DIVISION 01 - GENERAL REQUIREMENTS
SECTION 01 10 00 - DIVISION 1 SHORT FORM GENERAL REQUIREMENTS
PROJECT: Quarters 5 - Kitchen and Bathroom Remodel LOCATION: Oregon Caves National Monument & Preserve, Josephine County, Oregon TYPE: Interior Residential Renovation (Commercial Construction) CONTRACT TYPE: Firm-Fixed-Price (FFP)
PART 1- GENERAL
1.1 Contract Type Notice
This is a firm-fixed-price (FFP) contract. The price proposed and awarded is fixed for the full scope of work defined herein, regardless of the Contractor's actual cost experience, except as expressly provided under Item 2 (Differing Site Conditions) and any Government-issued modification executed in writing by the Contracting Officer. The Contractor is responsible for examining the site, verifying quantities, and pricing all risks reasonably foreseeable from a competent pre-quote site visit and the conditions described herein.
1.2 Background
Quarters 5 is an existing National Park Service residential housing unit at Oregon Caves National Monument & Preserve. The kitchen and bathroom have exceeded their functional service life.
Existing finishes, cabinetry, fixtures, appliances, and flooring show wear, moisture exposure, and outdated performance characteristics. Quarters 5 will remain unoccupied for the duration of construction. The purpose of this project is to fully renovate the kitchen and bathroom to restore functionality, improve durability, address moisture intrusion and potential concealed dry rot, and bring systems and finishes into compliance with current NPS standards, applicable building codes, and life-safety requirements.
1.3 Project Location

Note: Total room area and flooring replacement area differ because flooring area excludes the footprint of fixed cabinetry, tub/shower units, and built-in appliances that remain in place or are reinstalled in the same footprint. Quoters should rely on the pre-quote site visit (Item 5) to independently verify all dimensions.
1.5 Scope of Work Summary
Work consists of the following, to be performed as a complete, fully functional renovation. This list is exhaustive of the base scope of work; any work not identified below is outside the scope of this contract absent a written modification.
1.5.1 Kitchen Renovation
Demolition (Contractor to remove and legally dispose of):
• All existing kitchen cabinetry (base and wall)
• Existing countertops and backsplash
• Existing kitchen flooring
• Existing lighting fixtures
• Existing range hood/vent fan
• Existing sink and associated plumbing connections
• Existing washer and dryer and associated connections
• Associated electrical connections and devices scheduled for replacement
Furnish and Install:
• New range/stove, refrigerator, over-the-range microwave with integrated hood vent and lighting, and dishwasher. All appliances shall be black stainless steel finish (or manufacturer's nearest equivalent black stainless finish if exact match is unavailable, subject to Government approval).
• New stackable washer and dryer, standard residential size, black stainless steel or matching black/dark finish consistent with kitchen appliances.
• New base and wall kitchen cabinets with soft-close hardware.
• New sealed granite countertops with integrated backsplash.
• New flush-mounted kitchen sink with pullout spray faucet, brushed nickel finish.
• New septic-safe garbage disposal.
• New ENERGY STAR-rated dishwasher.
• New LED kitchen lighting fixtures.
• New pantry cabinetry in remaining space adjacent to laundry alcove.
• Patch and paint/texture-match any wall areas disturbed by demolition or new installation, in both kitchen and bathroom, to match adjacent existing finish.
• Coordinate all plumbing and electrical modifications to meet current IBC, IFC, and
NEC/IEC codes as adopted by the Authority Having Jurisdiction (AHJ).
1.5.2 Bathroom Renovation
Demolition (Contractor to remove and legally dispose of):
• Existing sink, vanity, toilet, tub/shower unit
• Existing flooring
• Existing lighting and exhaust fan
• Existing towel bars and medicine cabinet
Furnish and Install:
• New sink and vanity
• New low-flow toilet
• New tub/shower unit with tub and shower faucets
• New towel bars and medicine cabinet, brushed nickel finish
• New flooring (see 1.5.3)
• New LED lighting and exhaust fan
• New waterproof finishes at all wet-area walls (tub/shower surround)
• Replacement of any damaged or deteriorated subfloor, wall sheathing, or framing discovered during demolition, subject to Item 2 (Differing Site Conditions)
1.5.3 Flooring
• Install new high-traffic, waterproof, scratch-resistant Luxury Vinyl Plank (LVP) flooring in kitchen (59 SF) and bathroom (45 SF), or Government-approved equal.
