About this file

This document is an Amendment (Amendment 0005) to a Request for Proposal (RFP) for Alaska Environmental Remediation Services Indefinite Delivery/Indefinite Quantity (IDIQ) contract issued by the U.S. Coast Guard (USCG), Civil Engineering Unit Juneau. The amendment extends the proposal due date from December 2, 2025, to December 6, 2025, and addresses Request for Information (RFI) questions 55-73, specifically clarifying prior experience requirements and key personnel qualifications.

The RFP seeks environmental remediation services in Alaska, with specific requirements for project experience including two remedial action projects within Alaska (each with a minimum $1,000,000 contract value) and one environmental remedial investigation project. Offerors must submit three projects completed within the last 10 years, with at least two projects for the Federal government. Key personnel must be employees of the prime contractor, and a four-year degree in fields including geology is acceptable for the Environmental Scientist/Engineer/Specialist position. The amendment provides detailed guidance on how prior experience will be evaluated, emphasizing complexity, regulatory engagement, and diversity of work performed.

M5.2 Prior Experience in Full Text:

M5.2 Prior Experience:

5.3.1 The contractor's prior experience will be evaluated for relevancy in terms of scope and complexity to the scope of work (See Section C of this RFP and the Statement of Services).

The Government will only consider projects that are complete within 10 years of the proposal due date or are at a minimum 75% substantially complete.

The Government will consider the prior experience provided in the submitted projects to determine how similar those projects are to the scope of work for this contract to include complexity, nature of work, work elements, schedule duration, and scope. The Government will evaluate the extent to which the submitted project(s) meet the parameters set forth in Section L for past projects to include:

- prime contractor involvement

- timeframe when the project was completed

- type of the project

- and cost control.

In addition, the Government will evaluate the Offeror’s prior experience based on the following:

Whether at least two of the three projects submitted are for the Federal government.

- **Whether two (2) projects submitted are for work within Alaska, primarily for Remedial Action or Remedial Action in support of a Construction Project. The Remedial Action project(s) shall each have a minimum contract value equal to or greater than $1,000,000 executed by the offeror. The Offeror shall describe its primary role/duties in execution of the work (for example, the major components of the project which were completed by the prime’s staff/personnel and major components which were subcontracted out). **

Offerors who submit projects which reflect a greater diversity in the types of work performed may receive a higher rating. Offerors whose submitted projects demonstrate experience in all issues listed under "Description of work performed should address" may be given a higher rating.

The Government will also assess the description of work performed to determine how the Offeror addressed the following:

RFI:

55. Please clarify question 31. If an existing 8(a) Mentor-Protege Joint Venture is the Offeror, please confirm that the three past performance projects may be presented from either joint venture partner. If it is the USCG's intent for both JV partners to demonstrate project experience, please revise Sections L and M to clarify.

A. See Revised L5.2

56. Currently the Statement of Work Task 3.2 – USCG Light Station LTM Field Work states: The Contractor shall book travel to accommodate Government personnel.

Would the USCG consider modifying to: The Contractor shall book travel to accommodate one Government personnel.

A. The Contractor shall book travel to accommodate up to two Government personnel.

57. Please confirm Resumes of Key Management Personnel (L.5.1) must be from the Prime Offeror and not teaming partners/subcontractors.

A. Confirmed, Key Personnel must be an employee of the Prime.

A. As stated in L5.2 and L5.3, Past Performance must be submitted for the

Projects Submitted under Prior Experience. If Prior Experience was performed by the Prime as a Subcontractor, then a PPQ will need to be submitted in accordance with L5.3.

60. For Past Performance, will USCG consider requiring that the experience of the Prime or JV Partner be required on 2 of the 3 projects so as to not allow the award to be based on large-business subcontractor experience when the intent is to award to 8(a) entities with the ability to meet the limitations on subcontracting of the solicitation? If A. See Answer to Question 55.

61. For Past Performance, will the government consider rating projects performed by the Prime or JV Partner more favorably than those of a subcontractor, affiliate, or subsidiary?

A. No changes.

62. For the IDIQ Rate Sheet, please confirm that the IDIQ rates will apply to named teaming partners. In other words, if an Offeror is using Past Performance of a subcontractor in their submission, the proposed IDIQ rates will also apply to those subcontractors.

63. Please confirm that the Seed Project Price Schedule and IDIQ Rates are to be submitted in both PDF and Excel.

A. Excel only.

64. Can Offerors provide their own pricing spreadsheet in place of the Government's seed project price schedule?

A. No.

65. Please consider allowing the use of non-page counted tabs/dividers for clear proposal organization, particularly for separating the Qualifications/Technical Factors from the Business Proposal.

A. No changes. As stated: Insert the Title of the Proposal Submission

Requirement, i.e. “Resumes of Key Personnel” in the header only.

66. Would the Government consider extending the due date for proposals from December 2 to December 5 to give offerors additional time to finalize proposals and pricing after the Thanksgiving holiday?

A. This is acceptable. Proposal due date extended from 02 DEC to 05 DEC no change to time offers are due.

67. We noted provisions for a Bid Guarantee in Sections K and L (pages 42 and 60) of the solicitation. However, no specific requirement is given to provide a bid guarantee with this proposal. Would the Government please confirm that no bid guarantee is required at this stage?

A. Correct, there is no bid guarantee required for the Seed Project.

68. The Submittal Schedule lists both Draft LTM Reports and Final LTM Reports Frequency/Due Date(s) as 90 days after field work. Please confirm that Draft and Final LTM reports are due on the same date, and the USCG will conduct simultaneous review, or if Draft and Final LTM Reports Frequency/Due Date(s) will be revised.

A. Draft LTM report is due 90 days after field work, final LTM report is due 30 days after draft is approved.

69. Regarding Section L5.2 Prior Experience, will the Government consider accepting information regarding a project that is more than 50% complete at the time of proposal submission?

RCRA?

A. Eldred Rock does not currently generate regulated waste, nor does it currently have a RCRA ID assigned. A generator ID will be acquired by the Government as needed.

72. For an 8(a) JV, can one of the JV Team Members submit a relevant project that is not in Alaska?

A. No changes, see response to Amend 0003 Q. 27.

73. Would the government consider a two-month Extension of Time due to the government shutdown to ensure the best pricing for the government on the seed project ?
