Statement of Work – Portable Toilet Hand washing station Rental and Vault Toilet Pumping

PURPOSE:

The Forest Service are requesting Septic Tank and Related service contractor for provide the service at EYNF and location indicated at General Specifications.

Interval recurrent service requirement:

The Portal Visitor Center has 3 vaults at described below map locations with septic tank of 750 gal each one, were require a every 2-month service recurrent for empty the septic tank.

Description works to be performed will be described at General descriptions.

Also, the service provider will provide one Hand washing station w/o paper and one portable toilet unit with hand sanitizer for La Coca check point before the waterfall’s recreation site area with a basic service pumping/cleaning by a basic service on weekly recurrent schedules.

The service will be also providing empty septic tank for Palo Colorado bathrooms where the service will require to be done every 6 months. The 2 chambers of the septic tank have a total amount of 4,500 gal. w/o including the percolation o after the residuals primary 2 tanks.

Another location will be the Sabana river recreation area at Nagüabo will require a service on yearly basic service. The septic tank amount is 3,000 gal. Nagüabo recreation area is at Carr. 191 sur K. 10.8 Nagüabo PR. The service will be required by yearly services (1 service by year).

Optional Items (will be when area ends repairs and construction process):

- The Yokahu Tower - (when the repairs are completed of bathrooms at this location) The service pump to the septic tank will be in every 4 months.

- La Coca Parking vaults bathrooms - (the status are at design process by A&E) The service pump to the vault septic tank will be in a recurrent every 2 months.

GENERAL

SPECIFICATIONS

I. Scope of Work:

The Contractor shall provide all necessary labor, services, administration, facilities, supplies, materials, and equipment necessary to provide adequate and safe restroom facilities, serviced on schedule and responsive to requests for servicing.

At Portal Visitor Center Vaults:

- Contractor will require to drain deposit sanitary interior of each (3 in total) unit with the capacity of 750 gals Vaults septic tank each one.

- The work performance will also require keeping area clean before ending each location before leave.

- No drip of wastewater/materials/paper or any other discharge will be permit leaved at the area and contractor will be responsible cannot charge any cost of their rung operation work.

- Contractor will require to maintain work area clean w/o any spill contamination of area when it’s at the providing service of the maintenance of unit, Contractor cannot leave the area w/o cleaning.

- Any spill at the maintenance will be responsibility of the contractor & own cost.

- Each tank has a access cover (clean out cover cap) at top of the septic tank at the outside of the bathroom Vaults for gain access to the septic tank w/o necessity to do the suction by the toilet.

La Coca Check point - Portable Toilet with sanitizer and hand washing station:

Portable Toilet with Hand sanitizer dispenser at the unit and provide for weekly servicing at the option pay Item units, pumping and toilet paper replacement for all units include on this contract. The contractor must be able to provide on demand services for pumping, cleaning, and maintaining facilities if the need arises and ordered by USFS personnel.

The mention units will be located at first parking lot, before falls, at edge of parking furthest east. Exact location will be determined by COR during initial set up.

At the hurricane season event, COR will contact contractor will be contact via email or phone call to remove/place back units from site before/after the event. Contractor will be responsible in the event has been indicated by COR and Contractor has not remove the units at his event after has be contacted by the COR.

Detailed Specifications:

The following are a few specifications, performance standards and requirements for activities that are included under this service category:

Furnish standard size, industrial quality portable toilets and provide associated supplies and sanitary services. Portable units must meet all applicable federal, state, and local codes.

Wheelchair accessible units must meet all appropriated accessible standards. All units shall arrive and be maintained in clean and serviceable condition. In a serviceable condition means the toilets is ready to use.

A service call fee will not be paid for the initial set up. Units shall include a wall mounted urinal, bench style toilet with seat and cover, with hand sanitize dispenser. All units shall contain a multi – roll lockable toilet paper dispenser which shall be filled on every service visit.

Units shall provide separate and enough ventilation to both unit and waste reservoir. All units must contain a waste reservoir with a minimum capacity of 45 gal. Contractor is responsible for maintain units in clean, sanitary, good working condition and free of objectionable odors.

Service shall include removal and disposal of all waste in accordance with the state and local laws, as well as removal and disposal of trash in and around the unit, cleaning of the units inside and out (units shall be clean and free of streaks and markings), repairing any damage, refilling with chemical, stocking of toilet paper, hand cleaner and other consumables when applicable.

Hand washing station at designated location adjacent to portable toilets. Contractor is responsible to deliver and fill each unit with potable water. Contractor must supervise and conduct removal of gray water from the hand-washing station. The unit should be with a minimum of 40 litter (+-10 gal.) for hand washing and gray water collection runoff pipes to primary gray water collection tank for wastewater.

Expectation is that all units will receive servicing and pumping once a week.

At Sabana recreation area at Nagüabo:

- Contractor will require to drain deposit sanitary interior of each unit with the capacity of 3,000-gals septic tank.

- The work performance will also require keeping area clean before ending each location before leave.

