About this file
This is a contractor manpower reporting template for the Naval Air Warfare Center Aircraft Division (NAWCAD) used to track labor resources on contracts and task orders. The NAWCAD Contractor Manpower Report requires contractors to report active employee counts (calculated using 1,920 hours per work-year), labor categories with corresponding Bureau of Labor Statistics (BLS) codes and skill levels (Junior, Journeyman, Senior, Intermediate, Advanced), cumulative hours expended, and security clearance requirements. Contractors must also designate whether personnel are assigned on-site (in government-owned or government-leased facilities, including flexible hybrid schedules) or off-site, and specify actual performance locations. The template includes mandatory green-highlighted columns for BLS Code, Labor Category, Skill Level, Hours Expended to Date, Security Clearance Level, On-Site/Off-Site designation, and Performance Location. Vendors may add additional columns to break out hours expended by month if required by their specific contract or task order.
This template is associated with a Pre-Solicitation Notice issued by NAWCAD's Airborne Systems Integration (ASI) Division for future Technical/Project Management Support (TPMS) services under the SeaPort-Next Generation (NxG) Multiple Award Contract (MAC). The draft Request for Offers has been released for industry feedback only, with comments due by 12:00 p.m. EST on October 20, 2026, directed to olivia.e.bossert.civ@us.navy.mil. This is informational in nature and not a binding solicitation for award purposes.
