About this file
This is a Cost Reimbursable Narrative template (Attachment C2) for a cost-reimbursable contract proposal under RFO Number N00421-27-R-1008 issued by the Naval Air Systems Command for Technical/Project Management Support (TPMS) to the Airborne Systems Integration (ASI) Division at NAWCAD. The template requires contractors and subcontractors to provide comprehensive cost and pricing information including administrative details, direct labor rates, escalation justifications, indirect costs, estimating practices, fee structure, other direct costs, and price reasonableness determinations. Contractors must submit signed Standard Forms (SF33 for the RFO and SF30 for amendments), completed Section K responses, current Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) rate approval letters, accounting system information, and conflict of interest representations. The proposal must include detailed tables documenting proposed team composition with subcontractor information, cognizant DCAA and DCMA office contacts, and a complete accounting of all hourly direct labor rates for current employees verified by payroll documentation.
The attachment requires substantiation of proposed costs through three years of historical data, including escalation rate actuals and indirect billing or historical actual rates for categories such as fringe benefits, overhead, general and administrative costs, subcontractor handling, material handling, and cost of money. Contractors must ensure consistency between cost narratives in this attachment and calculations in Attachment C1, provide fully burdened labor rates, and document any changes made from the RFO template. An authorized company representative must sign the completed attachment, certifying accuracy of all provided information. This cost proposal template is designed for use under the SeaPort-Next Generation (SeaPort-NxG) Multiple Award Contract vehicle.
