Amendment No: 0004

Date: 11/02/2023

This amendment answers questions received regarding Solicitation 75N91023R00033 and updates articles related to INFORMATION SECURITY AND/OR PHYSICAL ACCESS SECURITY.

1. Attachment 3 (Task 1) (pg. 3)- Please confirm existing design tools methods that are currently used to perform qualitative and quantitative analyses such as sampling, network analysis, and bibliometrics?

a. NCI uses many design tool methods to perform qualitive and quantitative analyses. Listed below are some of the ones currently being used. This list is not an inclusive list of all current methods/tools and NCI is always investigating and evaluating others and will use them if they will be more cost-effective and will add value to help to improve our mission and spend taxpayers’ fund wisely. The current methods/tools include:

• sampling surveys,

• Key Informant Interviews,

• Focus groups,

• Surveys,

• R programming language,

• Network analysis,

• Bibliometrics,

• Altmetrics,

• Python,

• Statistical Analysis System (SAS), and

• Document review

2. Attachment 7 (pg. 2)- Can the Government confirm the availability of a web-based survey platform already in use for the dissemination of surveys?

a. The Contractor shall work with NCI/CBIIT and CGH program staff to identify a government-approved web-based survey platform that will meet the needs of the

Implementation Science Coordinating Activities task order. Currently approved platforms include: Microsoft Forms, Survey Monkey, Verint, Redcap, and Qualtrics.

3. Could you provide a list of NCI approved data systems/software?

a. As referenced in response to Question 1 above, NCI is always investigating and improving data systems/software. The currently NCI approved data systems/software include but are not limited to: GraphPad Prism, IBM Statistical Product and Service

Solutions (SPSS®), JMP® Statistical Software, Mathematica, MATLAB® Statistic

Toolbox, Mnova, Qlucore Omics Explorer, Statistical Analysis System (SAS), SigmaPlot, Stat/Transfer, Stata/SE, SUDAAN® Statistical Software, and Tibco Spotfire S+

4. RFP- 75N91023R00033 (pg. 83, Section 4- Technical Evaluation Factors- Facilities and

Equipment) Can you clarify what specific facilities and equipment are being evaluated?

RFP: 75N91023R00033 3

Date: 11/02/2023

a. Per Section M.4.- Technical Evaluation Factors, the offerors’ proposed facilities and equipment will be evaluated using the following criteria. the “Availability and adequacy of facilities and equipment to perform the Statement of Work and Sample Task Orders, including but not limited to demonstrated systems for evaluation of public health research, data gathering and scientific report creation, monitoring and back- up power resources for short- and long-term storage.”

5. RFP- 75N91023R00033 (pg. 83, Technical Evaluation Factors- Facilities and Equipment)-

What level of clearance (Public Trust, Secret, Facility, etc.) is required for staff supporting this engagement?

a. Personnel who will be handling Controlled Unclassified Information (CUI) should undergo a pre-screening process. This can be accomplished by requiring personnel to complete a criminal background check before they are hired or provided access to CUI.

6. Can you specify if the maximum pages for the total technical proposal with the sections of

Task 1 and Task 2 is 15 pages or 45 pages?

a. Offerors must submit one PDF file as their Technical Proposal. The technical proposal page limit is 45 pages. Within in the technical proposal, there is a a 15- page limit for each of the three technical proposal sections (addressing the IDIQ SOW, Sample Task

Order 1, and Sample Task Order 2). Resumes, the cover sheet, attachments or appendices do not count towards these page counts.

7. Amendment 3, questions 12 & 14 discussing the number of pages for technical proposal, and so does Attachment 1 of Solicitation. Our understanding of Government response is that

Technical proposal will include three sections, IDIQ max 15 pages, Sample Task Order 1 max 15 pages, and Sample Task Order 2 max 15 pages, so in total Max 45 pages , excluding resumes. Is our understanding correct? Or the total Technical Proposal including three pages in total is 15 pages?

a. Please see response to Question # 6.

8. ARTICLE C.2.b. 4.- INFORMATION AND/OR PHYSICAL ACCESS SECURITY, is amended to add subparagraphs G. and H. as follows:
