About this file
This is a Depot Maintenance Work Specification (DMSPEC) document that establishes standard depot level maintenance requirements for the Air Force HH-60W helicopter fleet. The document details comprehensive inspection and maintenance requirements to be performed at 68-month intervals, including Programmed Depot Maintenance (PDM) and Analytical Condition Inspection (ACI).
The DMSPEC outlines specific requirements across nine major sections: General Instructions, Preparation for Induction, Aircraft Induction, Structural Inspection Requirements, Maintenance and Repair, Preparation for Delivery, Aircraft Delivery, Quality Assurance, and Terms/References. Key requirements include structural inspections, corrosion control, systems testing, and component repairs/replacements. The depot facility must maintain detailed documentation, follow strict quality control procedures, and ensure all work meets USAF Engineering Authority (EA) standards. The document was approved in October 2024 with Revision 1 in December 2024. Notable updates in Revision 1 include clarifications on maintenance responsibilities between depot and organizational/intermediate levels, updated technical manual references, and refined quality assurance requirements.

Addendum 2. PDM and ACI Zonal Inspection Requirements Rev: Basic
1. GENERAL INSTRUCTIONS:
1.1. Scope: This Depot Maintenance Work Specification (DMSPEC) establishes the standard Depot Level Maintenance (DLM) rework requirements for the Air Force HH-60W model rotary aircraft. Upon completion of the Programmed Depot Maintenance (PDM) and Analytical Condition Inspection (ACI) DLM process, the 720-hour phase inspection requirement is satisfied.
1.2. Purpose: The primary purpose of the DLM program for the HH-60W aircraft is to accomplish aircraft structural inspections concurrent with zonal inspections at a depth and skill level greater than that available at organizational and intermediate maintenance levels. The zonal inspection will address structures, components, electrical wiring, hydraulic system components, fuel system components, and general integrity of the remaining items in that zone. Components (including engines, drivetrain elements, avionics, etc.) are removed to the extent required to conduct a detailed airframe inspection and will not be the subject of any depot-level maintenance though will be required to be inspected and maintained per Organizational/Intermediate (O/I) level maintenance per the applicable removal and installation procedures. Maintenance actions such as component-level rework or test, modifications, or special inspections, may be required on an over-and-above (O&A) basis per the Depot Maintenance Statement of Work (DMSOW).
1.3. Authority: This DMSPEC has been reviewed and approved by the AFLCMC/WIUE Rotary Wing Chief Engineer of the United States Air Force (USAF) and is authorized for use on all USAF HH-60W aircraft.
1.4. DLM Intervals: Under this concept, a fixed DLM inspection interval of 68 months has been established and incorporated into Technical Order (T.O.) 00-25-4.
1.5. DLM Process: This DMSPEC consists of nine sections and is organized to reflect the rework process illustrated in Figure 1 Typical DLM Process Flow. Each section addresses general policies and guidance for the DLM process. The work to be accomplished shall be identified as fixed tasks and variable tasks. Fixed tasks are those tasks which are predictable and consistent from aircraft to aircraft. The variable tasks are those which are not predictable and will vary from aircraft to aircraft.
Each section is identified accordingly.
Section 1 – GENERAL INSTRUCTIONS: Fixed general policies and guidance for the depot facility to manage the DLM process.
Section 2 – PREPARATION FOR INDUCTION: Fixed tasks and responsibilities to prepare the aircraft for DLM induction.
Section 3 – AIRCRAFT INDUCTION: Fixed tasks required to prepare the aircraft for inspection and maintenance.
Section 4 – STRUCTURAL INSPECTION REQUIREMENTS: Fixed inspection tasks required to locate and identify defects, including corrosion.
Section 5 – MAINTENANCE AND REPAIR: Variable tasks and set policies governing maintenance and repair required to correct defects and to accomplish all DLM requirements.
Section 6 – PREPARATION FOR DELIVERY: Fixed tasks required to prepare the aircraft for delivery.
Section 7 – AIRCRAFT DELIVERY: Fixed tasks and responsibilities to accomplish delivery of the aircraft to the gaining custodian.
Section 8 – QUALITY ASSURANCE: Fixed requirements for DLM inspection and quality control programs.
Section 9 – TERMS AND REFERENCES: List of nomenclatures, definitions, abbreviations, publications, and flight safety parts used within this DMSPEC.
1.6. Sequence of Work: The typical rework process is outlined below in Figure 1. This is a generalization of the DLM process from receipt of the aircraft from its owning activity to the final acceptance check flight and delivery to the gaining custodian. The organization of this DMSPEC parallels the sequence of work performed during the rework process.
Figure 1. Typical DLM Process Flow
1.7. Affected Aircraft: Aircraft that are encompassed by these DLM requirements include all USAF HH-60W aircraft.
1.7.1. Condition of Delivered Aircraft: The aircraft shall be returned to the customer in the same configuration as received, with the same type components, accessories, and special equipment installed except as modified, removed, or added by requirements of this DMSPEC or as directed by the USAF Engineering Authority (EA) and USAF Program Authority (PA). The depot facility shall ensure the finished helicopter is complete and neat in appearance. System condition and serviceability shall only be negotiated through the EA and PA prior to the aircraft being released from the depot facility to the gaining custodian. The HH-60W aircraft, although not required to be fully mission capable, shall be safely flyable, capable of flight from the depot facility to the post- DLM destination in Instrument Meteorological Conditions (IMC), and must meet all other minimum service specifications as required by the EA and this DMSPEC.
