About this file

This document is a Scope of Work for the SRS Building 760-G Interior Repair and Renovation project located on the Department of Energy's Savannah River Site in Aiken County, South Carolina. The project requires a contractor to complete interior renovations including painting walls and doors, replacing ceiling tiles and lighting fixtures, replacing flooring (carpet, tile, and hardwood), and correcting fire sprinkler systems. The contractor must submit primer and paint types for approval, repair minor wall damage, and follow specific painting guidelines such as not painting main entrance doors or stained wood trims.

The project has a 30-day performance period after the Notice to Proceed, with a Payment Bond required no later than 10 days after Task Order award. The contractor's access is restricted, with entry only permitted through Barricade 2 (Aiken Barricade) due to limited security access. Alternative products may be submitted for approval if specified materials cannot be acquired, and detailed product data and samples must be provided. The project also includes a technical specification for acoustical panel ceilings, outlining installation requirements, seismic design considerations, and quality control measures.

SRS BUILDING 760-G INTERIOR REPAIR AND RENOVATION

SCOPE OF WORK

Project Description

The contractor is responsible for all labor, personnel, supervision, materials (per negotiated), supplies, tools, equipment, transportation, and incidentals for the repair and renovation of the interior finishes in Building 760-G on the Forest Service Compound on Savannah River Site.

The project will include the replacement of ceiling tiles and lighting fixtures, painting of walls, trims, and doors, the replacement of flooring throughout the building, and correction to the placement and setup of the fire sprinkler systems where necessary.

The purpose of this project is to complete an interior renovation to Building 760-G, to include painting of walls and trim, refinishing of floors, replacement of ceiling tiles and lighting fixtures, and correction of fire sprinkler systems where necessary.

Specification:

Refer to the attached drawings for floor plan and ceiling plan layouts. Elevation views are not available.

Painting will be a uniform job as described in these specifications.

The types of work requested are as identified:

1. Painting of Interior Walls and Doors:

a. The contractor must pain all interior walls within the building. The contractor must submit the type of primer and paint for the Contracting Officer’s (CO’s) approval prior to work commencing. The color and finish for the topcoat of the walls, trims, and doors will be determined by the COR.

b. The contractor will repair any minor damage to the walls prior to painting via the application of caulking and lightweight spackling compound to fill and repair any holes or imperfections. Remove excess spackling and apply fine grit sandpaper or a sanding sponge to smooth the repaired areas flush with the surface. Wipe walls clean and apply an appropriate primer before proceeding to the overall painting job.

c. All painting must include the furnishing and preparation of necessary materials and tools to complete the painting ob.

d. Do not paint the main entrance doors.

e. Do not paint over stained wood trims, chair rails, wainscotting, or wall paneling.

f. Paint all sides of all interior doors, and paint only the interior face of exterior doors.

g. Due to the need for a site visit to estimate costs for fire sprinkler corrections, cost estimates may be calculated using measurements acquired by the contractor onsite if so desired.

Attachment 1 SRS Building 760-G Interior Repair and Renovation

The following areas should not be painted: main entrance doors and any wood paneling or trims with a stained finish. If these items are painted, the contractor must restore or replace stained wood trim and paneling in kind at no cost to the government.

Floors: Floors are to be replaced using the following materials:

• Carpet:

• Tile:

• Hardwood:

See the floor plan in the attachments for locations of each material.

Do not alter the tile in the bathroom. If the bathroom flooring is altered or damaged, the contractor must repair or replace the original tile in kind at no cost to the government.

Ceiling Tiles: Replace ceiling tiles.

Fire Sprinklers: Inspect fire sprinklers for compliance with code. Where out of compliance, update the system to bring it into compliance. This portion of the project may be bid after a site visit.

Alternatives: If the contractor cannot acquire one or more of the specified products above, an alternative product of similar appearance and quality may be submitted to the CO for approval. The submission for alternative products must include product data and a sample for each proposed alternative. Data must be comprehensive to include characteristics covered in the ID/IQ.

A Payment Bond is required for this seed project. A bid guarantee is not required.

The period of performance will be 30 days after the Notice to Proceed has been issued. The Payment Bond is required no greater than 10 days after award of the Task Order.

Project Location Location of work is on the Department of Energy's Savannah River Site, Aiken County, S.C. The Savannah River Site (SRS) Forest Service Compound is located as shown on the enclosed map which is located 4.6 miles south of New Ellenton SC.

The Contractor’s movement on the existing transportation system of the SRS is restricted due to limited security access. The Contractor may only bring equipment and materials in through Barricade 2 (Aiken Barricade) located just south of the junctions of SC State Highway 278 and 19.
