About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a boiler plant replacement project at the Bronx VA Medical Center. The procurement, valued between $20-50 million, will be a firm-fixed price contract set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project requires 14 specific brand-name items from manufacturers like Cleaver Brooks, Caterpillar, Schneider Electric, and others, which are critical for maintaining system compatibility, standardization, and operational integrity of the medical center's infrastructure.
The justification details the specific requirements for each brand-name component, including boilers, deaerators, emergency generators, transformers, electrical panels, circuit breakers, fire alarm systems, building automation systems, and security monitoring equipment. Each item is justified based on its unique interface with existing systems, potential operational risks of using alternative manufacturers, and the need to ensure patient and staff safety. The document also confirms Buy American Act compliance for most items, with some manufactured in the United States and one transformer manufactured in Canada but considered compliant under trade agreements.
