1.0 INTRODUCTION
This PWS describes High-Altitude Electromagnetic Pulse (HEMP) Hardness Maintenance/ Hardness Surveillance (HM/HS) requirements for all HEMP shields in Building 1000, B500 HEMP Shielded Enclosure (HSE) and other potential future locations at Offutt AFB, NE. The HEMP survivability program described in this PWS is not unique to any one weapon or mission system.
The primary objective of a HEMP HM/HS protection program is to ensure survivability from a HEMP event. Since HEMP shield systems are easily rendered ineffective by incorrect usage and/or inadequate life cycle maintenance, a structured methodology of performing tests, inspections, and maintenance shall be performed and documented. The HM/HS Plans and Procedures Manuals, applicable TOs, and MIL-STD-188-125-1A specify maintenance of assets to uphold the designed levels of protection and shall be used by the Contractor performing HM/HS work on Offutt AFB, NE.
2.0 SCOPE
All scope of this PWS is for performing HEMP HM/HS as defined in the identified HM/HS Plan and Procedures Manuals, applicable Technical Orders (TOs), and in accordance with (IAW) MIL-STD-188-125-1A. These services require familiarity with the maintenance and sustainment of HEMP systems. Scope for this effort includes…
- HEMP protection upgrades and modifications
- Preventative Maintenance
- Testing
- Engineering Support and Studies
- Technical Analysis Support, Recommendations, and Solutions for known and unknown issues
- Corrective Maintenance
- Inspections
- Vulnerabilities Assessments
- Equipment labeling
The scope of this effort also extends to future-known potential HEMP locations (B1500 SATCOM and Senior Leader Network (SLN) and other potential unknown locations at Offutt AFB, shielded cabinet support, and rust mitigation as funding allows.
The Contractor shall provide engineering and technician support for HM/HS work. HM/HS actions shall incorporate any infrastructure or structural requirements to support the overall HEMP topology.
The Contractor shall provide all personnel and necessary tools and materials to ensure continuous HM/HS for supported mission systems and meet all requirements outlined in this PWS.
3.0 GENERAL REQUIREMENTS
3.1 Period of Performance. The contract shall consist of a transition/base period of one year with 4 one-year options and a 6-month extension IAW FAR 52.217-8.
Transition Period: TBD Base Period: TBD Option Period 1: TBD Option Period 2: TBD Option Period 3: TBD Option Period 4: TBD 6-Month Ext: TBD
3.2 Place of Performance. The work to be performed under this PWS shall be performed at Offutt AFB, NE.
4.0 TECHNICAL REQUIREMENTS
The HM/HS Program Plans specify maintenance of assets to uphold the designed levels of protection and shall be used by the Contractor performing HM/HS work on Offutt AFB, NE. The HM/HS Program Plans provides the procedures for maintaining hardness critical items and hardness critical assemblies (HCIs/HCAs) consistent with site specific technical orders TO. Should a site TO not exist, Original Equipment Manufacturer (OEM) or vendor manuals shall be used/referenced in the plan.
Per MIL-STD-188-125-1A, HM/HS is the combined preventive maintenance activities that include cleaning, servicing, refurbishment and repairs, inspection, and test activities accomplished on a HEMP protected operational facility to ensure that HEMP hardness is retained throughout the facility life cycle. HM/HS, along with hardness assurance and hardness configuration management, constitutes a total hardness assurance, maintenance, and surveillance program.
The contractor shall conduct and document tests, inspections, and preventative maintenance to ensure HEMP enclosures provide protection IAW MIL-STD-188-125-1A, applicable TOs, the B1000 HM/HS Plans and Procedures Manuals, and the B500 HSE Plans and Procedures Manuals.
Note: Refurbishment- (defined under MIL-HDBK-423 as “preventive” service) level HM/HS differs from service level activity in that refurbishment requires the complete removal and replacement of consumable interfaces (such as fingerstock, keeper seal, gasketing, etc.). This recurring refurbishment-level service shall be required to sustain performance levels for items that comprise the HEMP systems in a manner that reduces the risk for corrective action and lowers the sustainment costs of the systems. Refurbishment-level service shall be supplemented by a series of service level (aka “Preventive Maintenance Inspection (PMI) level”) actions to sustain the performance of those assemblies that are not being removed and replaced during that quarterly or monthly activity.

• The Contractor shall perform recurring and systematic refurbishment level HM/HS services IAW the site HM/HS Program Plans, MIL-STD-188-125-1A, and TOs.
• In addition to maintenance actions, the Contractor shall conduct surveillance measures, as described in MIL-
HDBK-423, which shall be required on a systematic basis to validate the performance of the HEMP systems.
• The Contractor shall perform inspections, preventive maintenance (e.g., adjustments or cleaning), corrective maintenance (e.g., repairs or replacements), and testing on the HEMP protection subsystem and/or its HCIs and assemblies. These HM/HS activities are intended to eliminate or detect faults or to preserve specified HEMP protection subsystem performance levels and observe and monitor the condition and performance of the hardening elements.
