12.The description of the project in GovWin mentions the following: “Other items may include inspections, energy audits, infrastructure assessments, evaluations, design services, cost estimating services, and drafting. The contractor will also be required to provide 24-hour emergency response as needed”. In Section C – Statement of Work, Section 1.0 Purpose, it states that “…the Government will provide the contractor with a full design and associated specifications, requiring the contractor to perform solely the construction services.” Our question is in regards to design services. The language above is a bit contradictory; can the government confirm that the contractor does not need to provide any design services or capabilities for this procurement?
Design services may be requested per individual task order, in the past we have hired outside A&E firms to conduct this work for us.
13. Is there a required format/template for the construction schedule and schedule of values submittals? If so, please provide said templates. No

Request for Information – Question Answers
This may be added as an additional line item or add the surcharge on a per unit basis
20.Does Bldg 760-G have multiple stories? The SOI references 6,960 SF of space, but the area of the floor plan provided only accounts for 3,898 SF of total floor area.
This is a seed project, give an estimate based on the numbers in the SOI
21.Please specify whether this contract primarily concerns the Forest Service Compound, where Building 760-G is located, or if it includes additional facilities in this IDIQ contract.

Project Location 31.The SF 1442 states the name of the project and project location. Page 37 of 48 item# 2 Technical Approach states “The narrative needs to explain how the offeror will manage and successfully complete multiple projects across the state of South Carolina”. My question is, are the task orders restrictive to the Savannah River site facility or could task orders be state wide.
Projects are restricted to only the Savannah River Site facilities across the three counties SRS is located within (Aiken, Allendale and Barnwell).
32.Please confirm that all work under this IDIQ contract will be completed at the SRS.
Projects under this IDIQ will all be completed at the Savannah River Site with the majority of the work performed on the facilities at the USFS Compound and at the Phytoremediation facility on the SRS.

Getting on the SRS requires submitting a badge request to the COR for each idividual. Once approved, each individual will have to take General Employee Training (GET) before picking up their badge. Submit a badge request 2-3 weeks in advance due to background checks and scheduling for GET.

For the remaining three, we emailed PPQ requests to the respective Contracting Officers in late September and followed up throughout early October. The Government stakeholders’ offices auto-reply messages note they are currently furloughed and will be returning to work once funding appropriations
Request for Information – Question Answers are approved. Given these circumstances, we respectfully request one of the following: An extension of the proposal due date to a date at least ten (10) business days after normal Government operations resume (to allow adequate time for Government personnel to complete and transmit the PPQs) or Guidance or approval to submit PPQs previously completed for other solicitations as an interim measure, recognizing that the solicitation states, “Offerors shall not incorporate by reference PPQs previously submitted for other RFPs.”
Proposal Due Date has been Extended from October 20, 2025 to November 5, 2025 at 5:00 PM EST.
Past Performance Questionnaires 38.Can previously submitted PPQs be utilized? No
39.Are clients required to submit PPQs directly to Keisha Robinson? Please submit to Penny Zortman (penny.zortman@usda.gov)
40.We understand existing PPQs are not being allowed for submission. Would the FS reconsider? In our experience, COR/CS/CO's do not want to fill out PPQs more than once for the same project. We respectfully request the FS consider previously filled out PPQs in proposal submissions. Past PPQ’s are not being considered.

41. Is a Bid Bond required? On page 1 of the SF1442 and on page 40 of the Solicitation, it states that a Bid Bond is required, however, on page 37 of the Solicitation, it states that an actual bond is not required.