1.8. DLM Words and Terms: The following are words and terms that are generally applied across this DMSPEC to provide common meaning to words and terms that may be used interchangeably between other service documents.
Preparation for Induction (DMPSEC, Section 2)
Aircraft Induction (DMPSEC, Section 3)
Inspection (DMPSEC, Section 4)
Maintenance and Repair (DMPSEC, Section 5)
Preparation for Delivery (DMSPEC, Section 6)
Aircraft Delivery (DMSPEC, Section 7)
1.8.1. Shall, Should, May, and Will Compliance: The intended meaning of terms that specify compliance with procedures or requirements are as follows:
“Shall” has been used only when application of a procedure is mandatory.
“Should” has been used only when application of a procedure is recommended.
“May” and “need not” have been used only when application of a procedure is optional.
“Will” has been used only to indicate futurity; never to indicate any degree of requirement for application of a procedure.
1.8.2. Technical Data: For the purposes of this DMSPEC, technical data refers to approved USAF published T.O.s, maintenance manuals and/or other USAF approved data/information used by artisans and mechanics to inspect, maintain, and repair the aircraft. Use of any non-USAF technical data must be approved and documented by the USAF EA. Throughout this document use of the term "maintenance manuals" will mean USAF T.O.s.
1.8.3. Engineering Data: Engineering data refers to engineering drawings, specifications, standards, reports, and other engineering generated documentation to include but not limited to data that is used to define the proper configuration, operation, assembly, manufacture and/or steps and processes that serve as source data for technical data.
1.8.4. Engineering Technical Assistance Request (ETAR): A process used to request engineering technical assistance IAW AFMCMAN 63-1202 in the absence of published technical data to maintain or repair aircraft. In the absence of technical order or maintenance manual procedures or otherwise approved local procedures or processes to perform a task or a repair the depot facility shall utilize the ETAR process.
1.8.5. Flight Safety Critical Aircraft Part (FSCAP): An FSCAP is an item, assembly, or installation procedure with one or more critical characteristic that, if not conforming to design data or quality requirements, would result in serious damage to the aircraft or serious injury to personnel. Critical characteristics may be identified as dimensions, tolerances, finishes, materials, assembly, or inspection procedures. As defined by this DMSPEC and listed in paragraph 9.5 of this DMSPEC, FSCAPs include those items managed by the following programs:
• Flight Safety Critical Aircraft Part (FSCAP)
• Flight Safety Part (FSP)
• Critical Safety Item (CSI)
• Critical Application Item (CAI)
• Safety Critical Screw-Threaded Component (SCSTC)
1.9. DLM Defect Classification Criteria: A fundamental task associated with the DLM process includes objectively classifying defects in order to determine if a defect requires correction. Defect classification determines whether a defect shall be corrected or not. The following paragraphs outline the methods for classifying defects discovered during the rework process to determine if the defects require maintenance under the DLM program and to establish a general level of expectation as to the quality of repair. A defect classification decision tree is provided in Figure 2 Defect Classifications.
The classification criteria for each class of defect is as follows:
1.9.1. Corrosion Defects: All corrosion shall be removed, cleaned, evaluated, and measured for determination of repair actions IAW the applicable maintenance manuals. Bare metal shall then be treated as applicable IAW maintenance manuals.
1.9.2. Critical Defects: A critical defect is a defect that is likely to result in hazardous or unsafe conditions for individuals operating or maintaining the aircraft, system, or component. All critical defects discovered as a direct result of, or incidental to, compliance with the DLM requirements shall be corrected.
1.9.3. Major Defects: A major defect is a defect other than critical that is likely to result in failure, or to materially reduce the usability of an aircraft system or component from its intended purpose. All primary airframe structural cracks shall be classified as major defects at a minimum and evaluated IAW the applicable maintenance manuals. Major defects discovered as a direct result of, or incidental to, compliance with the DLM requirements that require depot-level maintenance and/or affect minimum mission equipment required for delivery of the aircraft shall be corrected. Major defects shall consist of depot-level discrepancies that cannot be, or are not practical to be, accomplished at O/I-level by the owning activity.
1.9.4. Minor Defects: A minor defect exceeds negligible limits but is not likely to materially reduce the usability of a system or component for its intended purpose. Minor defects shall be addressed IAW paragraph 1.12 of this DMSPEC. Minor defects shall consist of “economy tasks” that are economically practical to perform at the depot facility due to the disassembly of the aircraft during the DLM process.
1.9.5. Defects Caused by Depot Facility: All defects caused by the depot facility shall be corrected at no cost to the customer.
Figure 2. Defect Classifications
1.10. Acceptance and Rejection Criteria: The EA and/or the PA shall determine whether defects have been corrected satisfactorily, and that applicable maintenance standards have been met with respect to materials, workmanship, design, construction, cleanliness, quality, and documentation.
The EA shall have final approval on determining if the aircraft has been delivered in acceptable condition and that all applicable quality control standards have been met.
1.11. Use of Technical Data: For the purpose of this DMSPEC, use of approved and published USAF T.O.s and technical manuals is mandatory. Use of other technical data to include but not limited to US Army, US Navy or other sources of technical data and technical manuals or locally generated technical data will require formal written approval from the EA. In the event that there is conflicting information in this DMSPEC and any technical data, the DMSPEC takes precedence unless otherwise authorized and documented by the EA. Throughout this DMSPEC, the 1H- 60(H)W-2, and the 1H-60(H)W-3 will be the primary technical data used to perform the DLM tasks but not always listed with the task description in this document. The general maintenance manuals as listed in Table 4 List of Applicable Publications will be secondary.
