About this file

This is a cost reimbursable workbook template for federal contract proposals, specifically designed for the NAWCAD (WOLF) Ship and Air Integrated Warfare Division Small Unmanned Aircraft Systems (SUAS) Reusable Architecture (SRA) procurement (RFO# N0042126R1006). The workbook establishes standardized formatting and calculation requirements for prime contractors and subcontractors to submit cost proposals for services including systems engineering, evaluation, cybersecurity, technical management, and life cycle support for SUAS.

The template contains three primary worksheets: an Indirect Rates and Fee worksheet for capturing fringe benefits, overhead, G&A, and fee structures by year; a Cost Summary worksheet that calculates direct labor costs, indirect costs, other direct costs (ODCs), and total fixed fees across multiple years of performance; and a Fully Burdened Labor Rates worksheet documenting fully burdened rates by employee and labor category. The workbook includes 28 pre-populated government labor categories covering various technical positions (Computer Network Architects, Systems Analysts, Engineers, Security Analysts, Program Managers, and Clerks) at basic, intermediate, and advanced levels, with minimum realistic direct labor rates ranging from $17.80 to $83.04 per hour and escalation rates of 3.30% for BLS categories and 2.61% for SCLS categories. All cells are unlocked with formulas intact, all dollar figures are limited to two decimal places, and the workbook supports up to six years of performance with separate columns for each period. Contractors must ensure hours proposed match specified labor categories and may add additional rows as needed while maintaining formula integrity.

Instructions

Attachment C1 Instructions
Green Cells are Formula Based
Yellow Cells require an Input
Only one workbook shall be prepared for the entire period of performance (one workbook for each Prime and one for each Subcontractor)

The worksheets of the workbook should all be formatted for printing on letter-size paper, without requiring "adjustments." It may be formatted for either landscape or portrait.

DO NOT FORMAT FOR LEGAL SIZE PAPER.

