk: https://www.sam.gov.

1.3.3 Subcontract Schedule Management and Reporting

The Contractor shall manage all subcontracts, to include the timely award of the subcontract, the integration of the subcontractor’s plans into IMS, and the monitoring of the subcontractors staffing plans, including the execution of those staffing plans to the required levels with the required skills.

1.3.4 Weekly Program Status Meetings

The Contractor shall prepare and conduct a weekly program meeting with the USG Program Manager via telecom to include overall program status, including schedule and performance of all phases of the effort. The purpose of these meetings shall be to review overall program status, to discuss and mutually resolve technical issues, and to review and resolve issues associated with integration, test, and installation efforts. The following information shall be discussed during the weekly status updates:

a) Integrated Master Schedule (IMS), which shall include a 90 calendar day look-ahead of significant upcoming events to include briefing of any issues or concerns with tasks on the critical path

b) Contract action status

c) Current technical status

d) Contract Data Requirements List (CDRL) look-ahead. Delinquent Contractor deliveries shall be reported

e) Risks, Issues and Opportunities

f) Subcontractor status

g) Financial status

h) Staffing issues

i) Action Items to include status of all program action items

1.3.5 Over Target Schedule/Restructure

The Contractor may conclude the baseline no longer represents a realistic plan in terms of schedule execution. In the event the Contractor determines an Over Target Schedule (OTS)/restructuring action is necessary, the Contractor shall obtain Government approval prior to implementing an OTS/restructuring action. The request shall also include detailed implementation procedures as well as an implementation timeframe. The Contractor shall not implement the OTS/restructuring prior to receiving written approval from the Contracting Officer.

1.3.6 Risk Management Program

The Contractor shall maintain an overall risk management program to identify potential sources of technical performance and schedule risks and to determine risk levels. The Contractor shall ensure that risk is factored into decisions on integration design and solution alternatives.

The Contractor’s risk management plan shall define the process to identify the risks to schedule and technical performance as they relate to the IMS and overall objectives of the program. The Contractor’s risk management plan shall be provided IAW CDRL A003 and shall use the risk management related sections of AFI 63-101 (Acquisitions and Sustainment Life Cycle Management) and AFPAM 63-128 (Guide to Acquisition and Sustainment Life Cycle Management) as guides. An initial risk assessment shall be conducted between the Government and Contractor at the Tyndall AFB facility prior to the creation of the initial risk management report. For each moderate and high-level risk, the Contractor shall coordinate with the Government to develop a mitigation strategy to minimize the impact on overall program schedule and performance. The Contractor shall provide Government access to the Contractor-maintained risk tool used to develop and track risks. The Government and the Contractor shall conduct a monthly-integrated risk management board.

Post Award Conference The Contractor shall conduct a Post Award Conference (PAC) within 30 calendar days of contract award. The PAC shall be conducted via telecom or at the Tyndall AFB facility. The purpose of the PAC is to establish the framework of the Contractor and Government interaction during the performance period of the contract.

The PAC shall address the following subjects:

a) Introduction and contract overview

b) SOW review

c) System requirements overview

d) Software requirements overview

e) Initial risk plan

f) Review of test and evaluation requirements

g) Review of data requirements/CDRL requirements

h) Review of IMS (milestones and deliverables)

i) Review of delivery schedules

j) Review of configuration management processes and procedures

k) Review of quality control processes and procedures

l) Systems engineering overview

1.4 Technical Meetings and Reviews

The Contractor shall conduct, with Government participation, formal technical meetings and reviews as listed below.

1.4.1 Technical Interchange Meetings

The Contractor shall conduct Technical Interchange Meetings (TIMs) with the Government and other designated companies/organizations to: demonstrate and discuss design implementations, identify and resolve any issues that result from those discussions and to review technical progress on this effort.

1.4.2 Air Vehicle System Requirements Review/System Functional Review The Contractor shall conduct a combined System Requirements Review (SRR)/System Functional Review (SFR) via telecom or at the Tyndall AFB facility IAW Department of Defense Instruction (DoDI) 5000.88, to include a Government Chairman and a Government-appointed technical review team. The SRR/SFR shall be scheduled to accomplish all the meeting goals. Draft presentation material (charts, graphs, etc.) shall be emailed seven calendar days before review (CDRL A002).