• Flooring color and texture shall closely match the existing wood flooring in the adjacent dining area and hallway, subject to Government approval of a submitted sample prior to procurement.
• Provide smooth, ADA-compliant, trip-resistant transitions between new and existing flooring at all thresholds.
1.5.4 General Requirements
• All demolition debris shall be recycled where feasible or disposed of at approved facilities.
• Contractor shall provide landfill and/or recycling receipts to NPS at project closeout.
• All work shall be performed under this single contract; no work shall be subcontracted to parties not identified in the Contractor's submitted quote (Item 8) without prior Government approval.
1.6 Exclusions
The following are expressly excluded from this contract's fixed price and, if desired by the Government, will require a separate written modification with associated price and schedule adjustment:
• Relocation of load-bearing walls or structural modifications beyond repair of decayed/damaged framing described in Item 2
• Exterior work of any kind
• Work in rooms or spaces other than the kitchen and bathroom identified herein
• Furniture, decor, or non-fixed items not listed in Section 1.5
• Asbestos, lead paint, or other hazardous material abatement (see Item 2.3)
1.7 Period of Performance
• Total Duration: 60 calendar days
• Weather Days: The 60-calendar-day period of performance includes an allowance for normal, seasonally anticipated weather delays; no additional time will be granted for weather conditions typical for the project location and season.
• Commencement: Upon issuance of Notice to Proceed (NTP)
• Liquidated Damages: None (not applicable).
ITEM 2 – DIFFERING SITE CONDITIONS
Because this is a firm-fixed-price contract, the following mechanism governs compensation for concealed conditions discovered after demolition begins, to ensure price risk is bounded for both parties:
2.1 Baseline Assumption
The fixed price shall assume replacement of subfloor, wall sheathing, and framing material as reasonably visible or reasonably inferable from the pre-quote site visit, not to exceed 20 square feet (SF) of subfloor, 20 SF of wall sheathing, 10 linear feet (LF) of framing in the kitchen and bathroom combined.
2.2 Differing Site Conditions Procedure
Additional dry rot, water damage, or structural deterioration discovered during demolition, beyond the baseline in 2.1, shall be handled under the procedures of the clause 52.236-2, Differing Site Conditions.
2.3 Procedure
• Contractor shall stop work in the affected area and notify the Contracting Officer in writing (including photographs as possible) within 24 hours of discovering concealed damage exceeding the Section 2.1 baseline.
• No additional work or compensation for differing site conditions shall proceed without prior written Contracting Officer authorization.
• If suspected asbestos-containing material, lead paint, or other hazardous material is discovered, work in the affected area shall stop immediately and the COR shall be notified;
abatement is excluded from this contract per Section 1.6 and will be handled via separate action.
ITEM 3 - EXISTING UTILITIES
• Contractor shall verify locations of existing plumbing, electrical, and ventilation systems prior to demolition.
• Contractor shall coordinate all planned utility interruptions with the COR at least 48 hours in advance.
• Temporary utility shutoff's shall not exceed 2-3 hours unless otherwise approved in writing bytheCOR.
• Any utility damage caused by the Contractor's operations shall be repaired at no additional cost to the Government.
ITEM 4 - CONTRACTOR'S USE OF PREMISES
• Contractor shall coordinate all site access, including scheduling and entry procedures, with the park point of contact following contract award.
• Quarters 5 is located within an active NPS housing area; the Contractor shall minimize disruption to occupants and neighboring units.
• Work hours: 8:00 AM-5:00 PM, Monday-Friday, unless otherwise approved in writing by the COR.
• Contractor shall protect adjacent finished areas from dust, debris, and damage.
• Smoking is prohibited inside all buildings and within 25 feet of building entrances.
• Contractor shall maintain clean access paths and emergency egress at all times.
ITEM 5 - COMMENCEMENT, PROSECUTION, AND COMPLETION
• Contractor shall commence work upon issuance of the Notice to Proceed (NTP).
• Contractor shall provide a detailed construction schedule identifying demolition, rough-in, inspections, finish installation, and closeout milestones, due post-award but before issuance of NTP.
• Long-lead items shall be identified in the schedule with anticipated order and delivery dates.
ITEM 6 - EXAMINATION OF THE SITE
• A Government-hosted site visit at Quarters 5 is scheduled prior to quote submission, and all quoters are strongly encouraged to attend. Existing conditions visible or reasonably inferable by a diligent quoter during the site visit are deemed included in the fixed contract price. A quoter's election not to attend the scheduled site visit does not relieve the quoter of responsibility for conditions that would have been visible or reasonably inferable had the quoter attended. Unforeseen or differing site conditions are governed by the procedures of contract clause 52.236-2, Differing Site Conditions (see Item 2 for additional detail).
