NCI Center for Global Health, Coordination, Data Analysis and Technical Support

Attachment 7- Sample Task Order # 2- ISCA 1 Dated: 10/10/2023

NOTE: This Sample Task Order will be used, in part, to identify the apparent successful offeror for the IDIQ base contract as outlined in Section M, and may be awarded as an actual task order. As this is anticipated as a single-award IDIQ, only the successful contractor under Solicitation No: 75N91023R00033 would be eligible to receive any actual task order awards.

Task Order Title – Implementation Science Consortium Activities (ISCA)

Task Order Number – TORFP# 2

A. Task Order Statement Of Work:

BACKROUND

The Center for Global Health (CGH) supports the NCI mission by advancing global cancer research and training and coordinating NCI engagement in global cancer control. CGH goals primarily focus on Low- and

Middle-Income Country (LMIC) settings for CGH-led programs.

CGH’s core values are impact, equity, and collaboration. These values inform CGH efforts to lead innovative programs with partners within and outside of NCI. The goals for these programs focus on research, research training, dissemination, and partnership, primarily in low- and middle-income countries (LMICs).

CGH goals primarily focus on LMIC settings for CGH-led programs:

1. Support innovative, impactful research that (a) addresses key scientific issues in global cancer control and/or

(b) leverages unique or unusual scientific opportunities afforded by collaboration with global partners.

2. Support cancer research training that enables equitable, impactful global scientific collaboration.

3. Promote the integration of current scientific knowledge into global cancer control policies and practice.

4. Represent NCI and promote its engagement with key partners in global cancer research and control.

CGH has multiple extramural initiatives in implementation science (IS) for cancer control in LMICs, along with in-house research initiatives and related activities. These new initiatives also make use of cooperative agreement mechanisms with the intent that CGH/NCI will have substantial involvement in the scientific activities conducted by grantees. In particular, given that global cancer implementation science remains at a relatively early stage of development, grantees working in this area will benefit greatly from sharing methods, measures, and solutions as they build their research programs. None of the program announcements for these initiatives included a Coordinating Center. In order to maximize NCI’s investment across these multiple initiatives, support is needed for consortium activities to enable collaboration across funded projects and initiatives, as well as linking to other NCI and NIH IS initiatives. CGH intends to use a contract mechanism, along with CGH staff support, to fulfil this coordinating function.

SCOPE

In accordance with all federal laws and NIH policies, rules, and regulations, the Contractor shall provide services to support to the Research and Training Branch of the Center in managing multiple extramural implementation science initiatives.

Attachment 7- Sample Task Order # 2- ISCA 2

CONTRACT REQUIREMENTS

Assumptions:

• Key CGH IS initiatives include the following: U54 GlobalISE Cancer Control (4 U54 Centers for research and capacity building); U01 Cancer Control among PLWH in LMICs (8 U01 awards); U01

Tobacco Cessation among PLWH in LMICs (6 U01 awards); NOSI for Cancer Control IS in LMICs and other ongoing FOAs (8 awards); SYNC Network.

• These initiatives are on a five-year timeline.

• While the grantees have the primary responsibility for conducting the research as proposed, CGH aims to support communication, collaboration, and shared learning across these projects in a consortium.

Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the following tasks:

Task 1: Logistical and Technical Support for Implementation Science Consortium Activities

• Provide logistical and communications support for operation of a Steering Committee made up of NCI staff and representatives from the funded projects. This includes working with NCI to schedule Steering

Committee meetings, communicating with members about meeting details and logistics, creating agendas with input from NCI and members, managing the online virtual meeting platform, and taking notes and summaries of the meetings.

• Provide logistical and communications support for up to six thematic working groups made up of participants from the awarded grants, including scheduling regular monthly meetings, assisting with agendas and meeting documents, managing online meeting platforms (on a COR approved platform), and taking notes and summaries. Five working groups will likely include areas such as: methods and measures, research training, evaluation, and project management.

• Provide support for resource sharing, including protocols, survey instruments, and methodological documentation among the grantees through a secure online portal. This involves working with NCI CBIIT to establish, organize, and populate a secure online portal. NCI CBIIT will provide the platform, but the contractor shall work with NCI and the grantees to organize and populate it.

• Provide support to CGH staff in obtaining OMB approval (as required) for any survey or questionnaire instruments to be disseminated to more than 10 individuals. The COR will identify with appropriate clearance has been obtained prior to the surveys being released.

• Provide support for establishing and managing processes to share data and disseminate findings to the research community and other stakeholders, including working with NCI and the grantees on development of data use agreements and templates for reporting information to communities and other stakeholders.

