Bidders must demonstrate their ability to transport and store auction items at their facilities, provide market value assessments, handle documentation within 48 hours of auction completion, supply all necessary personal protective equipment, remove items during state business hours, and maintain direct communication with the state without allowing buyer contact directly with the agency. The proposal requires bidders to respond to 13 mandatory yes/no requirements and 12 detailed technical questions addressing operational scope, facility capabilities, buyer targeting strategies, pickup and storage procedures, reporting formats, invoicing structures, unsold item handling, site preparation and cataloging processes, security protocols, fraud prevention measures, insurance coverage, and dispute resolution mechanisms.

The proposal requires bidders to provide detailed documentation including facility photographs with explanations of storage locations and addresses, proof of insurance coverage with general liability, errors and omissions, cyber liability, and crime/fidelity bonding documentation, sample spreadsheets demonstrating reporting capabilities, itemized invoice examples showing all administrative fees without lump-sum costs, and evidence of identity verification and credit card pre-authorization protocols. Bidders must also provide estimated timelines for each auction type from initial state contact through item pickup, explain their active registered buyer database size and demographic composition, describe targeted marketing platforms and strategies, outline security measures for previews and removals, detail their video recording and high-resolution photography capabilities, and explain their comprehensive dispute resolution process for buyer chargebacks, title discrepancies, and misrepresentation claims.