The purpose of the SRR is to ensure that the understanding of the top-level system requirements is adequate to support further requirements analysis and design activities. The purpose of the SFR is to establish a functional baseline that fully satisfies performance requirements and ensures the system’s functions are decomposed and defined to lower levels in order to support the preliminary design. At the SRR/SFR, the Contractor will present a requirements tree, analysis and synthesis approach, block diagrams, flow diagrams, proposed interfaces documentation and other such documentation as necessary to allow full assessment of the system requirements.

The SRR/SFR shall be held as mutually agreed upon by the Government and Contractor. The Contractor shall coordinate with the Government and hold two preparation telecom meetings in advance of the review, to include a final briefing dry-run at a minimum 14 calendar days beforehand.

Entry criteria for the SRR/SFR shall consist of:

a) Conference Agenda

b) Draft RTVM

c) Updated draft TMRS Subsystem Performance Specification

d) Contractor’s IMS

e) Risk Management Report Exit criteria for the SRR/SFR shall consist of:

a) Government approval of the draft RTVM

b) Government approval of SRR/SFR Minutes

c) Government approval of risk management report

d) Government approval of resolution and closure of SRR/SFR critical action items assigned to the Contractor

e) Government concurrence that requirements are fully defined and consistent in order to advance into the preliminary design phase

f) Traceability of system requirements to higher level requirements and documents has been maintained

g) Government concurrence that functional baseline has been established and is under formal configuration control

h) Government concurrence with draft TMRS Subsystem Performance Specification

i) A preliminary allocation of system requirements to hardware and software subsystems

j) An approved E-9A TMRS SEMP that addresses critical risk drivers

1.4.3 Air Vehicle Preliminary Design Review/Critical Design Review The Contractor shall conduct a combined Preliminary Design Review (PDR)/Critical Design Review (CDR) via telecom or at the Tyndall AFB facility IAW Department of Defense Instruction (DoDI) 5000.88, to include a Government Chairman and a Government-appointed technical review team. The PDR/CDR shall be scheduled to accomplish all the meeting goals. Draft presentation material (charts, graphs, etc.) shall be emailed seven calendar days before review (CDRL A002).

The purpose of the PDR is to establish the allocated baseline and ensure it fully satisfies the requirements such that detailed design can begin. The Contractor shall present and describe the preliminary system design, changes to the functional baseline, and program status for the TMRS capability. The purpose of the CDR is to ensure the product design is stable and to establish the initial product baseline. At the PDR/CDR, the Contractor shall present a comprehensive detailed review of the finalized design, test plan, aircraft integration and modification plan, and logistics support plan for the TMRS capability. The Government shall provide indication of successful completion of the PDR/CDR in writing. The accepted PDR/CDR design shall establish the Contractor’s authority to implement and produce the proposed first article and establish the basis for performance verification. Changes from the allocated baseline for TMRS shall be captured in detail and documented in the Product Baseline. Prior to Contractor proceeding with fabrication, installation, software coding, and other activities related to realizing the TMRS modification design, the Contractor must answer all questions, comments, and critiques presented by the Government at the PDR/CDR.

The Contractor shall separate the PDR/CDR into sections for all hardware, software, and interfaces to include subcontractors’ data. The Contractor shall present detailed block diagrams, proposed fabrication sketches, weight and balance documentation, electrical load analysis, details of system mounting, wire runs, and interfaces with existing aircraft systems and any other documentation as is necessary to allow full assessment of the proposed design and release for production. The design shall ensure optimized sustainment and reliability in addition to minimal maintenance burden. Interfaces between software modules and different physical systems installed or affected by the E-9A TMRS modifications will be documented in the draft Interface Control Document (ICD), CDRL A007. The Contractor shall update the analysis of design risks and describe any modifications made to the plans and steps taken to mitigate those risks.

The Contractor shall present an updated IMS at the PDR/CDR. Changes to the IMS since the previous review shall be identified, and the IMS shall be updated to reflect current progress on each task. The review of the IMS shall cover all specified program milestones, conferences, reviews, critical data submittals, contract critical path, and deliveries to present a clear picture of the progress made on the program.

The Contractor shall prepare and deliver new and revised engineering drawings and associated data documenting differences from the baseline aircraft as a result of the TMRS installation IAW CDRL A037. The Contractor shall provide data to update the E-9A Interface Control Documents (ICDs) IAW CDRL A007.The Contractor shall develop ICDs for any new TMRS equipment IAW CDRL A007. The Contractor shall develop the program acceptance test plan, with descriptions of tests to be performed on the aircraft on the ground and on the aircraft in flight IAW CDRL A019.

