Department of the Air Force: Justification for Other Than Full and Open Competition

This is a Department of the Air Force justification document for awarding a firm fixed-price contract without full and open competition. The contracting activity is AFRL/RFZO (Air Force Research Laboratory) located at 26 Electronic Parkway, Rome, NY 13441. The procurement authorizes a new contract to perform repairs on HVAC controls systems across multiple buildings at the Rome, NY facility.

The required work includes removal and replacement of existing control devices, verification of reused existing devices, replacement of non-functional devices, programming of application-specific devices and field controllers with functionality verification, and initial setup of new supervisory control devices. The specification requires the Metasys System manufactured by Johnson Controls as the sole brand, as it must integrate seamlessly with the existing Johnson Controls Metasys System already installed across AFRL buildings. The Government determined that alternative systems cannot satisfy the requirement due to the need for communication capability with existing Application and Data Servers, Operator Workstations, and Portable Operator Terminals. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits award to a single responsible source when no other supplies or services will satisfy agency needs. Market research identified 98 small businesses in New York with applicable NAICS code 238220, and vendor outreach confirmed multiple small business compatibility and interest. A small business set-aside solicitation will be posted on SAM.gov to encourage maximum competition. The contracting officer retains responsibility for determining fair and reasonable pricing in accordance with FAR Subpart 15.4. The Government committed to continue monitoring the market for future competition opportunities should research and development activity change.
