Solicitation 12639524R0019, Design-Build Project, MAB Runway Repair, Attachment 1

Statement of Work for Design-Build Services August 15, 2024

1.0 PROJECT: Moore Air Base Runway Repair

2.0 LOCATION:

U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ), Moore Air Base (MAB), 22675 N. Moorefield Road, Edinburg, Texas 78541

3.0 PROJECT BACKGROUND:

Moore Air Base (MAB) was originally constructed in the early 1940s and located fourteen miles northwest of Mission, Texas. The Base occupies approximately 630 acres area and consists of multiple structures, including aircraft Hangar.

MAB consist of three concrete Runways in a triangular configuration with each Runway being approximately 5,000 feet long and 300 feet wide. Five concrete taxiways currently connect the Runways to the flightline apron.

The existing Hangar, with an approximately area of 22,000 SF, parks two Baron G58, Cessna 206 and Cessna 188 aircrafts. At present, the facility operates up to 10 flights a day with these aircraft supporting the Plant Protection and Quarantine (PPQ) operations along the southern border to release by rearing sterilized fruit flies on-site and aerially depositing them in known areas of infestation.

USDA decided to repair the existing pavement including drainage edge, replace joint sealant, other improvements necessary to avoid potentially hazardous conditions for the aircraft and excessive maintenance requirements for the facility. In October 2022, Johnson McAdams Firm completed a study of the MAB Runway repair and recommended a multi-year maintenance plan based on budget availability. Accordingly, due to budget constraints, USDA decided to split the project into two phases. Phase I (current phase) constitutes repairing runway joints in portions of runway 14/32, taxiway B, taxiway C, and taxiway D, and fencing.

4.0 PROJECT SCOPE:

The purpose of this SOW is to provide design, all labor, materials, equipment, and DOR services to deliver a Design-Build of MAB Runway repair in accordance with the contract documents.

The Design-Build Contractor's work responsibility shall include Design, DOR, and Construction services necessary to provide all work as specified by the documents for the construction of the MAB Runway Repair .

The design task consists of developing the 35% Design documents, prepared by JMc dated 08/14/2024, to a full range construction document per the Submission schedule in Section 4.1.

The Design-Build Contractor shall start design using the provided documents listed below through 100% Final design.

Also, A/E shall include details of grading the edges of the Runway to mitigate significant turf build up that could restrict drainage from the pavement. Also, A-E shall submit an updated cost estimate based on current cost parameters.

The Design-Build Contractor shall be responsible for completion of the following Design task for the Construction of the MAB Runway Repair:

4.1 Design Submissions: The A/E shall provide the following services marked by an "X".

[X] 65% Design services developed from the 35% document prepared by Johnson McAdams.
