About this file
This document is a Single Source Justification for a federal procurement award under the Department of Veterans Affairs, Network Contracting Office 5. The acquisition seeks to procure two reprocessing sinks with accessories including pegboards, volume indicator etching plates, faucet strayers/spigots, basin temperature gauges, and lights in support of the Martinsburg WV VA Medical Center's Sterile Processing Team. The sinks will replace outdated equipment that has reached end of life and are critical to the reprocessing of semi-critical and critical reusable medical devices throughout the facility. The estimated amount falls between the micro-purchase threshold and simplified acquisition threshold.
The contracting officer justified the single-source award based on unique technical specifications that are only available from specific vendors. Market research identified that the required sinks must include specialized features not readily available from competitors, including 45-degree ergonomic edges, integrated basin lighting, UV lighting for detecting retained materials, attached pegboards for workflow customization, high-visibility timers, basin overflow protection, integrated ultrasonics capability, built-in temperature gauges, computer mount provisions, under-sink shelving, and critically, the Censitrac instrument tracking system with RTLS computers and attachments—a nationally mandated tracking system required for sterile processing. Research conducted through internet searches, IGCE, NAC, SCMC, eCMS Dashboard, DSBS, and VIP identified 7,359 potential service-disabled veteran-owned small business vendors using NAICS 339113, with two SDVOSBs identified as authorized distributors capable of providing PureSteelT Healthcare Reprocessing sinks. The contracting officer recommends soliciting this acquisition as a SDVOSB set-aside on SAM as brand name only in accordance with FAR 13.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for MPT up to SAT
Revision: 02 Effective Date: 12/30/2025 Page 1 of 2
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold
Acquisition Plan Action ID: 36C245- – Reprocessing Sinks
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 5, Perry
Point VA Medical Center located at 101B Boiler House Road Perry Point, MD. 21902 in support of the Martinsburg WV VA Medical Center located at 510 Butler Ave. Martinsburg, WV. 25405 for the sterilization team. 2237 funding of 613 .
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This requirement is to acquire two (2) reprocessing sinks including (2) pegboards, (6) volume indicator etching plates, (6) faucet strayers/spigots, (2) basin temperature gauge, (2) lights and accessories. These sinks will directly support the Sterile Processing Team which reprocesses the entirety of semi-critical and critical reusable medical devices throughout the facility.
This acquisition will be a complete replacement of the current sinks that are outdated and have reached end of life.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Market research proved that these sinks can be procured by several authorized service-disabled veteran owned small business as an open market acquisition. Sterilization Technicians are working their entire 8-hour shifts at these sinks. If the current sinks fail, operating room procedures, dental services, GI, endoscopy procedures and various other services throughout the facility could potentially be delayed causing a work stoppage. If there is complete failure of the existing sinks, we would need to resort to reprocessing the reusable medical devices at another facility while we procure replacements leading to extended turnover times of devices. As for measuring other comparable sinks, our local acquisition specialist provided a current contract from a competitor, and we noted the following to be missing:
45 degree ergonomic sink edges for the reduction of Musculoskeletal disorders; Sink Basin lights to illuminate submerged instrumentation allowing a clearer view and reduce risk of OJI’s related to sticks, cuts,; UV Lighting to help detect cement used in orthopedics, dental, etc. that could be retained on instruments between patients, there were not attached pegboards for customization and modularity of workflow for sinks, Hi-Viz timers to track appropriate soak times required by MIFU’s; Basin Overflow protection to prevent associated safety risks; and we were not able to find a sink that provided for MIFU for the integrated Ultrasonics. Also, notable missing was built in temperature gauge to monitor sink temperatures to maintain efficacy of cleaning solutions;
Computer mounts/ keyboard and mice; Under sink shelving to house the cleaning chemistries and auxiliary cleaning equipment. And most importantly the sink must have the Censitrac system which is the Nationally Mandated Instrument Tracking System that is required for Sterile Processing. It requires RTLS computers and attachments for tracking instruments at each stage of the reprocessing process.