The Contractor shall provide a formal status update for the USG-provided TMRS Certification Basis criteria in support of USAF Airworthiness process. For suggested changes to the USG-provided Certification Basis, the Contractor may present rationale for sub-elements that are deemed “Non-Applicable” or “Applicable” with supporting data.

The PDR/CDR is expected to occur approximately 30 calendar days after SRR/SFR, or at another mutually agreed time, but not before the Contractor-allocated baseline meets PDR/CDR entry criteria and the SRR/SFR has been closed. The Contractor shall coordinate with the Government to hold one preparation meeting via telecom 14 calendar days in advance of the review with draft presentation materials made available two calendar days prior to the meeting.

The PDR/CDR shall address:

a) Program overview, processes, risk areas, recommended mitigation plans, and evaluation of alternatives

b) Hardware and software design

c) Airframe modification and design

d) Maintenance support equipment requirements

e) Flight test equipment requirements

f) Logistics considerations (technical publications, training)

g) Verification and test approach

h) Certification Basis Criteria Update

i) FAA Certification Plan

j) Preliminary (or draft) test plan

k) Support/test equipment requirements Entry criteria for the PDR/CDR is:

a) Successful completion and closure of the SRR/SFR

b) Submittal of all CDRLs due IAW with required deliveries prior to PDR/CDR

c) Submittal and acceptance of the RTVM – engineer review

d) Submittal of draft TMRS Subsystem Performance Specifications

e) Presentation of risk management report

f) Safety assessment report

g) Submittal and acceptance of Conference Agenda Exit criteria for the PDR/CDR is:

a) Government approval of the CDRL items required as PDR entry criteria

b) Government approval of the RTVM

c) Government approval of risk assessments and risk mitigation plans

d) Government approval of resolution and closure of critical PDR action items assigned to the Contractor

e) Government approval of draft TMRS Subsystem Performance Specifications

f) Submittal and Government acceptance of PDR minutes

g) Government concurrence that allocated baseline has been established for the system performance and is under formal configuration control

h) Government concurrence that the preliminary design as disclosed provides a satisfactory basis for proceeding into detailed design and test procedure development

1.4.4 Configuration Audits

Prior to final acceptance of the initial E-9A TMRS modified aircraft, a Functional Configuration Audit (FCA) and a Physical Configuration Audit (PCA) shall be conducted on the air vehicle. Successful completion of the FCA and PCA shall result in the issuance of an initial DD250 by the Government. The FCA/PCA shall be conducted using MIL-HDBK-61B.

1.4.4.1 Functional Configuration Audit

The Contractor shall successfully pass a Government-conducted FCA to show the design meets all the requirements identified in the TMRS performance specifications of this Statement of Work. The Contractor shall provide an FCA plan IAW CDRL A006. The Contractor shall make available analysis data, test results, drawings, demonstration results and documentation to validate that the intended function or performance criteria are met and that the documents are complete and satisfactory. The Contractor shall prepare and submit Verification Test Data and Results to support the FCA at least 20 working days in advance of the FCA.

1.4.4.2 Physical Configuration Audit

The Contractor shall successfully pass a Government-conducted PCA at the base location of the installation(s). The PCA shall be a formal examination of the “as-built” physical configuration of the E-9A TMRS system installation(s) to ensure the modification conforms to the design and technical documentation that defines it. The PCA shall verify that the related design documentation matches the design of the delivered aircraft to enable follow on production through a separate rapid fielding effort. The PCA formalizes the product baseline so that any future changes during production fielding can be made only through the formal configuration change control procedures IAW TMRS performance specifications in CDRL A006. The Contractor will provide a PCA plan IAW CDRL A006.

1.5 Quality Assurance

The Contractor shall provide and maintain a Quality Assurance program that satisfies program objectives and meets the requirements of AS9100, ANSI/ISO/ASQ 9001, or an equivalent quality management system (QMS). If the Contractor is not AS9100 compliant they shall submit a gap analysis detailing the gaps between their QMS and AS9100C as well as plans to close the gaps. The quality system procedures, planning, and all other documentation and data that comprise the quality system shall be made available to the Government for review upon request. The Government may perform any necessary inspections, verifications, and evaluations to ascertain conformance to requirements and adequacy of the implementation procedures.

