About this file

This is a Statement of Work (SOW) for the Eldred Rock Site Characterization and Arctic District Environmental Support project for the US Coast Guard, located in various sites in Alaska. The primary objectives include conducting a comprehensive site characterization of the Eldred Rock Light Station, performing long-term management (LTM) documentation for multiple USCG Light Stations, and supporting environmental compliance and potential site closure efforts. The project requires extensive environmental investigation, including obtaining regulatory approval for a site characterization work plan, determining the nature and extent of contamination, assessing solid waste and physical hazards, updating environmental documentation, and reviewing institutional controls at five different light station locations.

The contract has a 730-day period of performance and requires a multi-disciplinary team with specific key personnel qualifications, including a Project Manager with 5 years of environmental restoration experience, a Regulatory Specialist with 10 years of experience, a Senior Engineer/Geologist, and other specialized roles. The contractor must prepare multiple deliverables, such as work plans, site characterization reports, long-term monitoring reports, environmental due diligence audit updates, and site compliance report updates. The project involves coordination with the Alaska Department of Environmental Conservation (ADEC), US Coast Guard Civil Engineering Unit Juneau, and potentially the State Historic Preservation Office (SHPO), with a focus on environmental investigation, documentation, and potential site closure or divestiture of the Eldred Rock Lighthouse and associated sites.
