RFP: 75N91023R00033 2
Amendment No: 0001
Date: 10/18/2023
This amendment answers questions received regarding Solicitation 75N91023R00033.
1. Is this contract capable of being executed remotely? If not, is there a hybrid option?
a. Work shall primarily be conducted at the Contractor facilities. In some instances, travel may be required which will be identified within the task order. There is no hybrid option for onsite performance at a government facility.
2. Will members from the program staff be able to speak with potential offerors so that we might better understand their needs ahead of release of the RFP? Would they consider a pre-bid conference, if they’re not able to meet 1-on-1?
a. The Statement of Work for the IDIQ in the RFP outlines the scope of work and programmatic needs in relation to this requirement; however, as this is a solicitation for an IDIQ contract, the exact number and nature of every individual task order that may be issued during the ordering period of the IDIQ is unknown at this time. No No pre-bid conference is planned.
Questions related to the requirement should be submitted to the Contracting Officer for further clarifications.
3. We are a minority owned SDVOSB that does not have any contract vehicles currently. Will that be an issue preventing us from submitting our proposal for this opportunity?
a. In accordance with L.1.b.- NOTICE OF SMALL BUSINESS SET-ASIDE, “Offerors are solicited only from small business concerns.” Please see the definitions subparagraph of this section for the definition of “small business concerns”. This requirement is not set aside for any single socioeconomic category of small business concerns. Additionally, please see
L.1.c.- NAICS CODE AND SIZE STANDARD, for the applicable small business size standard. The evaluation criteria for proposals are outlined in Section M of the RFP.
4. Since the Sources Sought Notice response due date has passed, are we still able to respond to the
RFP?
a. Yes, Offerors can submit a proposal in response to the solicitation regardless of whether they responded to the Sources Sought Notice. The Sources Sought Notice was for market research purposes only.
5. We are very niche, and have not previously submitted to any RFPs. Are there any best practices to keep in mind?
a. Please carefully review and respond to all elements of the solicitation, while adhering to the stated page limits (see Attachment 1). SBA.gov may have additional resources or guidance to offer small businesses in preparing contract proposals. In particular, Section L of the RFP outlines specific Instructions to Offerors and Section M of the RFP details the evaluation criteria that will be used in reviewing proposals received in response to this solicitation.
RFP: 75N91023R00033 3
Date: 10/18/2023
6. For other RFPs I've seen, there has been a question/answer period. Do you know if the same will be available for this one?
a. Yes, per Section A, Block 8. of the solicitation, the deadline for receipt of questions is
October 25, 2023 at 3:00 PM EST. Questions received after the deadline may not be addressed.
7. Is there a possibility to submit for one portion of the RFP? For example, there's a section in the pre-solicitation that speaks to scientific/medical writing and clinical content. Or is there a requirement to submit a response for all of the sections?
a. Per Section L.2.b., “A detailed work plan must be submitted indicating how each aspect of the statement of work is to be accomplished.” Responses must address the Statement of
Work for the CDATS IDIQ Base contract and the Statement of Work for Task Orders 1 and 2.
As this is a single-award IDIQ, the successful offeror will need to propose services in response to the entire Statement of Work; however, Offerors may subcontract and/or engage in other partnerships, as needed, in response to the RFP if compliant with applicable regulations contained therein.
8. I am writing in reference to RFP No. 75N91023R00033 for the NCI Center for Global Health opportunity, as posted on [CO redacted non-federal website]. Upon reviewing the documentation, I noticed that there are no specified Application Procedures, and I would greatly appreciate your guidance on the following points:
Proposal Submission Format: Are there preferred formats or templates for proposal submissions that the NCI Center for Global Health recommends?
Content and Structure Requirements: Are there specific guidelines or requirements regarding the content and structure of the proposal that I should adhere to?
Work Samples: Does the NCI Center for Global Health require any work sample(s) to be submitted as part of the proposal?
Qualifications: Are there any specific qualifications required for this proposal?
a. The official solicitation can be found at www.sam.gov. Please review the terms and conditions of the solicitation, as it addresses these questions. If you have further questions upon review of the solicitation, additional questions may be submitted prior to the questions deadline.
9. This effort was solicited on 10/10/2023 and proposals are due on 11/10/2023?
a. Yes, proposals are due by 3:00 PM Eastern Standard Time (EST) on November 10, 2023.
10. Has there been any major changes in scope that could potentially effect the value?
a. No changes have been made since issuance of the solicitation.

Date: 10/18/2023
11. Could industry anticipate seeing an award announcement in this quarter or is it more likely that it will be made in Q2?
a. The current projected award date and period of performance start date is December 29, 2023.
An award notice shall be issued to SAM.gov after award.
12. I am writing to request clarification on the price structure for the NCI Center for Global
Health, Coordination, Data Analysis, and Technical Support opportunity (RFP
75N91023R00033).
Small businesses generally do not have a certified cost accounting system that enables the kind of build-up and invoicing requested in the RFP, meaning that such requirements significantly restrict competition by reducing the number of eligible small businesses who are otherwise qualified to deliver this requirement.
Given that this solicitation is a 100% small business set aside and that this solicitation appears to be a commercial services contract, will the government allow offerors to use approved GSA rates to perform the build-up, which have already been determined to be fair and reasonable by the Government?
a. The Contracting Officer determined this is a non-commercial services contract and contract types were carefully selected following discussion with the Program Office based on the nature of the requirement.
13. Whether the Incumbent is eligible to rebid this opportunity?
a. The incumbent is eligible to propose under this requirement if their company meets the requirements outlined in the solicitation.
14. Is this a new requirement? If not, please identify the incumbent and contract number.
a. No, this is a recompete of Contract No: HHSN261201800036I which expired on September
16, 2023. The previous contractor was SYNERGY ENTERPRISES INC.
15. Is there a budget for this project?
a. Article B.2. PRICES/COSTS, identifies an IDIQ minimum of $3,500 and an IDIQ maximum of $9,930,850. Per Section L of the solicitation, Offerors must submit their proposed costs for Sample Task Orders 1 and 2.
16. Are there incumbent employees? If yes, will the contractor have access to the incumbent employees.
a. Incumbent employees were employed by the Contractor under an IDIQ contract that expired on September 16, 2023. The primary place of performance for this requirement will be the same as the location of the successful offeror (new contractor site).
