About this file

This is an Amendment to Solicitation for a roofing replacement project issued by the Department of Veterans Affairs, Network Contracting Office 9. The amendment (0001) to solicitation 36C24926R0044, effective March 24, 2026, provides answers to Requests for Information (RFI) and includes the Pre-bid Site Visit Attendance Sheet attachment. The project, identified as 614-23-103, involves replacing old roofing on Buildings 1, 1A, 5, and 7 at Lt Col Luke Weathers Jr VA Medical Center, 116 N Pauline Street, Memphis, Tennessee 38105. The contracting officer is Jeannette L. Morphew, with administrative support from Contract Specialist Jen Jamieson. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring experienced prime contractors.

The RFI responses address eight key questions: no existing roof warranties have been identified for the scope, though contractors must ensure compatible materials and warranted workmanship at joint areas; work will occur Monday through Friday, 8:00 AM to 4:30 PM with additional after-hours coordination for equipment shutdowns and pedestrian route closures; asbestos testing is required for each building with anticipated contract modifications if abatement is needed; contractors must review local and federal permit requirements and include applicable fees; recommended subcontractors include McCrory Electric and Chief Electric for electrical work, and CS3, White Plumbing & Mechanical, or Dunbar Mechanical Contractors for mechanical/plumbing; workers require either daily temporary badges from engineering or PIV badges arranged through the Contracting Officer's Representative; a pre-bid site visit attendance roster will be provided; and the Government will evaluate experienced prime contractors only, not subcontractor past performance.

RFI Questions and Answers 614-23-103 Replace Old Roofing Buildings 1, 1A, 5 & 7

Project Location: Lt Col Luke Weathers Jr VA Medical Center 116 N Pauline Street, Memphis, TN 38105

1. Are there any current roof warranties associated with this scope of work?

At this time, no existing roof warranties applicable to this scope of work have been identified.

The only potential concern is the point where the new roof section on Building 5 ties into the existing section that will remain; however, no existing warranty information can be found for that newer portion of the roof. The contractor will need to ensure that all materials used are compatible and that the workmanship at the joint areas is fully warranted.

2. What is the project work schedule and working hours?

The work needed to complete this project will require a mixture of Monday through Friday during normal business hours (8am – 4:30 pm) and work outside of those days/times to coordinate shutdowns of rooftop equipment and/or closure of routes pedestrian areas around the medical center to hoist materials and equipment to the rooftops. The specifications also require work exceeding certain noise levels to be performed outside of normal operating hours (01 57 19:

1.5.F). All utility shutdowns, equipment shutdowns, exit/entry shutdowns, and after-hours work will need to be coordinated with the COR in advance.

3. Do we need to provide pricing for asbestos testing, abatement, and removal?

Testing should be included for each building. (We don’t anticipate any remaining ACM to be present in the existing roofs, but if testing shows otherwise, we’ll work through a contract modification to have it abated.)

4. Do we need to include Permit fees?

Review the contract documents, local and federal requirements, and include any that are applicable to the contracted work.

5. Do you have a preferred mechanical, plumbing, electrician, and lightning protection contractor that we can contact for pricing for this scope of work?

For electrical contractors we would recommend: McCrory Electric or Chief Electric. The station would recommend/prefer CS3, White Plumbing & Mechanical, or Dunbar Mechanical Contractors.

6. Do our workers need to obtain a badge to work on site?

Contractors are required to have badges while on-site. At a minimum contactor will need to check out a temporary badge from engineering on a daily basis, or they can obtain a PIV badge for the duration of the project through the COR.

7. Will an attendance roster from the site walk be provided?

Yes, attachment Pre-Bid Site Visit Attendance Sheet

8. We request clarification on past performance evaluation for this SDVOSB set-aside.

Will the Government consider the subcontractor’s past performance, provided that the teaming agreement is included and clearly defines the subcontractor’s significant responsibilities?

No, we are looking for experienced prime contractors for the project.
