About this file

This is an attachment containing a calculation template for determining contractor self-performed work requirements on a roofing construction contract (Solicitation Number 36C24926R0044). The template is designed for Service-Disabled Veteran-Owned Small Business (SDVOSB) contractors bidding on replacement roofing work at the Lt Col Luke Weathers Jr VA Medical Center in Memphis, Tennessee.

The template requires offerors to demonstrate that at least 25 percent of the total cost of contract performance—calculated on personnel costs only—will be self-performed by the SDVOSB prime contractor or verified SDVOSB subcontractors. Contractors must provide a detailed breakdown of personnel and material/equipment costs organized by specification division, clearly identifying which work will be performed by the prime contractor versus subcontractors, and whether each subcontractor is an SDVOSB-certified firm. The calculation methodology requires contractors to subtract all non-SDVOSB subcontractor personnel costs from total personnel costs to determine the self-performed work percentage. Home office overhead, profit/fee, and bond costs are to be added after the personnel and material/equipment subtotal. The template provides a suggested format with rows for the prime contractor and multiple subcontractors, along with formulas to compute the final self-performed work percentage and grand total contract cost.
