Attachment 6- Sample Task Order # 1- GCRCSS 1 Dated: 10/10/2023
NOTE: This Sample Task Order will be used, in part, to identify the apparent successful offeror for the IDIQ base contract as outlined in Section M, and may be awarded as an actual task order. As this is anticipated as a single-award IDIQ, only the successful contractor under Solicitation No: 75N91023R00033 would be eligible to receive any actual task order awards.
Task Order Title – Global Cancer Research and Control Seminar Series (GCRCSS)
Task Order Number – TORFP# 1
A. Task Order Statement Of Work:
BACKROUND
The Center for Global Health (CGH) at the US National Cancer Institute (NCI) was established in 2011 to contribute to improved cancer control worldwide. CGH supports the NCI mission by advancing global cancer research and coordinating NCI engagement in global cancer control. CGH goals primarily focus on Low- and
Middle-Income Country (LMIC) settings for CGH-led programs.
In 2021 in commemoration of the CGH 10th anniversary, CGH launched the NCI Global Cancer Research and
Control Seminar Series. The objective of the seminars is to provide opportunities for discussion and collaboration around impactful and innovative work that addresses cancer morbidity and mortality worldwide.
The series features presentations by researchers and cancer control experts working in global oncology. This seminar series supports the CGH goal to promote the integration of current scientific knowledge into global cancer control policies and practice by convening and disseminating scientific progress and highlighting key programmatic achievements, particularly highlighting NCI-supported research in LMICs often led by LMIC investigators.
SCOPE
In accordance with all federal laws and NIH policies, rules, and regulations, the Contractor shall provide services to support to the Global Cancer Research and Control Seminar Series through planning, execution, and post-event services.

In addition, this will cover minor video editing to include NCI branding clips to up to six (6) additional pre-recorded webinars.
• The virtual webinars preparation will start in November of each year and will be held monthly from
December through November , with a few breaks within the year as determined by the program POC.

508 Checklist- HHS’s Accessibility Compliance Checklists are available in Microsoft Excel format to download.

M. Evaluation Factors for Award
Attachment 6- Sample Task Order # 1- GCRCSS 13
a. Evaluation of IDIQ Award:
The evaluation criteria found in Section M of the ID/IQ RFP will govern the evaluation of responses received to this Sample Task Order Request for Proposals or TORFP (see Section
M).
b. Evaluation of TO Award following IDIQ award decision:
1. Cost/Price: Offerors’ cost/price proposal will be evaluated for reasonableness. For a price to be reasonable, it must represent a price to the government that a prudent person would pay when consideration is given to prices in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404.
2. Understanding of the Requirement: Offeror’s proposal will be evaluated for reasonableness of appropriate personnel and labor hours proposed.
N. Additional Clauses – It is anticipated that any award issued under this TORFP will contain the following FAR Clause:
52.217-9 – OPTION TO EXTEND THE TERM OF THE CONTRACT (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 15 days;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least
15 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months.
(End of clause)
O. Option Provision:
In accordance with FAR Clause 52.217-5, Evaluation of Options, (July 1990), the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement, except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests. Evaluation of options will not obligate the Government to exercise the option(s).
Unless the Government exercises its option pursuant to the Option Clauses set forth above, the task order will consist only of the Base Task of the Statement of Work of the task order. Pursuant to FAR Clause
Attachment 6- Sample Task Order # 1- GCRCSS 14
52.217-9, Option to Extend the Term of the Contract (Mar 2000), forth above, the Government may, by unilateral contract modification, require the Contractor to perform additional option set forth in the
Statement of Work of the task order. If the Government exercises this option, notice must be given at least
15 days prior to the option period effective date, and the price of the task order will be increased as set forth in the OPTION PRICES Article set forth in the task order.
