The amendment addresses Request for Information (RFI) questions 52-54, focusing on clarifications about teaming arrangements, offeror definitions, and experience/past performance requirements. Key changes include: accepting experience from prime and named joint venture partners, affiliates, subsidiaries, and parent firms, with a requirement to describe business relationships; striking language that required offerors to be prime contractors; and maintaining the original proposal due date of 12/02/2025. AMENDMENT 0003 ANSWERS RFIS 52-54.
52. Please confirm the Government’s definition of “Offeror” includes a teaming arrangement between the Prime Offeror and the named Teaming Partner, provided an executed Teaming Arrangement is provided with the proposal. If confirmed, please revise Sections L and M to include this definition and clarify where the Offerors should identify their named teaming partners and Teaming Agreement within the proposal.
a. At this time, a prime–sub teaming agreement with an 8(a) firm is not being accepted as a basis to claim 8(a) eligibility for this requirement. A teaming agreement that is not a SBA recognized mentor protégé and joint ventures compliant with CFR 13.124, will be treated as a standard subcontracting arrangement and will not qualify for award under this 8(a) set-aside.
b. However, under section L5.2 the USCG is willing to accept, in addition to Prime and named JV partner, experience and accompanying past performance (L5.3) of offeror including Key Subcontractor, Affiliate, Subsidiary, or Parent Firm Experience.
a. If an Offeror is using experience information of an affiliate, subsidiary, or parent that is not the name as exactly stated on the SF 33, the proposal shall describe the business relationship between the firms and clearly demonstrate that the affiliate, subsidiary, or parent firm will have meaningful involvement in the performance of the awarded regional IDIQ contract. Limit to one page.
c. M5.2 revised commensurately to changes in L5.2, Strike: “The Offeror must have been the Prime Contractor or Joint Venture partner on the project”
53. As a follow-up to the response provided for Question 35, could the Government clarify what approach it anticipates using regarding the Prime Offeror’s affiliates, sister subsidiaries, and/or parent corporation experience?
a. See response to 52.
54. We respectfully request that USCG, in consultation with SBA, reconsider the exclusion of key subcontractor past performance, particularly when:
* The subcontractor's role is well-documented in CPARS;
* The scope, complexity, and logistical environment of the work directly mirrors that of the subject solicitation; and
* The subcontractor's contribution is mission-critical and publicly acknowledged.
a. See Response to 52.