1.6 Aircraft Integration and Modification

The Contractor shall test and certify the E-9A TMRS solution for the aircraft integration phase. The Contractor shall install the certified E-9A TMRS solution during the modification phase. The Contractor shall contract with the E-9A Contractor Logistics Support (CLS) Contractor to complete the test and installation of the TMRS solution. The TMRS solution should have the capability to be downloaded and recorded.

1.6.1 Aircraft Integration

The Contractor shall perform the integration efforts required to incorporate the TMRS System into two aircraft located at Tyndall AFB FL. The contractor will have access to both aircraft for site survey and fitting as necessary. The Contractor shall install kits and perform validation/verification (VAL/VER) on both E-9A aircraft. The Contractor shall conduct ground and support flight testing to validate and verify that the modification meets all E-9A TMRS requirements.

The Contractor shall document the complete set of subsystem and software interfaces, protocol interfaces, physical installation, and signal compatibility descriptions with an ICD IAW CDRL A007. Integration and installation of all E-9A TMRS System components will be complete prior to beginning the formal acceptance test process.

When the Contractor begins work on any aircraft and discovers a broken part or that the aircraft is in a condition that affects performance of this contract, the Contractor shall immediately notify the Contracting Officer. The Government will then evaluate the part or condition to determine if the Contractor should proceed without repair or adjustment or if the Government will repair or adjust the aircraft. The Government may choose to provide a different aircraft in place of the one on which the Contractor discovered a broken part or condition that affects performance of this contract until the issue could be appropriately resolved.

1.6.1.1 Hardware

The Contractor shall design, develop, and build enough complete E-9A TMRS System modification kits to include all necessary hardware prior to installation. The contractor shall detail out the number of kits and spares in the proposal and gain USG concurrence on this model.

The contractor shall be able to support kit installation and validation/verification (Val/Ver) effort on an E-9A. The contractor shall provide sufficient kits to support the VAL/VER installation phase and these kits will remain installed on the aircraft and will be considered the completed modifications.

The contractor shall provide sufficient spares to be utilized as needed during the development and testing to ensure modifications can complete all required testing events. Spares shall become USG property at the end of formal testing.

The TMRS system hardware shall be designed to meet the requirements of the reference specifications listed in Section 2 of this SOW. The specifications will be used as guidance to obtain compliance to the maximum extent possible and in case of conflicts between documents, the FAA requirements apply and FAA TSO C123c and FAA TSO C124c requirements will take precedence. Plans for procuring hardware for execution of the program shall be briefed at all program and technical reviews.

1.6.1.2 Software

The Contractor shall design, develop, and test any new/modified software and firmware required to enable the TMRS technical solution. Two copies of the E-9A TMRS solution software, to include but not limited to all data configuration files (Data Dictionary), configuration and data download programs, will be required during kit installation and Val/Ver. The software shall be designed to meet the requirements of the reference specifications listed in Section 2 of this SOW. These specifications will be used as guidance to obtain compliance to the maximum extent possible and in case of conflicts between documents, the FAA requirements apply with FAA C123c and FAA TSO 124 requirements taking precedence. Plans for procuring software for execution of the program shall be briefed at all program and technical reviews.

The Contractor shall develop, maintain, and deliver a Software Version Description (SVD) and develop and deliver Computer Software Product End Item Documentation IAW CDRL A014. The SVD identifies and describes the software version consisting of all TMRS modification Computer Software Configuration Items (CSCIs). The SVD will also be used to release, track, and control software versions. The Contractor shall deliver Computer Software Product End Items IAW CDRL A030 per the delivery requirements stated in the contract.

The Contractor shall develop, maintain, and deliver to the Government a Software User Manual (SUM) IAW CDRL A015 that provides the information needed to operate the TMRS modification software.

The Contractor shall develop, maintain, and deliver a report that demonstrates the TMRS itself meets the requirements IAW FAA Order 8110.49 – Software Approval Guidance.

1.6.1.3 Aircraft Modifications

Aircraft modification for this program will involve the kit and Val/Ver kit installations on both E-9A aircraft.

1.7 Aircraft Test and Certification

At this time, there is no follow on modification in conjunction with this rapid effort. Government is looking for an STC with all kit documentations that can be utilized without additional costs.

