About this file
This is a Statement of Work for the California Department of Corrections and Rehabilitation (CDCR) detailing the conversion of Ford Transit XL vans to wheelchair-accessible paratransit transport units. The project requires the contractor to convert CDCR-supplied vans by installing rear-door-mounted ADA-compliant power wheelchair lifts, constructing flat vinyl flooring with marine-grade plywood subfloors, and installing seating configurations that accommodate two wheelchair-bound inmates, two ambulatory inmates, one custody staff driver, and one custody staff front passenger. The converted vehicles must comply with ADA Section 49 CFR Part 38 accessibility standards and be delivered fully operational to a designated location. The CDCR is responsible for removing the back two seats and providing the gasoline-fueled Ford Transit XL vans before delivery to the contractor.
The contractor must perform all conversion work using new, unused materials with workmanship meeting American Welding Society standards and OEM paint quality standards, including achieving orange-peel levels meeting or exceeding Level 6 per American Coatings Technology Standards. All electrical installations must utilize automotive-grade stranded copper wiring with color-coding and permanent labeling, pin connectors for all connections, and a resettable fuse mounted on the driver-seat frame exterior for staff access. The contractor must provide wiring schematics, ensure all welded seams are continuous bead welds free of defects, and deliver vehicles with smooth finishes free from contamination, scratches, and obstructions. The Statement of Work specifies detailed requirements for hydraulic pump placement, wire gauge specifications, fuse locations, and material quality standards but does not include pricing information, quantity of vehicles, delivery dates, or contract term details in this document.

| Statement of Work | Attachment 1 – Exhibit A | Wheelchair Lift Van Conversions |
1. SCOPE
California Department of Corrections and Rehabilitation (hereinafter referred to as the CDCR or the State). CDCR requires the conversion of CDCR‑supplied Ford Transit XL Vans, Medium Roof, 15‑passenger models, including installation of a rear‑door accessible wheelchair lift, to facilitate the secure and compliant transportation of inmates with mobility impairments. The converted vehicles shall operate as paratransit transport units capable of seating two wheelchair‑bound inmates, two ambulatory inmates, one custody staff driver, and one custody staff front passenger.
All conversions shall comply with the specifications set forth in this Purchase Order and be delivered fully operational to the designated location.
2. STATE RESPONSIBILITIES
A. The State agency shall be responsible for uninstalling the back two seats before delivery to the awarded contractor. The vehicle will be a Ford Transit XL van, gasoline fueled.
3. CONTRACTOR RESPONSIBILITIES
A. A flat, on an unobstructed floor shall be provided in the wheelchair passenger area, except where the original equipment manufacturer (OEM) wheel wells are located. The flat floor shall be finished with polymer (vinyl) flooring material.
B. The construction of the floor shall allow a smooth surface for unobstructed wheelchair movement throughout the passenger area C. Construct the subfloor with the following criteria:
3.C.1 A minimum five‑eighths (5/8) inch marine‑grade plywood securely attached to the OEM floor surface.
3.C.2 Seal all plywood edges and ensure sheets are tightly abutted to prevent liquid intrusion.
3.C.3 Seal the joint where the wall meets the subfloor to prevent liquid penetration into the wall or floor assembly.
3.C.4 Install the subfloor without removing the plastic heel‑well covers; the covers shall remain securely bolted to the van floor.
3.C.5 The subfloor shall be properly installed and securely fastened in place.
D. The van shall be equipped with two seats featuring lap and shoulder belts, along with a four-point retractable Q’Straint securement system for enhanced passenger safety.
E. ADA compliant access and accommodation for two wheelchair bound inmate passengers shall comply with ADA Section 49 CFR Part 38.
F. The vehicle shall be equipped with an ADA‑compliant power wheelchair lift mounted at the rear door. The lift shall include a remote‑control operator. The hydraulic pump for the lift shall be mounted on the right (passenger) side of the unit to avoid interference with the OEM blower/AC fan located on the driver‑side floor at the rear of the van, which restricts available space for wheelchair entry. The pump location shall be on the side opposite the OEM blower.
G. Flooring – Mounts for seating needs to be reinstalled after sub floor is installed. (Van will arrive with the (2) seats that will need to remain in the location they are left in when it arrives to the vendor.)
H. All parts, components and accessories installed shall be new. All exposed surfaces and edges shall be smooth, free from burrs and other projections and shall be neatly finished.
I. All wiring harness metal, rubber fluid lines, including fuel and brake lines that are modified, altered, relocated or added shall be equal to the OEM in material quality, workmanship, installation and protection from the elements.
J. Install all added electrical wiring with the following criteria:
3.J.1 Using automotive‑grade stranded copper of sufficient gauge. Color‑code and permanently label each wire at intervals not exceeding eighteen (18) inches.
3.J.2 Secure all modified or added harnesses to the frame or body at intervals not exceeding twelve (12) inches using insulated P‑clamps.
3.J.3 Protect all exposed terminals and wiring with sealed terminals and corrosion‑ and moisture‑resistant wrapping or loom 3.J.4 Use pin connectors for all connections. Provide a wiring schematic for all add‑on wiring. Install a resettable fuse from the battery to the ADA power supply, mounted on the exterior of the driver‑seat frame for CDCR staff access.
K. Contractor shall not post any stickers/advertisements on the vehicle.
L. All materials used for fabrication shall be new and unused. All structural welds shall be continuous bead welds. Staggered intermittent welds may be used in specific areas as the design permits. All welds shall be of first-quality standard with no slag scale, flux, spatter, or pinholes prior to the application of any surface coating.
M. All aluminum welding follows American Welding Society D1.2 2014 Structural Welding Code - Aluminum. All sheet metal welding follows most current American Welding Society requirements for structural welding of sheet metal. All flux core arc welding for steel is to be performed to current American Welding Society Standards. All welders are to be certified to meet the American Welding Society codes. The welder’s certificates shall be available if requested.
N. All body surfaces and applicable components shall be finished with a paint system that provides a durable, low‑maintenance, and long‑lasting finish and meets OEM paint standards. The finished paint shall be free of contamination and defects. Orange‑peel levels shall meet or exceed Level 6 per the American Coatings Technology (ACT) Standards.
O. All removable items such as brackets, compartment doors, trim, etc. shall be painted separately to insure paint behind all mounted items.
4. WORKMANSHIP
Wheelchair lifts and any equipment or accessories shall be a product of good workmanship. The wheelchair lift shall be free from any defects that will affect appearance or serviceability, including, but not limited to, paint/metal free from scratches, securely fastened wiring, and free from obstructions of all correctly installed hardware. All exterior or exposed welded finishes shall be
