About this file
This is a Statement of Work (Attachment K) for RFP 27-87884 issued by the Indiana Department of Administration (IDOA) on behalf of all state agencies and other governmental bodies in Indiana. The solicitation seeks qualified vendors to provide comprehensive real estate services through a quantity purchase agreement (QPA). Respondents may submit proposals for one or more of four independently evaluated service categories: (1) Tenant Representation/Acquisition Services, (2) Project Management Services, (3) Maintenance Ticket Administration Services, and (4) Disposition Services. Tenant Representation services include needs assessment, market research, property evaluation, lease negotiation, documentation, and transaction reporting with specific timelines such as delivering requirement summaries within five business days and initial property surveys within ten business days of search criteria approval. Project Management services encompass project planning, construction coordination, vendor management, move management, and space planning from project initiation through closeout. Maintenance Ticket Administration requires the contractor to provide an online platform to manage approximately 350 facilities and 4,000 maintenance tickets annually, including ticket intake, landlord coordination, monitoring, and reporting. Disposition Services involve identifying surplus property, conducting due diligence, developing disposition strategies, marketing properties, soliciting and evaluating offers, and coordinating closings. The State reserves the right to award all service categories to a single respondent, award categories individually to different respondents, or any combination thereof.
Tenant Representation compensation is structured as a baseline 4% commission on transactions secured directly with landlords, with total compensation capped by rentable square footage, and all third-party compensation must be fully disclosed to the State. An administrative fee of 1% is required on net amounts received for purchases under the Master Agreement, excluding postage, returns, cancellations, subscriptions, shipping, sales tax, and integrator fees, payable quarterly within 45 calendar days after each quarter ends. The contract is available to state agencies, K-12 entities, Indiana libraries, and other governmental entities within Indiana including political subdivisions. The State will measure performance using Key Performance Indicators including on-time delivery, quality standards, budget compliance, and a modified Net Promoter Score from customers, with low ratings potentially constituting default. The contractor must comply with Indiana's Statewide IT Policies and Standards, implement the State's Artificial Intelligence Policy and Readiness Assessment Process, provide detailed data management and storage information, maintain confidentiality of state information, and participate in quarterly business reviews with the IDOA Vendor Manager to report on service levels, performance metrics, transaction usage, and savings achieved throughout the contract term.

If the proposed solution involves information technology-related products or services, all such products or services are to be compatible with any of the technology standards found in the Statewide IT Policies, Procedures, & Standards (https://www.in.gov/iot/policies-procedures-and-standards/) that are applicable, including the assistive technology standard.