All cells shall be unprotected and unlocked, with formulae intact to show mathematical operations.
All dollar figures shall be carried out no further than two decimal places. (ex $25.50)
Instructions for Prime Contractor:
Base Year ColumnSubsequent Year Columns
Indirect Rates and Fee Worksheet Instructions
1Enter Prime Contractor's name into cell A3.
2Fill in all Indirect Rates in the Indirect Rates and Fee Worksheet. These rates will be pulled into the Cost Summary Spreadsheet. Ensure formulas are still intact.DE, F, G, H, I
Cost Summary Worksheet Instructions
3Enter Prime Contractor's name into cell A3.AN/A
4Enter all Prime current or contingent employee names (or the word "Prospective") in Column A on the Cost Summary Worksheet (starting at row 10). If necessary, insert additional rows--but ensure integrity of formulas. Labor categories with more than one person being proposed shall be listed multiple times (one row per employee). For example, if the Contractor proposes four Computer Systems Analysts, then the labor category Computer Systems Analysts shall be listed four times along with their applicable rates and information.AN/A
5Use the dropdown in Column B to enter the Labor Category from the RFO that you will be utilizing. By utilizing this drop-down, the minimum realistic rate, as stated in the Minimum Direct Labor Rates worksheet will fill in, in Column H. Please see the RFO for additional guidance regarding the minimum realistic rate. Note - DO NOT use the drag feature to pull down a labor category to a subsequent row. This will not allow the formulas to work properly.BN/A
6Enter all Prime labor categories in Column C (starting at row 10). In Column C, the Contractor should insert the title of the labor category it will be utilizing. The Contractor is not required to utilize the Government's labor categories; however, each proposed labor category should appear in the column beside the Government labor category it is comparable to. Please note, in the evaluation the Contractor's proposal will be compared to the RFO with respect to labor categories.CN/A
7In Column D, the Contractor shall select "BLS" if Column B is a BLS or CSWF labor category. The Contractor shall select "SCA" if Column B is an SCLS, formally known as SCA of 1965, labor category. This dropdown will allow the escalation formulas in Columns O, T, Y, and AD to calculate properly.DFormula Driven - O, T, Y, AD
8In Column E, the Contractor shall insert a "K" if the employee will be performing at the Contractor's facility or a "G" if they will be performing in Government spaces, or a "T" if there is a differing OH rate that will be utilized for that specific person. NOTE - If this procurement has various Govt Site locations (example, WOLF and Pax River), utilize "G" for both locations. A distinction does not need to be made between these sites for evaluation purposes.EN/A
9In Column F, identify the geograpical location of the position for each row. This input shall match the geograpic location for which the Government Labor Category is associated.FN/A
10In Column G, identify for the specific individual whether their fully burdened rate is calculated using the full-time or part-time fringe rate. Enter "F" for full-time or "P" for part-time.GN/A
11In Column I, insert the direct labor rate for each row. If the rate proposed is less than the minimum direct labor rate as included in the Minimun Direct Labor Rates worksheet, the cell will turn red. If this happens for a prospective employee, an explanation should be included in the cost narrative. Note, subsequent rate Columns (N, S, X, and AC) are formula-based and are calculated using the escalation for that year. Ensure formulas are intact.IFormula Driven - N, S, X, AC
12In Column J, enter the labor hours for each row. Enter hours for each subsequent year (Columns O, T, Y, and AD).JO, T, Y, AD
13This workbook includes hidden columns to assist with the correct application of indirect rates (two columns after each Amount column for each year). If, per accounting practices, you DO NOT apply overhead to your fringe rate, you can delete the calculations included in the hidden columns that assist with adding overhead to Fringe.Formula Driven - L, MFormula Driven - Q, R, V, W, AA, AB, AF
14Escalation has been auto-populated based on the RFO. If, in accordance with the RFO, you are utilizing a rate that differs from that which has already been filled in, you may change the value in the cell and provide an explanation in your cost narrative.N/AO, T, Y, AD
15For each Subcontractor, enter the employee name (or the word "Prospective"), labor category, BLS or SCA, site, location, F/P, fully burdened rate and hours (for all years)A, B, D, E, F, G, I, JN, O, S, T, X, Y, AC, AD
16The minimum rate is blacked out in Column H for the subcontractors within the Prime's section. The minimum rate is analyzed at the direct labor rate; however, the rates included for Subcontractors in the Prime's submission will be fully burdened labor rates.HN/A
17Please note, if more space for Subcontractors is needed, the Contractor may add additional rows to accommodate them; however, please be sure to maintain integrity of formulas. If fewer Subcontractors are needed, hide the rows instead of deleting them.
18Under Other Direct Costs, the Prime Contractor should enter the proposed ODC costs in Columns K, P, U, Z, AE.KP, U, Z, AE
19Check to ensure the indirects are applied appropriately to ODCs. If the formulas that are utilized do not match your accounting practices, either adjust in the Indirects Rates and Fee tab or adjust the formula and note why changes were made and what specific changes were made in the Attachment C2 - Cost/Price Narrative.KP, U, Z, AE
In accordance with HTXT.232-9510 PAYMENT OF FIXED FEE, the resultant contract payment of fixed fee will be dollars per hour (based on the total fixed fee divided by the total level of effort in hours). Cell B324, calculates the fee per hour as required to only two decimal places. The value stated in cell B324 will be used to populate the fee per hour value within HTXT.232-9510. There shall be one fee per hour for the entire TO, meaning all PoPs will earn the same fee per hour. The resultant TO award will include the total fixed fee calculated within the Cost Summary worksheet (cells K287, P287, U287, and AE287) which uses the fee per hour. This ensures that the Contractor is able to earn the full fee if all level of effort (hours) is executed during contract performance and ensures the fee ceiling for CLINs on the resultant TO can be calculated correctly with no errors due to rounding.KP, U, Z, AE
Fully Burdened Labor Rates Worksheet Instructions
20Enter Prime Contractors's name into cell A3.AN/A
21Enter employee names (starting at row 10). For Prospective hires, enter the cell reference from Column A of the Cost Summary Worksheet under applicable Prime Contractor or Subcontractor header. If necessary, insert additional rows--but ensure integrity of formulas.AN/A
22Use the dropdown in Column B to enter the Labor Category which matches the Cost Summary Worksheet. Note - the Labor Category used in B10 of the Cost Summary worksheet should match the Labor Category used in B10 of the Fully Burdened Labor Rates worksheet.BN/A
22Enter the Fully Burdened Labor Rate rounded to two decimal places for each year for every employee.
Fully Burdened Labor Rates shall include indirect rates, fee, and subcontractor pass-through costs where applicable. For Subcontractor labor, the fully burdened labor rates shall be inclusive of any pass-through charges (e.g., subcontractor handling, fixed fee on subcontractor labor, etc.) applied by the Prime Contractor. They should not include Fully Burdened Other Direct Costs (ODCs) such as Materials, Travel, and Cost of Money costs.CF, I, L, O
23Enter the labor hours for each year for every employee, ensuring the values match the Cost Summary Worksheet.DG, J, M, P
24The Annual Fully Burdened amount by employee is calculated by multiplying the Fully Burdened Labor Rate by the number of hours proposed by year. This should auto calculate. However, if additional rows are added, please ensure the formulas are intact.EH, K, N, Q
