About this file
This file is a comprehensive Master Specifications document for a Department of Veterans Affairs (VA) construction project addressing imaging tower deficiencies at a medical facility. The specifications establish detailed requirements for general construction, safety, quality control, environmental protection, and specialized trades work.
The project encompasses multiple construction disciplines including demolition, asbestos and lead paint abatement, roofing rehabilitation, carpentry, and various MEP systems. Key specifications require: (1) a Critical Path Method schedule with monthly updates and detailed cost-loading; (2) a Contractor Quality Control Plan implementing three-phase control (Preparatory, Initial, and Follow-Up) for all work features; (3) comprehensive safety requirements including an Accident Prevention Plan, Activity Hazard Analyses, Site Safety and Health Officer presence, and compliance with OSHA and EM 385-1-1 standards; (4) Environmental Protection and Construction Waste Management Plans with minimum 50% waste diversion from landfills; (5) sustainable construction compliance including low-VOC materials, recycled content products, and Construction Indoor Air Quality Management per ANSI/SMACNA standards; and (6) specific protocols for hazardous materials removal (asbestos per EPA/OSHA Class II standards and lead-based paint per 29 CFR 1926.62). The contractor must establish a testing laboratory program for materials verification, maintain as-built drawings, provide comprehensive warranty management, and conduct pre-construction and coordination meetings. Work must minimize disruption to occupied medical facility operations, maintain 24/7 building functionality, and comply with Joint Commission accreditation requirements for infection control and life safety measures. All submittals require Contracting Officer approval, and the contractor bears responsibility for all regulatory compliance, personnel training and certifications, insurance, and hazardous waste disposal costs.