ITEM 7 - APPLICABLE CODES AND STANDARDS
Work shall comply with applicable standards, including but not limited to:
• OSHA 29 CFR 1926
• IBC / IRC, as adopted by the Authority Having Jurisdiction
• NEC / NFPA 70
• NFPA 211, NFPA 241
• ANSI A117.1 (accessibility, where applicable)
• EPA construction waste management guidance
ITEM 8 - ACCIDENT PREVENTION
• Contractor shall submit a site-specific Accident Prevention Plan (APP) prior to NTP.
• Contractor shall conduct weekly toolbox safety meetings and maintain attendance logs.
• Contractor shall maintain Safety Data Sheets (SDS) on-site for all materials used.
• All personal protective equipment (PPE) shall comply with applicable ANSI and OSHA requirements.
ITEM 9 – PRECONSTRUCTION CONFERENCE
• A preconstruction conference is required prior to commencement of work.
• Contractor shall submit the construction schedule, Accident Prevention Plan, required submittals, and subcontractor list prior to the preconstruction conference.
ITEM 10 - SUBMITTALS
Required submittals, due prior to procurement or installation of the applicable item, include:
• Product data and cut sheets for cabinets, countertops, flooring, fixtures, and appliances
• Finish samples, minimum 4 in. x 6 in.
• Construction schedule
• Schedule of values
• Waste management and recycling documentation
• Warranty information for all installed appliances, fixtures, and finishes
ITEM 11-TEMPORARY SERVICES
• Contractor shall provide temporary power, lighting, dust control, and sanitary facilities as required to perform the work.
• Contractor shall protect the existing HVAC system from construction dust for the duration of the project.
ITEM 12 - PROJECT CLOSEOUT
• Contractor shall perform final cleaning of all renovated areas.
• Contractor shall submit the following prior to final acceptance:
• Recycling and disposal receipts
• All manufacturer's instruction manuals, operation and maintenance guides, and warranty registration materials for all newly installed appliances, fixtures, and equipment.
• As-built documentation, if applicable
• Photo documentation (before, during, and after conditions)
• Final Inspection, Substantial Completion and Acceptance Procedures
• Request final inspection in writing when project or designated portion of project is substantially complete. Contracting Officer will proceed with inspection within 10 days of receipt of written request or will advise Contractor of items that prevent project from being substantially complete.
• If work is determined substantially complete, following final inspection, Contracting Officer will prepare Punch List and issue a Letter of Substantial Completion.
• If work is not determined substantially complete following final inspection, Contracting Officer will notify Contractor in writing. Contractor shall request new final inspection after completing work. Re-inspection costs may be charged against Contractor in accordance with Inspection of Construction contract clause.
• Contractor shall complete Punch List within 30 calendar days, documented weather permitting.
• If Contractor completes items of work on Punch List and contractually required items, Contracting Officer will issue Letter of final acceptance of work. The Contractor is required to sign a Release of Claims (form will be provided by the Contracting Officer) upon final acceptance, but before final payment is approved.
• If Contractor fails to complete work within the time frame, Contracting Officer may correct work with an appropriate reduction in contract price or charge for re-inspection costs in accordance with Inspection of Construction contract clause.
PART 2 - EXECUTION
Phase 1 - Mobilization and Protection
• Install floor, wall, and appliance protection in all work and adjacent areas.
• Isolate work areas with dust barriers.
• Shut down and cap utilities as required.
Phase 2 - Demolition
• Remove kitchen and bathroom components to substrate per Section 1.5.
• Dispose of or recycle materials per EPA and NPS requirements.
Phase 3 - Structural and Rough-In Repairs
• Inspect exposed framing, subfloor, and sheathing.
• Replace dry-rot or water-damaged materials per Item 2 (Differing Site Conditions).
• Update plumbing, electrical, and ventilation rough-ins to meet current code.
Phase 4 - Installation
• Install flooring with waterproofunderlayment.
• Install cabinetry, countertops, and backsplash.
• Install plumbing fixtures, appliances, lighting, and ventilation equipment.
• Install bathroom fixtures and accessories.
Phase 5 - Finishing and Inspection
• Complete trim, transitions, and sealant work.
• Perform functional testing of all appliances and fixtures.
• Conduct final walkthrough with the COR and complete punch list items.