1.7.1 Military and Federal Aviation Administration Requirements The Government will provide the pilots to conduct all phases of TMRS System testing IAW the E-9A TMRS TEMP. The Contractor shall provide the Government with the Safety Assessment Report (SAR) IAW CDRL A016, the Test Plan IAW CDRL A019, and all substantiating data and verification artifacts required to support the determination of airworthiness IAW CDRL 3.7.1, for the purpose of obtaining a Government issued Military Flight Release (MFR). The Contractor shall obtain an FAA Supplemental Type Certificate (STC) for this project. The modifications to the aircraft electrical system shall use MIL-E-7016 as a guide but FAA requirements shall apply in the event of a conflict. Changes to the avionics and electronics of the aircraft shall follow FAA regulations and documented via an Electrical Load Analysis via the ICD IAW CDRL A007.

1.7.2 Contractor Testing

The Contractor shall conduct system testing and participate in ground and flight testing. Contractor shall generate a Test Plan to include first article qualification, ground and flight testing IAW CDRL A019. The Contractor shall document qualification test results in a Qualification Test Report IAW CDRL A009 for testing that includes new or modified Line Replaceable Units (LRUs). For the aircraft, the Contractor shall document all test discrepancies for Contractor conducted tests and track the failure analysis and corrective action for each test discrepancy until correction and regression test are successfully completed. Upon correction of the test discrepancies, the Contractor shall test the system to ensure that the correction of the test discrepancies did not interfere with or alter the functionality of the system.

For the aircraft, the Contractor shall provide a test report tailored, for the specific system, identifying the discrepancy, changes made to hardware and software, corrective action and status of regression testing up to successful completion of the testing IAW CDRL A009. Each discrepancy correction that modifies or changes any baseline shall be documented and entered in the configuration management system. Ground and flight test shall be conducted at Tyndall AFB.

The Government has the right to witness any formal testing that is being performed. The Contractor shall provide “Quick Look” test reports within 24 hours after completion of test as prescribed IAW CDRL A009. The Contractor shall conduct and evaluate the results of environmental and performance tests on a USG-provided production-representative E-9A aircraft to demonstrate full compliance of all TMRS performance specifications. The Contractor shall include a Test Safety Plan that addresses integration and test planning IAW CDRL A019, Test Plan. The contractor shall support and accommodate government review of the integrated test and safety planning IAW AFI 99-103 paragraphs 1.3.4 and 5.21.3 and AFI 91-202.

1.8 Validation and Verification

1.8.1 Validation and Verification Locations

Aircraft TMRS System Validation and Verification shall be performed at Tyndall AFB.

1.8.2 Validation and Verification

The Contractor shall conduct the TMRS System validation and support the Government verification for the TMRS modified aircraft.

1.8.2.1 Validation

To ensure the technical accuracy and adequacy of all new and updated technical data, the Contractor shall perform validation. The Government reserves the right to witness the validation. Validation completion forms shall incorporate comments generated by the validation.

1.8.2.2 Verification

Contractor shall support verification of newly written Description and Operation information, Troubleshooting procedures, Removal/Installation procedures, and Operational Checkout(s) of TMRS System and components at a Government installation. The Contractor shall support Government verification by providing a qualified engineer and a technical manual writer, as required by the TO Manager IAW the Technical Manual Contract Requirements (TMCR) CDRL A011.

1.8.2.2.1 Verification Status Page (VSP) Requirements

The Contractor shall insert VSPs in all technical manuals and shall maintain and update the VSP as required to reflect current manual status. Technical Order Management Agency review and approval IAW the Technical Manual Contract Requirements (TMCR) CDRL A011.

1.9 Safety

1.9.1 System Safety Program

The Contractor shall develop and implement a system safety program IAW MIL-STD 882E, AFI 63-101/20-101, and the System Safety/Environmental Management Plan (SSEMP) for the E-9A Program Office. This effort shall include the application of safety management and engineering principles, criteria, and techniques to identify and mitigate hazards to an acceptable level.

The Contractor shall participate in design reviews, design trade studies, test planning, technical meetings, and human engineering studies as necessary to ensure the incorporation of safety criteria throughout the TMRS nonrecurring effort. The Contractor shall brief any applicable systems safety items at all program reviews and technical reviews.

