About this file

This is a Technical Proposal Attachment F for RFP 27-87884, an Indiana state contract opportunity requiring comprehensive real estate services across multiple categories. The RFP solicits responses for five primary service areas: Property Evaluation and Leasing, Operations and Maintenance, Transitions and Moves, Disposition, and Tenant Representation/Acquisition Services. Respondents must address mandatory compliance requirements for each service category, including physical property analysis, comparative lease evaluations, lease compliance reviews, commission management, conflict-of-interest prohibitions, and advance lease expiration notifications. The document establishes specific operational requirements such as helpdesk coverage during standard business hours (Monday-Friday, 8:30 AM-2:00 PM) and emergency monitoring (2:00 PM-8:30 AM daily), with maintenance ticket administration projected to handle approximately 4,000 tickets annually across roughly 350 facilities. Technical compliance requirements mandate alignment with Indiana Office of Technology standards, including information security, GovRAMP cloud hosting, data retention protocols, and GIS/spatial data standards, with mandatory disclosure of any AI/ML usage including risk classification and governance alignment.

The proposal format requires respondents to confirm compliance ("Yes" or "No") with detailed explanations for each mandatory requirement across ten major sections covering property evaluation, operations and maintenance, transitions and moves, disposition services, account management, customer service, reporting, tenant representation/acquisition, project management, and maintenance ticket administration. Respondents must provide comprehensive team configuration descriptions, including education and background of all personnel, with identification of a dedicated Project Manager; demonstrate relevant experience across all Indiana regions with preference for Indiana-based team members; outline compensation structures with specific percentages or flat rates; describe quality assurance processes and performance monitoring mechanisms; and provide case studies demonstrating experience with complex transactions, auctions, sealed bids, and public bidding processes. The submission must include resumes for all supervisory, management, and key personnel; documentation of due diligence capabilities; strategies for marketing various property types including commercial, residential, agricultural, and difficult-to-access parcels; and recommendations for regulatory reform to improve cost efficiency and asset management.