- No drip of wastewater/materials/paper or any other discharge will be permit leaved at the area and contractor will be responsible cannot charge any cost of their rung operation work.

- Contractor will require to maintain work area clean w/o any spill contamination of area when it’s at the providing service of the maintenance of unit, Contractor cannot leave the area w/o cleaning.

- Any spill at the maintenance will be responsibility of the contractor & own cost.

- Each tank has a access cover (clean out cover cap) at top of the septic tank at the outside of the bathroom for gain access to the septic tank w/o necessity to do the suction by the toilet.

At Palo Colorado bathrooms recreation area:

- Contractor will require to drain deposit sanitary interior of each unit with the capacity of 4,500-gals septic tank.

- The work performance will also require keeping area clean before ending each location before leave.

- No drip of wastewater/materials/paper or any other discharge will be permit leaved at the area and contractor will be responsible cannot charge any cost of their rung operation work.

- Contractor will require to maintain work area clean w/o any spill contamination of area when it’s at the providing service of the maintenance of unit, Contractor cannot leave the area w/o cleaning.

- Any spill at the maintenance will be responsibility of the contractor & own cost.

- Each tank has a access cover (clean out cover cap) at top of the septic tank at the outside of the bathroom for gain access to the septic tank w/o necessity to do the suction by the toilet.

Optional: Yokahu Tower

- Contractor will require to drain deposit sanitary septic unit with the capacity of 8,000 gals.

The work performance will also require keeping area clean before ending each location before leave.

- The distance from the parking lot to the septic manhole cover is at least 200 feet. From parking to the septic tank there no way to gain access with the truck. Vendor cannot gain access with the truck adjacent to the pump will require to add to the proposal hoses and a relief (an assistance) pump because of the distance.

- No drip of wastewater/materials/paper or any other discharge will be permit leaved at the area and contractor will be responsible cannot charge any cost of their rung operation work.

- Contractor will require to maintain work area clean w/o any spill contamination of area when it’s at the providing service of the maintenance of unit, Contractor cannot leave the area w/o cleaning.

- Any spill at the maintenance will be responsibility of the contractor & own cost.

- The tank has a access cover (Manhole cover) at top of the septic tank at the outside back of the bathrooms for gain access to the septic tank w/o necessity to do the suction by the toilet.

Optional: At La Coca parking vaults after the waterfall -

- Contractor will require to drain deposit sanitary interior of each (2 in total) unit with the capacity of 1,000-gals Vaults septic tank each one.

- The work performance will also require keeping area clean before ending each location before leave.

- No drip of wastewater/materials/paper or any other discharge will be permit leaved at the area and contractor will be responsible cannot charge any cost of their rung operation work.

- Contractor will require to maintain work area clean w/o any spill contamination of area when it’s at the providing service of the maintenance of unit, Contractor cannot leave the area w/o cleaning.

- Any spill at the maintenance will be responsibility of the contractor & own cost.

- Each tank has an access cover (clean out cover cap) at top of the septic tank at the outside of the bathroom Vaults for gain access to the septic tank w/o necessity to do the suction by the toilet.

II. Objective

Provide sanitary facilities to support a clean environment and safe use by El Yunque National Forest employees.

III. Period of Performance

The period of performance is from Sept 29, 2023 – Sept 28, 2024. The resulting award shall be from the effective date of award for a base period of 1 year, with four (4) option year period.

Option 4 Sept. 29, 2027 to Sept. 28, 2028

All contracted equipment and services must be transported, delivered in place and ready for service by September 29, 2023.

IV. Place of Performance

The contractor’s performance will be in public recreation sites on El Yunque National Forest at the following sites, coordinates and specific quantities of facilities provided.

Units (Portable Toilet and Washing station) will be placed as requested and needed by COR.

V. Government Furnished Property

No government furnished property for the fulfillment of this requirement. The contractor shall provide all materials, equipment, supplies and incidentals necessary to satisfy the requirement.

VI. Deliverables The contractor shall start deliver by or before initial date of September 28, 2023.

“At initial setup at La Coca” the forest service is requesting one (1) portable unit with hand sanitizer and one ( 1) handwashing stations. Units will be in a dry and functional condition after servicing, climate conditions reduce evaporation so any cleaning should also include wiping off used surfaces. Handwash stations will be serviced per week and will not be stocked with paper towels to encourage trash reduction on the forest.

The contractor must be able to provide on demand services for pumping, cleaning and maintaining facilities if the need arises and ordered by USFS personnel.

The Government shall not be liable for any loss, damage, or destruction of such equipment, except for loss, damage or destruction resulting from the negligence, or wrongful act(s) of Government employee(s).

VII. Technical Specification

The contractor must provide 1 regular accessible units (Portable Toilet and hand washing station) at the designated locations.

Special instructions for handwashing stations: Handwash stations will not to be supplied with paper towels to reduce trash in the forest environment.

Most Important: All units “must” have hand sanitizer dispensers.
