About this file
This document is a Performance Work Statement (PWS) for a design-build project to improve the stormwater detention pond at the Nebraska-Western Iowa Health Care System Omaha VA Medical Center. The key objectives are to replace or upgrade the existing detention pond to meet current stormwater management requirements, incorporate structural and non-structural stormwater management elements, and limit peak stormwater runoff. The PWS outlines the design services required, including developing 65% design documents, construction documents, and providing construction period services. The design phase is to be completed within 180 calendar days, with total design and construction to be completed within 315 calendar days. The PWS also includes records management and confidentiality requirements. This PWS is related to a federal contract opportunity solicitation number 36C26324R0087 for the design/build project to improve the stormwater detention system.

Project Number: 636-23-301 NWI – Improve Stormwater Detention Pond Nebraska-Western Iowa Health Care System
Omaha VA Medical Center
A) Background.
Because of significant non-permeable development on the northeast quadrant of the Omaha VAMC Campus (e.g., Ambulatory Care Center, Physical Therapy Clinic, expanded parking, and parking garage) the existing stormwater detention pond, which was constructed prior to recent development and is located adjacent to the southeast edge of Parking Lot 1, is inadequate for current projected peak flows. This project will replace or upgrade the existing detention pond and correct capacity, aesthetic, and disease vector concerns associated with the current stormwater retention system.
Improve stormwater detention to meet City of Omaha and Nebraska Department of Environment and Energy requirements for effluent quantity and quality. Preferred storm water retention will be below grade; however, surface stormwater detention is acceptable to remain within the projected budget.
This project will require a Design-Build Team to develop and install an effective stormwater detention system meeting the requirements laid out below. The design will incorporate structural and non-structural stormwater management elements to provide a comprehensive stormwater management system for Parking Lot 2 and adjacent impermeable surfaces.
Detention system shall be designed to limit peak stormwater runoff and completely drain within 96 hours of a storm event. Preliminary assessment of detention capacity requirement is 1.5 to 2.0 acre-feet.
Successful offeror will be either an Architect/Engineer and Construction Joint Venture or an experienced contractor with in-house construction and design capacity capable of providing services as detailed in the Scope of Work.. At minimum, the Design Team will include experienced Civil, Environmental, Landscaping, and Sanitary/Sewer design professionals.
NOTE: Because this PWS does not require separate A/E and Construction Firms, the terms “Design Team” and “Construction Team” are used in lieu of “A/E Firm” and “Construction Contractor” throughout the document. The term “Design Build Team” or “DB Team” includes both the design and construction teams.
B) VA Design Guides, Specifications, and References (current versions).
A complete listing of all VA technical documents available for use can be found on the VA website at https://www.cfm.va.gov/TIL/. The following documents made available from the Technical Information Library (TIL) will be used as a guide for the completion of this design project; however, may require some deviations. Significant deviations from these guides must be approved by the COR and justified in writing.
All work shall be completed in compliance with the most current version of all applicable codes including, but not limited to OSHA, NFPA 101, International Building code, VA Barrier Free Design Guide and VA guidelines for patient safety and infection control.
All document packages, including the final design/construction documents from a resultant task order will be subject to review and approval (by signature) of all members of an Integrated Project Team (IPT) consisting of medical center personnel. These individuals will be identified by the VA Contracting Officer’s Representative (COR) at the first design meeting. All document packages, including the final design/construction documents moving forward for construction will be subjected to technical reviews, including third party technical reviews and/or legal reviews. The Design Team is responsible for revising documents to incorporate comments provided by those reviews.
C) Objectives and Technical Requirements.
Design-Build Contractor (Design Team) shall provide 65% design)documents in accordance with the requirements of Department of Veterans Affairs Program Guide PG-18-15, Volume E prior to the construction phase of this project.
Design Services include site visit(s), field investigation, and user interviews to prepare construction drawings and specifications, along with a cost estimate for construction to Improve the Stormwater Detention Pond, for the NWIHCS, Omaha VA Medical Center.
The Design Team shall schedule an initial site visit to meet with the VA. The Design Team shall design an Improved Stormwater Detention Pond based on VA design manuals and user interviews during the initial design discussions.
As previously noted, the Design Documents shall be developed to a 65% Design submission as directed by the VA Project Manager. For the submission a draft 65% Submittal shall be prepared, followed by a final submittal modified as necessary in response to the review comments on the draft. This is an interactive process between the VA Medical Center (VAMC) and the Design-Build Contractor. Both formal and informal meetings at the VAMC or the Design-Build Contractor’s office will be conducted to discuss the design and related issues.
65% Design Documents specify the project's functional and aesthetic requirements but leave the development of construction documents and details of construction technology to the Combined Design-Build (DB) Team. The 65% Design Documents shall show sufficient detail to clearly convey the design concept, applicable criteria, standards, specifications, and guarantee requirements, but allow flexibility in accomplishing the desired product. The DB Team shall develop construction documents based on the 65% Design Documents (drawings and specifications), perform construction, and provide as-built documentation.
The design phase shall include but not limited to the following:
Survey the current Stormwater Detention Pond at the Omaha VAMC.
Design Stormwater Detention in accordance with City of Omaha and Nebraska
Department of Environment and Energy requirements.
Develop 65% Design Documents for an Improved Stormwater Detention System.
D) Design Services and Deliverables.
1. DESIGN TEAM RESPONSIBILITIES:
a. The Design Team shall produce the Design Documents, including drawings and specifications, in accordance with professional architectural/engineering practices, the approved Memorandum of Agreement (MOA), the Performance of Work Statement (PWS) and, where identified, VA criteria. Where VA standards and criteria are specified, each A/E discipline shall receive a copy of their respective VA design manual, National CAD Standard Details, and Design and
Construction Procedures and VHA National CAD Application Guide. The Design Team is responsible for obtaining the NCS.
b. The Design Team shall also provide any additional design criteria necessary for project development (supporting calculations, equipment guide list, Design and Construction Procedures, design manuals, signage design, etc.), so that the DB Team can provide construction drawings and specifications;
c. The Design Team, in consultation with VA Project Team, shall determine design choices based on incorporating commercial and/or VA standards into the 65% Design Documents. However, the VA MOA and PWS will identify design concept for preparing the Design Documents;
d. During development of Design Documents, the Design Team shall work with the VA project team to develop:
Project Definition including:
1) Project Scope/Design Philosophy;
2) Performance Specifications;
3) Design Development Drawings
e. During design and construction of the project, the Design Team may be required to participate in construction inspections and assist in the review of:
Construction Document submittals including specifications and design calculations the Design Team shall list any deviations from the Design Documents);

Reference to equipment, materials, or patented processes by trade name, make, and catalog number shall be regarded as establishing a standard of quality only and shall not be construed as limiting competition. Use VA Master Construction Specifications as directed by Scope of Work and determined during design development. VA Project Manager will provide procedures to obtain VA Master Construction Specifications; and
d. The project will need to follow the Omaha Municipal Code, Chapter 32, Stormwater Management Ordinance. The City will require a Post Construction Stormwater Management Plan (PCSMP). The basin will need to maintain the pre-project conditions for the 2-, 10-, and 100-year runoff rates and it will need to continue to provide treatment for the water quality volume, which in Omaha is a basic volume of the first 1/2" of rainfall applied to the disturbed area. If the project ends up disturbing more than one acre, a Stormwater Pollution Prevention Plan (SWPPP) is required.