• Provide support for identification of common data elements and facilitating standardization and harmonization of data across projects and initiatives where appropriate and in collaboration with NCI and the grantees. This includes collecting and organizing baseline questionnaires and other measurement tools from the grantees, analyzing them for common elements or differences, and creating reports and guides to be shared among the grantees.

Task 2: Technical Support for Qualitative and Quantitative Research Activities

Attachment 7- Sample Task Order # 2- ISCA 3

• Support the CGH staff by providing timely, quality qualitative and quantitative research services using established and innovative methods that are appropriate to the research questions, timely, and cost effective in obtaining the primary or secondary data necessary to provide answers to the research questions. The contractor shall obtain CGH staff approval of the methodology for research projects prior to the work being initiated. Examples of research and evaluation tasks may include, but are not limited to:

o Review relevant scholarly literature to aid in qualitative and quantitative research design.

o Design research studies, as consistent with addressing the questions posed. These may include:

o Develop Office of Management and Budget (OMB) and Institutional Review Board (IRB) packages, as needed, with guidance from CGH. The contractor shall provide support to CGH staff in obtaining OMB approval (as required) for any survey or questionnaire instruments to be disseminated to more than 10 individuals. The COR will identify with appropriate clearance has been obtained prior to the surveys being released.

o Design web-based surveys instruments and data systems using approved NCI systems.

o Implement studies, including sampling, recruitment, and data collection via focus groups or key informant interviews (KIIs) or surveys.

o Clean data and provide databases and codebooks to NCI.

o Analyze both qualitative and quantitative data and develop initial and final reports of findings, including tables and figures and text summaries of findings.

o Collaborate with CGH staff to develop reports, including writing sections of reports, presentation slides, and manuscripts. These may be posted publicly on the CGH webpage.

o Provide data support to compile, analyze, and prepare written reports on global health implementation science grant portfolios as directed. Tasks may include but are not limited to:

Extracting data from NCI systems (Query/View/Report (QVR), NIH Reporter, World Report, International Cancer Research Portfolio (ICRP), etc.); Use of Excel, SAS, and other software systems for data analysis; Preparing formatted data reports with accompanying narratives and graphics.

Task 3: Science and Technical Writing, Presentations, and Documentation Support

O. Evaluation Factors for Award

a. Evaluation of IDIQ Award:

Attachment 7- Sample Task Order # 2- ISCA 13

The evaluation criteria found in Section M of the ID/IQ RFP will govern the evaluation of responses received to this Sample Task Order Request for Proposals or TORFP (see Section

M).

b. Evaluation of TO Award following IDIQ award decision:

1. Cost/Price: Offerors’ cost/price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404.

2. Understanding of the Requirement: Offer’s proposal will be evaluated for reasonableness of appropriate personnel and labor hours proposed.

P. Additional Clauses – It is anticipated that any award issued under this TORFP will contain the following FAR Clause:

52.217-7 – OPTION FOR INCREASED QUANTITY-SEPARATELY PRICED LINE ITEM (Mar

1989)

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days. Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

(End of clause)

52.217-9 – OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days;

provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least

15 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.

(End of clause)

Attachment 7- Sample Task Order # 2- ISCA 14

Q. Additional Provisions:

FAR 52.217-5 – EVALUATION OF OPTIONS (Jul 1990-)

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).

(End of provision)

HHSAR 352.232-70 - Incremental Funding (Dec 2015)

The Government intends to negotiate and award a cost-reimbursement task order using incremental funding as described in the clause at FAR 52.232-22, “Limitation of Funds”. The initial obligation of funds under the task order is expected to cover the Base Period. The Government intends to obligate additional funds up to and including the full estimated cost of the task order for the remaining periods and optional quantities of performance by unilateral contract modification. However, the Government is not required to reimburse the

Contractor for costs incurred in excess of the total amount obligated, nor is the Contractor required to perform beyond the level supported by the total amount obligated.

R. Option Provision:

In accordance with FAR Clause 52.217-5, Evaluation of Options, (July 1990), the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise the option(s).

Unless the Government exercises its option pursuant to the Option Clauses set forth above, the task order will consist only of the Base Period of the Statement of Work of the task order. Pursuant to FAR Clause

52.217-7, Option for Increased Quantity-Separately Price Line Item or 52.217-9, Option to Extend the Term of the Contract (Mar 2000), forth above, the Government may, by unilateral contract modification, require the Contractor to perform additional option set forth in the Statement of Work of the task order. If the

Government exercises this option, notice must be given at least 15 days prior to the option period effective date, and the estimated cost plus fixed fee the task order will be increased as set forth in the ESTIMATED

COST- OPTION Article set forth in the task order.

52.217-5 – EVALUATION OF OPTIONS (Jul 1990-) https://www.acquisition.gov/far/part-17#FAR_17_206