The Contractor shall perform a safety assessment using MIL-STD 882E, SAE ARP 4761, RTCA DO-254, FAR Part 23 and the SSEMP, and submit a SAR IAW CDRL A016. The SAR is a comprehensive evaluation of the safety risk associated with the program which includes a listing of all significant hazards considered, as well as the specific safety recommendations and precautions required to mitigate the hazards (and their hardware, software, and human interface causal factors) to an acceptable level. Hazards identified by the Contractor shall be presented to the E-9A Program Office for disposition. The Contractor shall participate in the annual SSG meetings at the request of the Government to brief any hazards associated with the hardware or software.

1.10 Configuration Management

The Contractor shall establish a configuration control process that encompasses hardware, software, and documentation which is consistent with the guidance provided in MIL-HDBK-61B. The Contractor shall implement and adhere to an internal Configuration Management Plan (CMP), to include data management. The Contractor shall maintain traceability and concurrency among all product documentation and system software and equipment. The Contractor shall maintain configuration control throughout the life of the contract. The Contractor shall submit a CMP to the Government IAW CDRL A005.

1.10.1 Engineering Change Proposals (ECPs)

The Contractor shall generate Class I ECPs using MIL-HDBK-61B as a guide and IAW CDRL A013. The Contractor shall include in any Class I ECP the potential impact of the proposed change on maintenance of the FAA Type Certificate(s) if applicable. The Contractor shall ensure ECPs identify impacts to all elements of the program within the scope of this contract. The submitted ECP shall include a forecast schedule of activities leading up to accomplishment of the engineering change.

1.10.2 Data Management

The Contractor shall electronically deliver all contractual data using a Government directed method of delivery. The Contractor shall work with the government to ensure that an adequate number of Contractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the government directed system. The Contractor shall prepare, maintain, and track the contract data status, schedule and ensure timely data deliveries.

1.11 Logistics Support Planning

1.11.1 Technical Publications

The Contractor shall identify all affected maintenance/flight manuals, work cards, checklists, and other technical data required to maintain, support, and operate the new configuration. The Contractor shall identify all scheduled maintenance and time change requirements for the new configuration. The Contractor shall prepare and submit TMRS operating limitations, normal operating procedures, and system description for the E-9A TMRS Mission Manual. The Contractor shall provide technical data to enable development of operational supplements for use in maintaining and operating the initial test aircraft. The Contractor shall develop and deliver technical publication updates IAW CDRL A011. Approved charts for weight and balance technical manual revisions shall be provided IAW CDRL A011. Maintenance/Mission Manuals, checklists, work cards, and performance data shall be provided IAW CDRL A011. The mechanical, physical, and electrical designs shall be documented in updates to the E-9A Technical Manuals IAW CDRL A011.

1.11.2 TMRS Operator and Maintenance Training

The Contractor shall identify all special personnel qualifications/skills required to maintain the new configuration. The Contractor shall provide subject matter experts to conduct training for TMRS operators and maintenance personnel as well as E-9A Program Office engineers and flight manual managers. The Contractor shall provide training for TMRS and applicable new LRU(s) that aircrew and maintenance personnel will have to operate and maintain.

The training for the newly installed TMRS technical solution for operators, maintenance personnel, Program Office engineers, and flight manual managers shall be IAW CDRL A017. Training will be conducted not later than 30 calendar days prior to the aircraft modification and testing. The contractor shall determine the number of days required for training and provide that information. Training will take place at Tyndall AFB, FL. The Contractor shall provide training manuals and/or a PowerPoint differences training brief, including an editable digital file via email or CD ROM, that support “train the trainer” and meets requirements of CDRL A011, A017, and A009.

Package, Handling, Storage, and Transportation The Contractor shall be responsible for the preservation, packaging and transporting of all items to be delivered under the terms of this contract. The contractor shall comply with ASTM D3951-10, Standard Practice for Commercial Packaging for commercial packaging.

The contractor shall ensure items can be shipped by the appropriate mode of transportation. The contractor shall provide transportation data for new items procured under this contract IAW CDRL A020. The contractor shall identify and manage any items requiring special handling and/or movement which may include hazardous, oversize/outsize, items requiring demilitarization or precious metals. The contractor shall ensure shipped items are protected from the hazards of handling equipment and shall be transportable IAW MIL-STD-1366E, Interface Standard for Transportability Criteria

1.12 Security

1.12.1 Procedures and Controls

The Contractor shall implement and maintain security procedures and controls to prevent unauthorized disclosure of controlled unclassified information and to control distribution of controlled unclassified information IAW DoD 5220.22-M, National Industrial Security Program Operating Manual.
