About this file

This is a Cost Reimbursable Narrative template (Attachment C2) for RFO N00421-26-R-1006, a Naval Air Warfare Center - Aircraft Division (NAWCAD) solicitation for systems engineering, evaluation, cybersecurity, technical management, and life cycle support services for Small Unmanned Aircraft Systems (SUAS) Reusable Architecture (SRA). The template requires contractors and subcontractors to submit administrative information including company details, UEI, CAGE code, points of contact, and a 180-day minimum offer validity period, along with signed Standard Forms (SF33 and SF30 for amendments), current DCAA/DCMA rate approval letters, and accounting system documentation.

The narrative template mandates detailed cost substantiation across multiple sections: direct labor rates with payroll verification for all current employees, historical escalation rate actuals for the preceding three years, indirect cost rates (fringe, overhead, G&A, handling, and cost of money) supported by DCAA/DCMA approvals, estimating practices, proposed fee structure, other direct costs, cost of money if applicable, fully burdened labor rates, maximum pass-through rates, and Service Contract Labor Standards compliance. Contractors must also provide price reasonableness determinations, conflict of interest representations (KTXT.209-9511), representations and certifications through SAM, cognizant DCAA/DCMA office information for both the prime contractor and each subcontractor (up to four shown), and documentation of any changes to the cost attachments. An authorized representative must sign the completed attachment, which includes embedded Excel worksheets for labor rate data entry.
