About this file

This is a Cost Proposal form for RFP-27-87884, a Tenant Brokerage Services contract with the State of Indiana, Department of Administration (IDOA). The contract encompasses three primary service components: tenant representation and real estate advisory services for new leases, relocations, renewals, expansions, and consolidations; state project management and coordination with agencies, landlords, architects, engineers, and contractors; and facility management services overseeing approximately 350 state facilities. Additional services include a maintenance ticket platform with licensing fees and a helpdesk manager position for ticket administration and vendor coordination. The initial contract term is five years, spanning from 2027-2028 through 2031-2032, with pricing required for all components submitted on a per-hour basis for labor services and annual fees for platform licensing.

The cost proposal is structured around three distinct compensation models. For tenant brokerage services, respondents must propose a commission-sharing payment schedule based on either a percentage of transaction amount or a dollar amount per leased square foot, applied across eight square footage ranges from 0-4,999 through 50,000+ square feet, with evaluation calculated against ten example lease scenarios totaling approximately $8.8 million in transaction commissions. For surplus disposition services, respondents must propose a commission rate based on gross sale proceeds, plus itemized transactional expenses including appraisal, advertising, and survey costs, evaluated against eight example property sales ranging from $120 to $1.8 million. All quoted fees and rates are held for the contract duration, brokerage and disposition services are provided at no direct cost to the State with compensation derived from lessor and buyer commissions, and IDOA retains discretion to withdraw assignments and relocate agencies to state-owned space without vendor compensation. Respondents must submit cost proposals in native Excel format, populate only yellow-shaded cells, and maintain original formatting to avoid disqualification.

Brokerage Commission RFP-27-87884 - Cost Proposal (D) - Tenant Brokerage Services

The selected vendor shall provide brokerage services at no cost to the State. The Vendor shall charge each Lessor a commission in the aggregate equal to the customary tenant representative commission in the market. A portion of the representative commissions received for each completed transaction shall be paid to the Vendor as compensation for representing the State. The remaining balance of the commissions shall be paid to the State within thirty (30) days of the completion of each transaction.
While the State requires the negotiation and/or re-negotiation of rather large blocks of space for significant periods of time, the State also requires the continuation, modification, or initiation of the leasing of relatively small blocks of space over relatively short periods of time. The potential commissions resulting from a commission split with the Lessor’s representatives can vary from substantial to none.
• In all matters concerning lease assignments, the Vendor’s sole and absolute loyalty and fiduciary duty is to the State of Indiana.

• The Vendor shall perform all assigned tasks regardless of task value.

• At the discretion of IDOA, the Vendor shall not receive compensation when it is in the best interest of the State to relocate an agency to State owned space.

• At its discretion, IDOA may withdraw any assignment at any time prior to the execution of the lease agreement with no liability to the State for compensating the Vendor.

Instructions - The Respondent shall use this Cost Proposal to submit its proposed commission sharing payment schedule. Respondents may propose a compensation schedule based on either a percentage of the transaction amount OR a dollar amount per leased square foot, but not both. All fees/rates quoted in Respondent’s Cost Proposal submission and subsequent clarifications will be held for the duration of the Contract.

For the purpose of evaluation, the Respondent's entries will be applied to a list of example lease scenarios to calculate a "total bid amount." Regardless of which compensation model the Respondent selects, the total bid amount calculated using the Respondent's entries will be used to score the Respondent's Cost Proposal.
Please enter your organization’s submissions in the yellow shaded fields only. The Respondent must provide an entry for each square footage range. Every attempt should be made to preserve the original format of this form. A complete Cost Proposal is required for proposal submission. Although a PDF copy of this file can be submitted for documentation, Respondents are expected to submit this completed document in its native Excel file. Failure to complete and submit this form may impact your proposal’s responsiveness.
